濰坊市節(jié)水型社會(huì)建設(shè)評(píng)價(jià)研究

【摘要】:水是人類生存和社會(huì)經(jīng)濟(jì)可持續(xù)發(fā)展的物質(zhì)基礎(chǔ),然而,受區(qū)域水資源承載能力和環(huán)境承載能力的限制,水資源短缺和水污染問題的日益顯現(xiàn),水資源逐漸成為限制地區(qū)社會(huì)經(jīng)濟(jì)發(fā)展的瓶頸因素。濰坊市是北方缺水城市之一,隨著社會(huì)經(jīng)濟(jì)的快速發(fā)展,居民生活水平的日益提高,對(duì)水資源的需求也不斷增加,水資源的供需矛盾也逐步的加深,為緩解濰坊市水資源的供需矛盾,促進(jìn)經(jīng)濟(jì)社會(huì)的可持續(xù)發(fā)展,節(jié)約用水成為了一項(xiàng)解決濰坊市水資源短缺的重要舉措。因此,濰坊市積極開展了節(jié)水型社會(huì)建設(shè)。 為了評(píng)價(jià)濰坊市節(jié)水型社會(huì)建設(shè)的情況,對(duì)濰坊市節(jié)水水平有一個(gè)直觀清晰的了解,需要對(duì)其進(jìn)行評(píng)價(jià)。本文在研究借鑒國內(nèi)外對(duì)節(jié)水型社會(huì)建設(shè)及其評(píng)價(jià)研究的基礎(chǔ)上,結(jié)合濰坊市的水資源的基本情況及其供、用水情況,構(gòu)建了評(píng)價(jià)濰坊市節(jié)水型社會(huì)建設(shè)的指標(biāo)體系,然后,采用主成分分析法和熵值法對(duì)其進(jìn)行了分析、計(jì)算。根據(jù)得出的結(jié)論,提出了提高濰坊市節(jié)水型社會(huì)建設(shè)水平的措施和方法。本文的研究內(nèi)容主要有以下幾點(diǎn): (1)通過對(duì)濰坊市水資源現(xiàn)狀及開發(fā)利用情況的分析,明確了濰坊市實(shí)施節(jié)水型社會(huì)建設(shè)的必要性和緊迫性。 (2)通過對(duì)濰坊市的實(shí)際情況以及節(jié)水型社會(huì)的建設(shè)情況的分析,根據(jù)層次分析法構(gòu)建指標(biāo)體系的方法,結(jié)合評(píng)價(jià)指標(biāo)的選取原則,確定評(píng)價(jià)濰坊市節(jié)水型社會(huì)建設(shè)的指標(biāo)體系,該指標(biāo)體系由社會(huì)綜合用水指標(biāo)、工業(yè)用水指標(biāo)、農(nóng)業(yè)用水指標(biāo)、生活用水指標(biāo)、生態(tài)用水指標(biāo)這5部分組成。 (3)對(duì)構(gòu)建起來的濰坊市節(jié)水型社會(huì)建設(shè)評(píng)價(jià)指標(biāo)體系采用主成分分析法和熵值法對(duì)其進(jìn)行評(píng)價(jià),結(jié)果顯示2008年~2012年濰坊市節(jié)水水平不斷提高,節(jié)水型社會(huì)建設(shè)取得了初步的成效,濰坊市的節(jié)水型社會(huì)建設(shè)進(jìn)入了中級(jí)階段,社會(huì)的用水向著協(xié)調(diào)可持續(xù)的方向發(fā)展。根據(jù)得出的評(píng)價(jià)結(jié)果,結(jié)合濰坊市的實(shí)際情況,從健全水資源管理體制、實(shí)行節(jié)水準(zhǔn)入制度、建立排污許可和污染者付費(fèi)制度以及加強(qiáng)宣傳,提高節(jié)水意識(shí)這4個(gè)方面提出了提高濰坊市節(jié)水型社會(huì)建設(shè)水平的措施和方法。
[Abstract]:Water is the material foundation of human survival and sustainable development of social economy. However, due to the limitation of regional water resources carrying capacity and environmental carrying capacity, water resources shortage and water pollution problems appear day by day. Water resources have gradually become the bottleneck factor to restrict the social and economic development of the region. Weifang is one of the cities lacking water in the north. With the rapid development of social economy, the living standard of residents is improving day by day. The demand for water resources is also increasing, the contradiction between supply and demand of water resources is gradually deepening, in order to alleviate the contradiction between supply and demand of water resources in Weifang, promote the sustainable development of economy and society. Water conservation has become an important measure to solve the shortage of water resources in Weifang. Therefore, the construction of water-saving society has been carried out actively in Weifang. In order to evaluate the situation of water-saving society construction in Weifang City, there is an intuitive and clear understanding of water saving level in Weifang City. It needs to be evaluated. On the basis of the study on the construction and evaluation of water-saving society at home and abroad, combined with the basic situation of water resources in Weifang and its supply, water use. The index system to evaluate the water-saving society construction in Weifang is constructed, and then the principal component analysis and entropy method are used to analyze and calculate it. The measures and methods to improve the construction level of water-saving society in Weifang are put forward. The research contents of this paper are as follows: 1) the necessity and urgency of the construction of water-saving society in Weifang are determined through the analysis of the present situation of water resources and the situation of development and utilization in Weifang. Through the analysis of the actual situation of Weifang city and the construction of water-saving society, according to the method of AHP to construct the index system, combined with the selection principle of evaluation index. The index system for the evaluation of water-saving society construction in Weifang is determined. The index system consists of five parts: social comprehensive water use index, industrial water use index, agricultural water use index, domestic water consumption index and ecological water use index. The evaluation index system of water-saving society construction in Weifang is evaluated by principal component analysis and entropy method. The results show that the level of water saving in Weifang has been improved continuously from 2008 to 2012, and the construction of water-saving society has made initial achievements, and the construction of water-saving society in Weifang has entered an intermediate stage. According to the evaluation results, combining the actual situation of Weifang, from the sound water resources management system, the implementation of water-saving access system. The measures and methods to improve the construction level of water-saving society in Weifang are put forward in the following four aspects: establishing sewage permit and polluter paying system, strengthening propaganda and raising water saving consciousness.
