農(nóng)村不動產(chǎn)數(shù)據(jù)庫整合技術(shù)研究

【摘要】:隨著農(nóng)村不斷的發(fā)展,當前農(nóng)村對土地的利用狀況已經(jīng)慢慢的發(fā)生著改變,政府部門將農(nóng)村土地的多項權(quán)利進行了確權(quán)登記并形成了信息化的數(shù)據(jù)庫,彌補了傳統(tǒng)手段的確權(quán)登記的查詢不便、糾紛較多等缺點。但目前形成的多項農(nóng)村不動產(chǎn)數(shù)據(jù)庫由不同的部門進行管理,由于各部門間的信息互查詢不順暢,就造成了農(nóng)民辦事不便、政府處理事務(wù)效率低、政府管理農(nóng)村土地成本增加等諸多問題。因此國家提出了將不動產(chǎn)統(tǒng)一登記管理,對于已完成確權(quán)登記的不動產(chǎn)權(quán)利對其進行數(shù)據(jù)庫整合。以便更好的展開對農(nóng)村不動產(chǎn)權(quán)的管理,減少管理成本,增加管理效率,更好的保護農(nóng)民的合法權(quán)益。本文首先對現(xiàn)有農(nóng)村數(shù)據(jù)庫從數(shù)據(jù)庫內(nèi)容、數(shù)據(jù)庫結(jié)構(gòu)、數(shù)據(jù)庫建設(shè)平臺做了全面的分析,為農(nóng)村不動產(chǎn)數(shù)據(jù)庫整合奠定了數(shù)據(jù)基礎(chǔ)。然后對已經(jīng)出臺的《不動產(chǎn)登記數(shù)據(jù)庫標準》(試行)進行了分析,了解了整合數(shù)據(jù)庫的內(nèi)容、要素分類以及結(jié)構(gòu)定義,為農(nóng)村不動產(chǎn)數(shù)據(jù)庫整合提供了標準基礎(chǔ)。最后對農(nóng)村不動產(chǎn)數(shù)據(jù)庫整合提出了具體的方案及流程,對即將開始的農(nóng)村不動產(chǎn)數(shù)據(jù)庫整合有一定的參考價值。本文主要研究內(nèi)容(1)分析了現(xiàn)有農(nóng)村不動產(chǎn)數(shù)據(jù)庫的內(nèi)容及其要素分類,闡述其空間數(shù)據(jù)分層存儲管理方式、非空間數(shù)據(jù)二維表存儲管理方式,并羅列了部分表結(jié)構(gòu)來具體的展示數(shù)據(jù)的結(jié)構(gòu)方式。(2)對《不動產(chǎn)登記數(shù)據(jù)庫標準》(試行)進行了全面分析,闡述了整合數(shù)據(jù)庫與源數(shù)據(jù)庫間的不同。為將源數(shù)據(jù)庫整合成不動產(chǎn)登記數(shù)據(jù)庫提供了目標基礎(chǔ)。(3)根據(jù)對現(xiàn)有農(nóng)村不動產(chǎn)數(shù)據(jù)庫以及《不動產(chǎn)登記數(shù)據(jù)庫標準》(試行)的分析,提出了農(nóng)村不動產(chǎn)數(shù)據(jù)庫的整合方案,在圖形數(shù)據(jù)整合的過程中提出了矢量數(shù)據(jù)與其屬性數(shù)據(jù)先分離再處理再關(guān)聯(lián)的整合方法,以及多尺度圖形數(shù)據(jù)的整合技術(shù),使數(shù)據(jù)庫整合更加快速、準確。(4)對農(nóng)村不動產(chǎn)數(shù)據(jù)庫的整合方案進行了總結(jié),對整合數(shù)據(jù)庫的應(yīng)用在農(nóng)村不動產(chǎn)管理中進行了展望,并對農(nóng)村不動產(chǎn)登記數(shù)據(jù)庫以后的管理維護工作提出了意見和建議。通過在農(nóng)村不動產(chǎn)數(shù)據(jù)管理中對GIS技術(shù)的運用,完善了農(nóng)村不動產(chǎn)數(shù)據(jù)庫整合方案,解決了數(shù)據(jù)庫整合過程中的關(guān)鍵問題,提高了數(shù)據(jù)庫整合的效率與質(zhì)量。本課題通過實際數(shù)據(jù)的檢驗在一定程度上驗證了提出的整合方案的可行性與高效性,充分發(fā)揮了 GIS技術(shù)的優(yōu)越性。
[Abstract]:With the continuous development of rural areas, the current situation of land use in rural areas has been slowly changed, the government has registered a number of rights of rural land and formed an information database. It makes up for the inconvenient query and many disputes. However, at present, many rural real estate databases are managed by different departments. Due to the lack of mutual information query among different departments, it is inconvenient for farmers to handle affairs, and the efficiency of the government in handling affairs is low. The government manages the rural land cost to increase and so on many questions. Therefore, the state proposes to unify the registration of real estate, and to integrate the database of real estate rights that have completed the registration of confirmed rights. In order to better develop the management of real estate rights in rural areas, reduce management costs, increase management efficiency, better protect the legitimate rights and interests of farmers. Firstly, this paper makes a comprehensive analysis of the existing rural database from the database content, database structure, database construction platform, which lays a data base for the integration of rural real estate database. Then, it analyzes the standard of real estate registration database (trial), and finds out the content, the classification of elements and the definition of structure of the integrated database, which provides the standard foundation for the integration of rural real estate database. Finally, the paper puts forward the concrete scheme and flow of the rural real estate database integration, which has certain reference value to the rural real estate database integration that is about to start. The main research contents of this paper are as follows: (1) analyzing the content and the classification of the existing rural real estate database, expounding the spatial data hierarchical storage management mode, the non-spatial data two-dimensional table storage management mode. It also lists some table structures to show the structure of the data. It makes a comprehensive analysis of the Real Estate Registration Database Standard (try out), and expounds the difference between the integrated database and the source database. In order to integrate the source database into the real estate registration database, the paper provides the target foundation. Based on the analysis of the existing rural real estate database and the Standard of Real Estate Registration Database (trial), the paper puts forward the integration scheme of the rural real estate database. In the process of graphic data integration, the integration method of vector data and its attribute data is put forward, and the technology of multi-scale graphic data integration is also put forward, which makes database integration faster. The application of the integrated database in the management of rural real estate is prospected, and the opinions and suggestions on the management and maintenance of the database after the registration of rural real estate are put forward. Through the application of GIS technology in rural real estate data management, the scheme of rural real estate database integration is perfected, the key problems in the process of database integration are solved, and the efficiency and quality of database integration are improved. This paper verifies the feasibility and efficiency of the proposed integration scheme to a certain extent through the test of actual data, and gives full play to the superiority of GIS technology.
