山水城市視野下秦嶺北麓（西安段）適應(yīng)性保護(hù)模式及規(guī)劃策略研究

【摘要】：秦嶺北麓（西安段）位于秦嶺分水嶺至關(guān)中平原南緣之間，具有重要的生態(tài)功能，是關(guān)中地區(qū)的生態(tài)屏障和水源涵養(yǎng)地。秦嶺北麓（西安段）生物、礦產(chǎn)、旅游等資源豐富，為西安乃至陜西的發(fā)展提供了巨大的資源依托。但多年來，由于重開發(fā)輕保護(hù)，導(dǎo)致該區(qū)的植被退化，河谷斷流，環(huán)境污染，水土流失加劇，生態(tài)危機(jī)四起。隨著西安城市的發(fā)展，秦嶺北麓（西安段）已經(jīng)納入大西安的建設(shè)體系之中，到處可見建設(shè)開發(fā)的痕跡。然而，無序的開發(fā)建設(shè)活動(dòng)已經(jīng)對(duì)秦嶺的生態(tài)環(huán)境和可持續(xù)發(fā)展造成了威脅！因此，從城市規(guī)劃的角度研究秦嶺北麓（西安段）的保護(hù)利用，這將具有十分重要的理論和現(xiàn)實(shí)意義。 論文在山水城市視野下研究秦嶺北麓的保護(hù)利用問題。首先分析了山水城市理論背景以及其發(fā)展演變過程，揭示了山水城市理論對(duì)于秦嶺北麓的啟示；然后討論了山水城市空間建構(gòu)的影響因素和基本內(nèi)容，以及山水城市空間建構(gòu)與生態(tài)環(huán)境適應(yīng)性保護(hù)利用的相互關(guān)系；進(jìn)而闡述了在山水城市視野下秦嶺北麓有關(guān)生態(tài)環(huán)境保護(hù)及適度利用的理論問題。從系統(tǒng)論角度分析了秦嶺北麓生態(tài)環(huán)境保護(hù)利用的現(xiàn)狀問題，然后對(duì)其中的深層次原因進(jìn)行了剖析；進(jìn)而，梳理了秦嶺北麓的具體法律基礎(chǔ)和各個(gè)層面的規(guī)劃要求，以及秦嶺北麓生態(tài)環(huán)境保護(hù)利用的發(fā)展定位，提出秦嶺北麓生態(tài)環(huán)境保護(hù)和適度利用的發(fā)展訴求。 其次，論文構(gòu)建了秦嶺北麓生態(tài)環(huán)境適應(yīng)性保護(hù)模式體系。從適應(yīng)性保護(hù)的理念出發(fā)，結(jié)合適應(yīng)性保護(hù)的評(píng)價(jià)模型，提出相互關(guān)聯(lián)的區(qū)域整合、結(jié)構(gòu)形態(tài)的類型保存和空間修復(fù)與功能協(xié)調(diào)三個(gè)適應(yīng)性保護(hù)模式，并從建立激勵(lì)機(jī)制、完善法律保障和管理保障機(jī)制，建立多元經(jīng)濟(jì)保障機(jī)制和公眾參與角度構(gòu)建了適應(yīng)性保護(hù)的政策及管控措施。 秦嶺北麓的保護(hù)和利用是始終并存的。論文研究了秦嶺北麓生態(tài)環(huán)境適度利用的規(guī)劃策略體系。通過對(duì)秦嶺北麓適度利用評(píng)價(jià)和適度利用理念的分析，從多方參與、多元投資的適度利用政策引導(dǎo)出發(fā)，提出秦嶺北麓適度利用規(guī)劃的技術(shù)手段，進(jìn)而對(duì)秦嶺北麓適度利用規(guī)劃的管理措施進(jìn)行了分析研究，同時(shí)，，對(duì)秦嶺北麓的新農(nóng)村建設(shè)、建筑風(fēng)格和品牌營建等典型問題的適應(yīng)性也做了探討。 最后，通過秦嶺北麓空間保護(hù)利用規(guī)劃實(shí)踐對(duì)秦嶺北麓適應(yīng)性保護(hù)模式和規(guī)劃策略加以解釋說明。
[Abstract]:The northern foot of the Qinling Mountains (Xi'an section) is located between the Qinling watershed and the southern margin of the Guanzhong Plain. It has an important ecological function and is the ecological barrier and water conservation area in the Guanzhong area. The north foot of the Qinling Mountains (Xi'an section) is rich in biological, mineral and tourism resources, which provides a huge resource support for the development of Xi'an and even Shaanxi. But over the years, because of the heavy development and light protection, the vegetation degradation, the river valley cut off, the environment pollution, the soil and water loss intensifies, the ecology crisis is all over the place. With the development of Xi'an city, the north foot of Qinling Mountain (Xi'an section) has been brought into the construction system of Xi'an, and the trace of construction and development can be seen everywhere. However, disorderly development and construction activities have posed a threat to the ecological environment and sustainable development of the Qinling Mountains. Therefore, it is of great theoretical and practical significance to study the conservation and utilization of the northern foot of the Qinling Mountains (Xi'an section) from the perspective of urban planning. This paper studies the protection and utilization of the northern foot of Qinling Mountains from the view of landscape city. Firstly, it analyzes the background of landscape city theory and its development and evolvement, and reveals the enlightenment of landscape city theory to the northern foot of Qinling Mountains. Then it discusses the influence factors and basic contents of landscape city spatial construction and the relationship between landscape city spatial construction and ecological environment adaptive protection and utilization. Furthermore, the theoretical problems of ecological environment protection and appropriate utilization in the northern foot of Qinling Mountains are expounded in the view of landscape city. This paper analyzes the current situation of ecological environment protection and utilization in the northern foot of Qinling Mountains from the angle of system theory, and then analyzes the deep-seated reasons. Then, the author combs the specific legal basis of the northern foot of the Qinling Mountains and the planning requirements of each level, as well as the development orientation of the ecological environmental protection and utilization in the northern foothills of the Qinling Mountains, and puts forward the development demands of the ecological environmental protection and the appropriate utilization in the northern foothills of the Qinling Mountains. Secondly, the paper constructs the ecological environment adaptive protection model system in the northern foot of Qinling Mountains. Based on the concept of adaptive protection and the evaluation model of adaptive protection, this paper puts forward three adaptive protection models, namely, the interrelated regional integration, the type preservation of structural form and the coordination of space repair and function, and establishes the incentive mechanism. The policy and control measures of adaptive protection have been established from the angle of legal security and management security, and the establishment of diversified economic security mechanism and public participation. The protection and utilization of the northern foothills of the Qinling Mountains are always coexisting. This paper studies the planning strategy system of ecological environment in the northern foot of Qinling Mountains. Based on the analysis of appropriate utilization evaluation and appropriate utilization concept in the northern foot of Qinling Mountains, the paper puts forward the technical means of appropriate utilization planning in the northern foot of Qinling Mountains, starting from the policy guidance of appropriate utilization of multi-party participation and multi-investment. Furthermore, the management measures of moderate utilization planning in the northern foot of Qinling Mountains are analyzed and studied. At the same time, the adaptability of new rural construction, architectural style and brand construction in the northern foot of Qinling Mountains is also discussed. Finally, through the practice of space conservation and utilization planning in the northern foot of Qinling Mountains, the adaptive protection model and planning strategy of the northern foot of Qinling Mountains are explained.
