【摘要】：新區(qū)的開發(fā)建設(shè)正在全國各地如火如荼地展開,繼上海浦東新區(qū)、天津?yàn)I海新區(qū)和重慶兩江新區(qū)后,國務(wù)院又相繼設(shè)立浙江舟山群島新區(qū)、甘肅蘭州新區(qū)、廣東廣州南沙新區(qū)三個(gè)國家級(jí)新區(qū),國家級(jí)新區(qū)的發(fā)展已成為促進(jìn)其所在區(qū)域發(fā)展的新的增長極。本文在對(duì)三大國家級(jí)新區(qū)的發(fā)展進(jìn)行定量分析與定性研究的基礎(chǔ)上,對(duì)國家級(jí)新區(qū)的發(fā)展動(dòng)力進(jìn)行總結(jié)歸納,并對(duì)新近開發(fā)的國家級(jí)新區(qū)的建設(shè)予以借鑒與啟示。 本研究首先對(duì)選題的背景、目的意義、文獻(xiàn)綜述及相關(guān)理論研究進(jìn)行簡要的闡述,認(rèn)為國家級(jí)新區(qū)的發(fā)展動(dòng)力主要來自經(jīng)濟(jì)因素、社會(huì)因素、環(huán)境因素、政策因素四個(gè)方面的推力。 其次,本文通過定性分析對(duì)三大國家級(jí)新區(qū)開發(fā)背景、發(fā)展條件、定位及開發(fā)模式進(jìn)行比較研究,認(rèn)為國家級(jí)新區(qū)在發(fā)展環(huán)境方面存在共性特點(diǎn),包括都為國家戰(zhàn)略的要求所在；都具有明確的功能定位；具有優(yōu)越的政策條件作為支撐；產(chǎn)業(yè)多元化發(fā)展；注重人口與科技的集聚；開發(fā)模式以市場(chǎng)為導(dǎo)向。 再次,論文運(yùn)用熵值法對(duì)上海浦東新區(qū)和天津?yàn)I海新區(qū)所構(gòu)建的指標(biāo)體系進(jìn)行運(yùn)算,指出經(jīng)濟(jì)因素是國家級(jí)新區(qū)發(fā)展最主要的因素,其中資金投入、人力資源支撐對(duì)新區(qū)的發(fā)展會(huì)起到關(guān)鍵性作用。 最后,通過對(duì)新近開發(fā)的國家級(jí)新區(qū)-蘭州新區(qū)的概況及其特性的分析,結(jié)合前文的研究結(jié)果,提出蘭州新區(qū)發(fā)展可借鑒之處及一些啟示。
[Abstract]:The development and construction of the new area is in full swing throughout the country. After Shanghai Pudong New area, Tianjin Binhai New area and Chongqing Liangjiang New area, the State Council has successively established the Zhejiang Zhoushan Islands New area and the Gansu Lanzhou New District. The development of three state-level new districts in Nansha New District, Guangzhou, Guangdong Province has become a new growth pole to promote the development of its region. On the basis of quantitative analysis and qualitative research on the development of the three national new districts, this paper sums up the motive force of the development of the national new areas, and draws lessons from the construction of the newly developed national new areas. In this study, the background, purpose, significance, literature review and related theoretical studies of the topic are briefly described. It is concluded that the development power of the new area is mainly from economic factors, social factors, environmental factors, economic factors, social factors, environmental factors, social factors, and environmental factors. The thrust of four aspects of policy factors. Secondly, this paper makes a comparative study of the development background, development conditions, positioning and development models of the three national new areas through qualitative analysis, and concludes that there are common characteristics in the development environment of the national new areas. Including the requirements of national strategies; All of them have clear functional orientation; favorable policy conditions as the support; diversified development of industry; focus on population and scientific and technological agglomeration; market oriented development model. Thirdly, the paper calculates the index system of Shanghai Pudong New area and Tianjin Binhai New area by using entropy method, and points out that economic factor is the most important factor in the development of national new area. Human resources support will play a key role in the development of the new district. Finally, through the analysis of the general situation and characteristics of the newly developed national-level new area-Lanzhou New District, combined with the previous research results, the author puts forward some lessons to be drawn from the development of Lanzhou New District and some enlightenments.
