【摘要】：在我國快速城鎮(zhèn)化背景下,城市不斷蔓延擴張造成非建設用地不斷被侵蝕,城市基本生態(tài)安全面臨著威脅。國內(nèi)近幾年非建設用地相關研究的涌現(xiàn)反映出人們對快速城市化所帶來城市問題的反向思維。本文通過相關案例研究,分別從空間管制、空間結構規(guī)劃、空間要素分類等角度來歸納研究非建設用地規(guī)劃內(nèi)容與方法,梳理其近年研究實踐,以期發(fā)現(xiàn)非建設用地規(guī)劃的主要問題與改善思路。與此同時在歐洲和北美發(fā)展迅速的綠色基礎設施作為一種新的概念和管理方式,結合生態(tài)、經(jīng)濟和社會發(fā)展為非建設用地規(guī)劃創(chuàng)造了新的途徑。本文對二者進行比較性研究,探索在綠色基礎設施視角下的非建設用地保護與利用策略,通過構建非建設用地保護與利用框架、劃分保護級、建立景觀類型對應下的控制要素體系來實現(xiàn)對非建設用地的有效控制。 本研究主體可分為三個部分： 第一部分,系統(tǒng)性研究國內(nèi)外非建設用地實踐與理論,分析國內(nèi)現(xiàn)有非建設用地規(guī)劃方法與相關理論,揭示非建設用地規(guī)劃與相關規(guī)劃內(nèi)容的普遍聯(lián)系和存在的矛盾與缺陷,研究其在規(guī)劃技術層面的解決策略。 第二部分,通過對非建設用地規(guī)劃和綠色基礎設施在內(nèi)容、理念理論、構建程序、空間要素以及分析方法等方面的比較研究,探討構建綠色基礎設施視角下的非建設用地保護與利用框架的可行性與科學性。 第三部分,探討非建設用地保護與利用框架中包括內(nèi)容組成、構建方法與步驟、分級控制方法以及控制要素等在內(nèi)的非建設用地保護與利用策略內(nèi)容。
[Abstract]:Under the background of rapid urbanization in China, non-construction land is continuously eroded due to the continuous urban sprawl and expansion, and the basic ecological security of the city is threatened. The emergence of non-construction land related studies in China in recent years reflects the reverse thinking of urban problems brought about by rapid urbanization. This paper summarizes the contents and methods of non-construction land planning from the aspects of spatial control, spatial structure planning, spatial element classification, and combs its research practice in recent years. In order to find the main problems of non-construction land planning and improve ideas. At the same time, the rapid development of green infrastructure in Europe and North America, as a new concept and management, combined with ecological, economic and social development, has created a new way for non-construction land planning. This paper makes a comparative study of the two, explores the protection and utilization strategies of non-construction land from the perspective of green infrastructure, and classifies the protection level by constructing a framework for the protection and utilization of non-construction land. In order to realize the effective control of non-construction land, the corresponding control elements system of landscape type is established. The main body of this study can be divided into three parts: the first part systematically studies the practice and theory of non-construction land at home and abroad, analyzes the existing non-construction land planning methods and related theories in China. This paper reveals the general relationship between the non-construction land planning and the related planning contents and the contradictions and defects, and studies the solving strategies of the non-construction land planning at the technical level. The second part, through the non-construction land planning and the green infrastructure in the content, the idea theory, the construction procedure, the spatial element as well as the analysis method and so on comparative research, This paper discusses the feasibility and scientific nature of constructing the framework of protection and utilization of non-construction land from the perspective of green infrastructure. The third part discusses the content of non-construction land protection and utilization strategy including content composition, construction methods and steps, hierarchical control methods and control elements.
