【摘要】：秸稈是一種重要的生物質(zhì)能源,具有很高的資源利用價(jià)值,對(duì)其有效利用可以從一定程度上緩解現(xiàn)階段能源需求緊張的現(xiàn)狀。但是,現(xiàn)階段秸稈就地焚燒現(xiàn)象仍然存在,這不僅浪費(fèi)大量的資源,還會(huì)產(chǎn)生相應(yīng)的經(jīng)濟(jì)、社會(huì)和環(huán)境問題。因此,探討秸稈就地焚燒的深層次原因,對(duì)實(shí)現(xiàn)秸稈的資源化利用,具有重要的現(xiàn)實(shí)意義。本文采用實(shí)證分析與理論分析相結(jié)合的方法,對(duì)永城市小麥秸稈處置的具體情況進(jìn)行了分析。本文共分為七個(gè)部分:第一部分,主要論述本文的研究背景、研究目的與意義、研究框架、文獻(xiàn)綜述以及研究的創(chuàng)新與不足。第二部分,相關(guān)理論,主要包括供求理論、“經(jīng)濟(jì)人”假設(shè)、逆向選擇與道德風(fēng)險(xiǎn)理論。第三部分,主要論述永城市秸稈處置的現(xiàn)狀。第四部分,基于對(duì)永城市樣本農(nóng)戶的調(diào)查數(shù)據(jù),采用logit模型對(duì)永城市農(nóng)戶秸稈處置行為的意愿進(jìn)行分析。第五部分,農(nóng)戶秸稈處置的成本與收益分析。第六部分,基于對(duì)龍崗鎮(zhèn)XX秸稈廠的實(shí)際調(diào)查,來(lái)分析企業(yè)秸稈處置的成本與收益。第七部分,研究結(jié)論與政策建議。研究結(jié)果表明,農(nóng)戶就地焚燒秸稈的意愿仍然強(qiáng)烈,但現(xiàn)階段秸稈利用所面臨的主要問題,是秸稈的隨意棄置。秸稈粉碎還田,是目前解決秸稈就地焚燒問題最直接有效的方式,但還田量有限。秸稈利用的中間環(huán)節(jié)成本與運(yùn)輸成本較高,這些都制約著農(nóng)戶出售秸稈的積極性。最后,從加大政府支持力度,實(shí)現(xiàn)農(nóng)戶與企業(yè)的直接對(duì)接,加強(qiáng)技術(shù)研究與創(chuàng)新,加強(qiáng)科普宣傳這幾個(gè)方面提出相應(yīng)的政策和建議。
[Abstract]:Straw is an important biomass energy, with high resource utilization value, the effective use of straw can alleviate the current situation of energy demand in a certain extent. However, at present, straw burning still exists, which not only wastes a lot of resources, but also brings about the corresponding economic, social and environmental problems. Therefore, it is of great practical significance to probe into the deep causes of straw burning in situ to realize the utilization of straw. In this paper, the concrete situation of wheat straw disposal in Yongcheng city was analyzed by combining empirical analysis with theoretical analysis. This paper is divided into seven parts: the first part mainly discusses the research background, research purpose and significance, research framework, literature review and research innovation and shortcomings. The second part is related theories, including supply and demand theory, economic man hypothesis, adverse selection and moral hazard theory. The third part, mainly discusses the status of Yongcheng straw disposal. In the fourth part, based on the survey data of the sample farmers in Yongcheng City, the logit model is used to analyze the willingness of the farmers to dispose of straw in Yongcheng City. The fifth part, the cost and income analysis of peasant household straw disposal. The sixth part, based on the investigation of XX Straw Plant in Longgang Town, analyzes the cost and benefit of straw disposal. The seventh part, research conclusions and policy recommendations. The results show that the willingness of farmers to burn straw in situ is still strong, but the main problem in straw utilization at present is the random disposal of straw. Straw crushing and returning to field is the most direct and effective way to solve the problem of straw burning in situ, but the amount of return is limited. The intermediate cost and transportation cost of straw utilization are high, which restricts the enthusiasm of farmers to sell straw. Finally, this paper puts forward the corresponding policies and suggestions from the aspects of increasing government support, realizing the direct connection between farmers and enterprises, strengthening technological research and innovation, and strengthening the popularization of science.
