【摘要】：“社會(huì)轉(zhuǎn)型”的問(wèn)題最早是在研究“十一五”時(shí)期浙江社會(huì)發(fā)展的基本思路中被提了出來(lái)。社會(huì)轉(zhuǎn)型就是社會(huì)經(jīng)濟(jì)結(jié)構(gòu)、文化形態(tài)、價(jià)值觀念等發(fā)生深刻變化。中國(guó)社會(huì)已經(jīng)從傳統(tǒng)社會(huì)向現(xiàn)代社會(huì)、從農(nóng)業(yè)社會(huì)向工業(yè)社會(huì)、從封閉性社會(huì)向開放性社會(huì)變遷和發(fā)展。農(nóng)村在社會(huì)轉(zhuǎn)型中占了很大的比重，同時(shí)對(duì)于農(nóng)村社會(huì)轉(zhuǎn)型而言，目前其也存在著諸多的問(wèn)題。 社會(huì)轉(zhuǎn)型和新農(nóng)村建設(shè)問(wèn)題都是當(dāng)今我國(guó)炙手可熱的問(wèn)題，而在這些年的新農(nóng)村建設(shè)中，許多的問(wèn)題也涌現(xiàn)出來(lái)，快速的建設(shè)導(dǎo)致現(xiàn)在的新農(nóng)村規(guī)劃建設(shè)往往過(guò)于重視效率與利益，很多的相關(guān)規(guī)劃設(shè)計(jì)都忽略了很多應(yīng)該考慮的問(wèn)題。 中國(guó)自古以來(lái)就是農(nóng)業(yè)大國(guó)，然而目前，我國(guó)國(guó)民經(jīng)濟(jì)的主導(dǎo)產(chǎn)業(yè)已由農(nóng)業(yè)轉(zhuǎn)變?yōu)榉寝r(nóng)業(yè)，經(jīng)濟(jì)增長(zhǎng)的動(dòng)力主要來(lái)自非農(nóng)業(yè)，因此，我國(guó)新農(nóng)村建設(shè)重大戰(zhàn)略性舉措的實(shí)施正當(dāng)其時(shí)。新農(nóng)村建設(shè)和農(nóng)村社會(huì)轉(zhuǎn)型是相輔相成的，，新農(nóng)村建設(shè)為了推進(jìn)農(nóng)村社會(huì)轉(zhuǎn)型創(chuàng)造了環(huán)境基礎(chǔ)，而農(nóng)村社會(huì)轉(zhuǎn)型又為新農(nóng)村建設(shè)提供了思路。 本課題通過(guò)研究陜南地區(qū)農(nóng)村在社會(huì)轉(zhuǎn)型期中所面臨的如人口構(gòu)成、經(jīng)濟(jì)結(jié)構(gòu)、文化形態(tài)、政治因素的變革所帶來(lái)的問(wèn)題，以城鄉(xiāng)規(guī)劃的角度，對(duì)新農(nóng)村的規(guī)劃建設(shè)提出一些思想與方法。 論文分為理論研究和規(guī)劃實(shí)踐兩個(gè)部分，理論研究部分首先對(duì)新農(nóng)村規(guī)劃建設(shè)的影響要素進(jìn)行分析，以陜南地區(qū)為例，討論了地理因素、經(jīng)濟(jì)水平、產(chǎn)業(yè)結(jié)構(gòu)等幾個(gè)方面對(duì)新農(nóng)村規(guī)劃建設(shè)的影響；根據(jù)對(duì)陜南地區(qū)的調(diào)查研究，提出在社會(huì)轉(zhuǎn)型背景下陜南地區(qū)農(nóng)村所面臨的幾種問(wèn)題，主要表現(xiàn)在人口構(gòu)成、文化建設(shè)、社會(huì)保障三個(gè)方面，然后提出怎樣去面對(duì)、適應(yīng)及改善這些問(wèn)題。 規(guī)劃實(shí)踐部分通過(guò)對(duì)新農(nóng)村規(guī)劃中涉及的居住環(huán)境、公共設(shè)施、環(huán)境景觀幾個(gè)方面，結(jié)合陜南地區(qū)的具體情況，闡述陜南地區(qū)新農(nóng)村建設(shè)在規(guī)劃設(shè)計(jì)中怎么樣去適應(yīng)社會(huì)轉(zhuǎn)型，怎樣面對(duì)農(nóng)村在社會(huì)轉(zhuǎn)型中存在的問(wèn)題，進(jìn)而提出規(guī)劃方法和設(shè)計(jì)手法。旨在對(duì)陜南地區(qū)的新農(nóng)村規(guī)劃建設(shè)提出一些思考角度，對(duì)規(guī)劃設(shè)計(jì)者提供一定的借鑒。
[Abstract]:The social transformation is the social and economic structure , the cultural form , the value idea and so on . The social transformation has changed from the traditional society to the modern society , from the agricultural society to the industrial society , from the closed society to the open society .

The problems of social transformation and new rural construction are the hottest issues in our country today . In the new rural construction in these years , many problems have emerged , and the rapid construction has caused the present new rural planning construction to pay too much attention to efficiency and interests , and many of the relevant planning designs have neglected many problems that should be considered .

Since ancient China has been a great agricultural country since ancient times , the dominant industry of our national economy has been changed from agriculture to non - agricultural , and the power of economic growth is mainly from non - agriculture . Therefore , the new rural construction and rural social transformation are mutually reinforcing , and the new rural construction provides the environment foundation for advancing the rural social transformation , and the transformation of the rural society provides a train of thought for the new rural construction .

Through studying the problems of demographic composition , economic structure , cultural patterns and political factors faced by the rural areas in southern Shaanxi , some ideas and methods are put forward to the planning and construction of the new countryside in the angle of urban and rural planning .

The thesis is divided into two parts : the theory research and the planning practice , the theoretical research part firstly analyzes the influence factors of the new rural planning construction , takes the southern Shaanxi area as an example , and discusses the influence of geographical factors , economic level and industrial structure on the construction of the new rural planning ;
According to the investigation and study of the southern part of Shaanxi , this paper puts forward several problems faced by the rural areas in the south of Shaanxi under the background of social transformation , mainly in the aspects of population composition , culture construction and social security , then puts forward how to face , adapt and improve these problems .

This paper discusses how to adapt to the social transformation in the planning and design of the new rural construction in the south of Shaanxi , and then puts forward the planning method and the design method in the aspects of the residential environment , the public facilities and the environmental landscape involved in the new rural planning .
