【摘要】：隨著現(xiàn)代化警務(wù)工作的不斷推進,公安機關(guān)各方面信息化建設(shè)的加強,裝備設(shè)施更新?lián)Q代速度加快,公安機關(guān)所屬資源配置上的優(yōu)化也逐漸顯現(xiàn)出來,警務(wù)車輛資源的配置和管理也成為公安機關(guān)信息化建設(shè)工作中的重要組成部分。警務(wù)車輛在調(diào)度中存在幾個問題比較典型:跨區(qū)域辦案,私自使用公務(wù)車輛,違規(guī)�？寇囕v等。在這些問題中使得警務(wù)車輛不能及時為警務(wù)活動所用,車輛的去向不明確,分配不合理,導(dǎo)致不能更高效的為警務(wù)活動服務(wù)。因此,為保證公安機關(guān)所屬警務(wù)車輛合理、高效地為警務(wù)活動所用,必須有一套結(jié)合先進計算機技術(shù)的警務(wù)車輛管理系統(tǒng)進行管理和維護。課題以優(yōu)化警務(wù)車輛管理為動機,以公安機關(guān)所管轄車輛為研究對象,在對國內(nèi)外警務(wù)車輛充分調(diào)研的基礎(chǔ)上,設(shè)計并實現(xiàn)一套自主的警務(wù)車輛管理系統(tǒng),系統(tǒng)具有如下幾個大模塊:用戶管理、基礎(chǔ)資源管理、GIS平臺、移動APP以及系統(tǒng)管理。課題運用軟件工程開發(fā)思想,WEB開發(fā)等互聯(lián)網(wǎng)技術(shù)進行設(shè)計與實現(xiàn)。論文首先對自主GIS的警務(wù)車輛管理系統(tǒng)進行可行性分析與需求分析,建立了基于需求的系統(tǒng)模型,根據(jù)此模型進行概要設(shè)計、詳細設(shè)計、系統(tǒng)實現(xiàn)、系統(tǒng)測試。課題所做開發(fā)內(nèi)容包括:移動終端APP,一套自主GIS以及基于自主GIS的管理系統(tǒng)。課題所做系統(tǒng)極大的提高了公安機關(guān)警務(wù)車輛的管理效率,簡化了公安機關(guān)警務(wù)車輛使用流程。
[Abstract]:With the continuous advancement of modern police work, the enhancement of information construction in all aspects of public security organs, the acceleration of the upgrading of equipment and facilities, the optimization of the allocation of resources belonging to public security organs has gradually emerged.The allocation and management of police vehicle resources have also become an important part of the information construction of public security organs.There are several typical problems in police vehicle scheduling: transregional handling of cases, private use of official vehicles, illegal parking vehicles, and so on.In these problems, the police vehicles can not be used for police activities in time, the location of vehicles is not clear, the allocation is unreasonable, leading to the failure of more efficient service for police activities.Therefore, in order to ensure that police vehicles belong to public security organs are reasonably and efficiently used for policing activities, a police vehicle management system combining advanced computer technology must be established to manage and maintain police vehicles.With the motive of optimizing the management of police vehicles, taking the vehicles under the jurisdiction of the public security organs as the research object, this paper designs and implements an autonomous police vehicle management system on the basis of the full investigation of the domestic and foreign police vehicles.The system has the following modules: user management, basic resource management platform, mobile APP and system management.The subject is designed and realized by using the Internet technology such as software engineering development thought and Web development.Firstly, the feasibility analysis and requirement analysis of police vehicle management system based on autonomous GIS are carried out, and the system model based on requirement is established. According to this model, the summary design, detailed design, system implementation and system test are carried out.The development contents include: mobile terminal app, a set of autonomous GIS and management system based on autonomous GIS.The system greatly improves the management efficiency of police vehicles in public security organs and simplifies the use of police vehicles in public security organs.
