【摘要】：近十多年來,中國經(jīng)濟(jì)的快速發(fā)展拉動(dòng)了對能源的需求,導(dǎo)致煤炭消費(fèi)量不斷上升,2013年煤炭消費(fèi)量達(dá)到36.7億噸的天量,給國內(nèi)資源與環(huán)境形成了巨大的壓力。自2009年以來,煤炭進(jìn)口量迅猛增長,國外煤炭的供給已經(jīng)成為中國能源體系中必不可少的組成部分。雖然中國經(jīng)濟(jì)進(jìn)入周期性調(diào)整時(shí)期,能源與煤炭的需求有所下降,但從長遠(yuǎn)來看,煤炭供給的壓力仍然很大。目前,中國煤炭的主要進(jìn)口國,如印尼、越南等的煤炭供給均不可持續(xù),而澳大利亞運(yùn)輸距離較遠(yuǎn),運(yùn)輸成本較高。但是,與中國毗鄰的東北亞三國:俄羅斯(遠(yuǎn)東地區(qū))、蒙古和朝鮮均是煤炭資源密集區(qū)。該區(qū)域不僅煤炭資源儲量豐富,并且距中國運(yùn)距短,運(yùn)輸成本低,但中國從這些國家的煤炭進(jìn)口量卻相對很少。從經(jīng)濟(jì)利益和效用最大化的角度看,建立和拓展東北亞煤炭供給圈能給相關(guān)國家均帶來更大的福利。本文同時(shí)提出中國能源國際戰(zhàn)略的新思維,即在與東北亞有關(guān)國家的合作中,以煤炭開發(fā)為切入點(diǎn),擴(kuò)大相關(guān)產(chǎn)業(yè)的合作,推動(dòng)產(chǎn)業(yè)鏈的延伸,促進(jìn)東北亞經(jīng)濟(jì)一體化的形成。在推動(dòng)相關(guān)經(jīng)貿(mào)發(fā)展的同時(shí),擴(kuò)大政治、文化等方面的交流,增強(qiáng)中國的影響力、親和力,塑造良好的國際形象。
[Abstract]:In the past decade, the rapid development of China's economy has driven the demand for energy, which has led to an increase in coal consumption. In 2013, the coal consumption reached 3.67 billion tons, which has put great pressure on domestic resources and environment. Since 2009, the import of coal has increased rapidly, and the supply of foreign coal has become an indispensable part of China's energy system. Although China's economy has entered a period of cyclical adjustment, energy and coal demand has declined, but in the long run, the pressure on coal supply is still high. At present, China's major importers of coal, such as Indonesia, Vietnam and other coal supplies are unsustainable, while Australia transport distance is relatively long, transport costs are higher. But the three Northeast Asian countries bordering China: Russia (far East), Mongolia and North Korea are coal-rich areas. The region is not only rich in coal resources, but also short of transportation distance and low transportation cost, but China imports relatively little from these countries. From the point of view of maximization of economic benefits and utility, establishing and expanding the coal supply circle in Northeast Asia can bring greater welfare to all the countries concerned. At the same time, this paper puts forward the new thinking of China's energy international strategy, that is, in the cooperation with the countries concerned in Northeast Asia, we should take coal development as the starting point, expand the cooperation of related industries, promote the extension of industrial chain, and promote the formation of economic integration in Northeast Asia. While promoting the development of relevant economy and trade, we should expand political and cultural exchanges, enhance China's influence, affinity, and create a good international image.
