【摘要】：針對(duì)當(dāng)前城鄉(xiāng)規(guī)劃實(shí)施績(jī)效評(píng)估的精細(xì)化管理需求,為促進(jìn)提升動(dòng)態(tài)監(jiān)測(cè)、定量反饋、預(yù)警響應(yīng)和決策支撐能力,探索引入定量評(píng)價(jià)更具優(yōu)勢(shì)、關(guān)聯(lián)分析更具深度的指數(shù)評(píng)價(jià)方法,建立科學(xué)定量評(píng)價(jià)規(guī)劃實(shí)施進(jìn)程和發(fā)展效果的"城市發(fā)展規(guī)劃指數(shù)"評(píng)價(jià)體系。明確提出"城市發(fā)展規(guī)劃指數(shù)"的概念內(nèi)涵、體系框架、評(píng)價(jià)方法和運(yùn)行流程,在宏觀層面形成系統(tǒng)完整的核心理論構(gòu)架;以北京10個(gè)新城為分析樣本,選取其中1個(gè)二級(jí)指數(shù)——"城市職能發(fā)育指數(shù)"完成深化設(shè)計(jì)和實(shí)證運(yùn)行,在中觀層面取得可靠的應(yīng)用檢驗(yàn)結(jié)論。構(gòu)建城市發(fā)展規(guī)劃指數(shù)評(píng)價(jià)機(jī)制,為客觀揭示城市規(guī)劃實(shí)施過(guò)程中的發(fā)展特征和質(zhì)量?jī)?nèi)涵提供了新型定量評(píng)價(jià)模式,為規(guī)劃管理部門(mén)從規(guī)劃實(shí)施角度參與政府績(jī)效評(píng)價(jià)提供了新型技術(shù)手段。
[Abstract]:In order to improve the capability of dynamic monitoring, quantitative feedback, early warning response and decision support, it is more advantageous to introduce quantitative evaluation to meet the needs of fine management in the implementation of performance evaluation in urban and rural planning.The index evaluation system of urban development planning is established to evaluate the implementation process and development effect of urban development planning scientifically and quantitatively.The concept connotation, system framework, evaluation method and operation process of the "urban development planning index" are clearly put forward to form a systematic and complete core theoretical framework at the macro level, and 10 new cities in Beijing are taken as the analysis samples.One secondary index, "Urban functional Development Index", was selected to complete the deepening design and empirical operation, and to obtain reliable application test results at the meso level.Constructing the evaluation mechanism of urban development planning index provides a new quantitative evaluation model for objectively revealing the development characteristics and quality connotation in the process of urban planning implementation.It provides a new technical means for planning management to participate in government performance evaluation from the angle of planning implementation.
