【摘要】：秦皇島--沈陽(yáng)天然氣管道是華北天然氣管網(wǎng)與東北天然氣管網(wǎng)的聯(lián)絡(luò)線,該管道連接著大連--沈陽(yáng)天然氣管道和規(guī)劃中引進(jìn)俄羅斯天然氣的哈爾濱--沈陽(yáng)輸氣管道,形成東北地區(qū)和華北地區(qū)管網(wǎng)的銜接,對(duì)實(shí)現(xiàn)氣源多元化、管道網(wǎng)絡(luò)化都具有十分重要的意義。本文主要從以下幾個(gè)方面開展研究,首先,通過(guò)學(xué)習(xí)和研究國(guó)內(nèi)外天然氣管道建設(shè)項(xiàng)目后評(píng)價(jià)的相關(guān)理論,確定秦皇島--沈陽(yáng)天然氣管道建設(shè)項(xiàng)目的后評(píng)價(jià)內(nèi)容,結(jié)合本項(xiàng)目建設(shè)的特點(diǎn),根據(jù)專家的建議,需要?jiǎng)?chuàng)建與之對(duì)應(yīng)的后評(píng)價(jià)相關(guān)指標(biāo)體系;然后,從客觀的角度來(lái)分析各種項(xiàng)目后評(píng)價(jià)方法并同本項(xiàng)目進(jìn)行對(duì)比,聘請(qǐng)26名專家進(jìn)行實(shí)際考察和調(diào)研,根據(jù)天然氣管道建設(shè)項(xiàng)目后評(píng)價(jià)的需要,采用對(duì)比法對(duì)秦皇島--沈陽(yáng)天然氣管道項(xiàng)目在建設(shè)與實(shí)施、生產(chǎn)與運(yùn)行、經(jīng)濟(jì)效益、影響與持續(xù)性等方面進(jìn)行后評(píng)價(jià);最后,將層次分析法和模糊評(píng)價(jià)法的理念有機(jī)結(jié)合,采用matlab軟件計(jì)算確定指標(biāo)權(quán)重,采用模糊綜合評(píng)價(jià)法進(jìn)行綜合評(píng)價(jià)分析,并總結(jié)該項(xiàng)目建設(shè)的經(jīng)驗(yàn)教訓(xùn),提出改進(jìn)建議。在對(duì)比分析和綜合分析的基礎(chǔ)上,根據(jù)專家的評(píng)價(jià)得出秦沈天然氣管道項(xiàng)目總體處于良好的狀態(tài)。秦皇島--沈陽(yáng)天然氣管道工程是我國(guó)全力推進(jìn)的石油資源供應(yīng)多元化,保障國(guó)家能源安全,構(gòu)建我國(guó)東北地區(qū)能源的重要通道組成部分。該工程的建設(shè),及時(shí)、有效緩解遼河油田減產(chǎn)造成的資源短缺局面,進(jìn)一步提高我國(guó)石油資源供應(yīng)的安全性和可靠性,對(duì)國(guó)家的能源戰(zhàn)略具有深遠(yuǎn)意義,符合國(guó)家的長(zhǎng)遠(yuǎn)戰(zhàn)略利益和當(dāng)前國(guó)民經(jīng)濟(jì)發(fā)展的迫切需要,是一項(xiàng)利國(guó)利民的工程。秦皇島--沈陽(yáng)天然氣管道工程后評(píng)價(jià)研究,推動(dòng)了相關(guān)領(lǐng)域的后評(píng)價(jià)工作,有極大的積極影響,針對(duì)后評(píng)價(jià)方法上的準(zhǔn)確性分析還有待進(jìn)一步的研究。
[Abstract]:Qinhuangdao-Shenyang natural gas pipeline is the liaison line between North China gas pipeline and northeast natural gas pipeline, which connects Dalian-Shenyang natural gas pipeline and planned Harbin-Shenyang gas pipeline to import Russian natural gas. It is of great significance to realize the diversification of gas sources and the network of pipelines in Northeast China and North China. This article mainly carries out the research from the following several aspects: first, through studying and studying the domestic and foreign natural gas pipeline construction project post-evaluation theory, determines the Qinhuangdao-Shenyang natural gas pipeline construction project post-evaluation content, Combined with the characteristics of the project construction, according to the recommendations of experts, it is necessary to create a corresponding post-evaluation index system; then, from an objective point of view to analyze the various methods of post-evaluation of the project and compare with the project, According to the needs of post-evaluation of natural gas pipeline construction project, 26 experts were employed to carry out the actual investigation and investigation, and the comparative method was applied to the construction and implementation, production and operation, and economic benefit of the natural gas pipeline project in Qinhuangdao and Shenyang. Finally, the idea of AHP and fuzzy evaluation method is combined organically, the index weight is calculated by matlab software, and the comprehensive evaluation analysis is carried out by fuzzy comprehensive evaluation method. The experiences and lessons of the project construction are summarized, and suggestions for improvement are put forward. On the basis of comparative analysis and comprehensive analysis, it is concluded that the Qinhuangshen natural gas pipeline project is in good condition on the whole according to the evaluation of experts. Qinhuangdao-Shenyang Natural Gas Pipeline Project is an important part of energy channel in Northeast China. The construction of the project can effectively alleviate the shortage of resources caused by the reduction of production in Liaohe Oilfield and further improve the security and reliability of China's oil resources supply, which is of far-reaching significance to the country's energy strategy. It conforms to the national long-term strategic interests and the urgent needs of the current national economic development, and is a project beneficial to the country and the people. The post evaluation research of Qinhuangdao-Shenyang natural gas pipeline project has promoted the post evaluation work in related fields and has great positive influence. The accuracy analysis of the post evaluation method needs further research.
