【摘要】：資源權(quán)益維護(hù)協(xié)調(diào)了礦產(chǎn)與"山水林田湖"的資源組合匹配關(guān)系,關(guān)乎經(jīng)濟(jì)-社會-資源-生態(tài)-可持續(xù)的良性循環(huán),涉及資源認(rèn)知、形成、勘查、開發(fā)、配置、使用、儲存、保護(hù)、綜合利用和恢復(fù)治理等生態(tài)循環(huán)過程,權(quán)益價值測度十分必要。鐵礦資源權(quán)益價值由鐵礦資源地質(zhì)勘查投入、絕對收益和級差收益三部分構(gòu)成。地質(zhì)勘查投入具有特殊性,為價值形成提供前置條件;絕對收益由資源稀缺性和所有權(quán)壟斷形成;級差收益由鐵礦資源所有權(quán)價值和不同稟賦條件的資源價值組成。本文依據(jù)鐵礦資源屬性、特性以及勘查開發(fā)規(guī)律,充分考量鐵礦資源稟賦、開采條件和區(qū)位條件等因素,構(gòu)建鐵礦資源權(quán)益價值測度模型,并提出持續(xù)關(guān)注鐵礦資源權(quán)益價值形成與分配、建立規(guī)范鐵礦資源權(quán)益價值評估方法體系、構(gòu)建礦產(chǎn)資源權(quán)益金制度和加強(qiáng)鐵礦地質(zhì)勘查等相關(guān)建議。
[Abstract]:The conservation of resources rights and interests coordinates the matching relationship between mineral resources and "mountains, rivers, forests, fields and lakes", which is related to the benign cycle of economic, social, resource-ecological and sustainable, and involves the cognition, formation, exploration, development, allocation, use, storage of resources. In the ecological cycle process of protection, comprehensive utilization and restoration and management, it is necessary to measure the value of rights and interests. The value of rights and interests of iron ore resources is invested by geological exploration of iron ore resources. Absolute income and differential income are composed of three parts: geological exploration investment has particularity, which provides precondition for value formation, absolute income is formed by scarcity of resources and monopoly of ownership; The differential return is composed of the ownership value of iron ore resources and the resource value of different endowment conditions. According to the properties, characteristics and exploration and development rules of iron ore resources, this paper gives full consideration to such factors as the endowment of iron ore resources, mining conditions and location conditions, etc. This paper constructs the model of iron ore resource equity value measurement, and puts forward that we should pay more attention to the formation and distribution of iron ore resource equity value, and establish a method system to standardize iron ore resource equity value evaluation. Construction of mineral resources rights and interests gold system and strengthen the geological exploration of iron ore and other related proposals.
