【摘要】：基本公共服務(wù)均等化是滿足常住人口對公共物品基本需求,核心在于合理配置城鄉(xiāng)間基本公共服務(wù)設(shè)施,促進農(nóng)村人口向城鎮(zhèn)轉(zhuǎn)移以及外來人口市民化過程。以基礎(chǔ)教育為切入點,探討以提升城鎮(zhèn)化質(zhì)量為目標,從供給和需求兩方面入手構(gòu)建順德區(qū)基礎(chǔ)教育設(shè)施配置均衡化評價體系,提出針對快速城鎮(zhèn)化過程以需求為導(dǎo)向的規(guī)劃管理建議。滿足外來人口子女就學(xué)學(xué)位資源需求是目前基礎(chǔ)教育服務(wù)均等化的首要目標,其次逐步改善硬件配置標準和提高可達性以提高設(shè)施利用效率。
[Abstract]:Equalization of basic public services is to meet the basic needs of the resident population for public goods, the core lies in the rational allocation of basic public service facilities between urban and rural areas, to promote the transfer of rural population to cities and towns and the process of urbanization of the foreign population. Taking basic education as the starting point, this paper discusses the construction of the equalization evaluation system of basic education facilities allocation in Shunde district from the two aspects of supply and demand, aiming at improving the quality of urbanization. The paper puts forward the suggestion of planning and management in view of the rapid urbanization process. It is the primary goal of the equalization of basic education services to meet the needs of the children of the foreign population. Secondly, the standard of hardware allocation and accessibility are improved step by step in order to improve the efficiency of facilities utilization.
