【摘要】：近年來,隨著國(guó)民經(jīng)濟(jì)的飛速發(fā)展,安全生產(chǎn)工作中的矛盾日益突出,各類生產(chǎn)安全事故頻發(fā),特別是礦山、煙花爆竹等高危行業(yè),引起社會(huì)的廣泛關(guān)注,加之人民群眾對(duì)安全生產(chǎn)的利益訴求和需求隨著社會(huì)進(jìn)步而不斷增加,加強(qiáng)安全生產(chǎn)工作愈發(fā)顯得格外重要。我國(guó)歷來重視安全生產(chǎn)監(jiān)督管理工作,特別是進(jìn)入新世紀(jì)以來,無論是政策傾向抑或是經(jīng)濟(jì)投入,還是機(jī)構(gòu)改革與人才教育培養(yǎng),應(yīng)該講,安全生產(chǎn)工作取得的長(zhǎng)足的進(jìn)步,但當(dāng)前仍不容樂觀的安全生產(chǎn)形勢(shì)依然是阻礙我國(guó)實(shí)現(xiàn)科學(xué)發(fā)展、安全發(fā)展的一道鴻溝。本文以湘潭市的非煤礦山安全生產(chǎn)工作實(shí)際為研究對(duì)象,分析當(dāng)前的安全生產(chǎn)工作的總體發(fā)展思路,探討安全生產(chǎn)監(jiān)督管理工作體制的優(yōu)勢(shì)及不足,深入研究監(jiān)管工作存在的困難和問題,重點(diǎn)分析湘潭市非煤礦山行業(yè)生產(chǎn)安全事故的歷年數(shù)據(jù),以此為基礎(chǔ)利用MATLAB中的Cftool工具箱建立了生產(chǎn)安全事故的擬合曲線,并對(duì)今后幾年的事故數(shù)據(jù)進(jìn)行預(yù)測(cè),研究預(yù)測(cè)未來的非煤礦山生產(chǎn)安全事故的發(fā)生概率及趨勢(shì)。通過生產(chǎn)安全事故預(yù)測(cè)模型研究,為加強(qiáng)安全生產(chǎn)監(jiān)督管理工作控制事故的提供一定的思路和對(duì)策。本文就安全生產(chǎn)監(jiān)督管理工作提出了幾個(gè)具有建設(shè)性的工作思路和工作模式:總體思路是通過事故統(tǒng)計(jì)及預(yù)測(cè)研究系統(tǒng)分析事故的發(fā)展趨勢(shì),針對(duì)性的開展安全生產(chǎn)監(jiān)督管理工作機(jī)制的優(yōu)化,創(chuàng)新性提出了非煤礦山第三方監(jiān)管模式,運(yùn)用中介服務(wù)機(jī)構(gòu)或?qū)＜遗挪槠髽I(yè)存在的各類安全隱患,切實(shí)做到事故隱患的排查治理工作覆蓋全面且重點(diǎn)突出;大力推行科技興安策略,充分發(fā)揮先進(jìn)科技的生產(chǎn)力,彌補(bǔ)現(xiàn)行的安全生產(chǎn)監(jiān)管體制存在的不足。湘潭市的非煤礦山的安全監(jiān)管工作的初步探索試驗(yàn)表明,本文提出的安全生產(chǎn)工作思路及模式可行性強(qiáng),工作成效進(jìn)步明顯,可為其他地區(qū)的的安全生產(chǎn)監(jiān)督管理工作提供一定的參考借鑒,也可為安全生產(chǎn)工作創(chuàng)新發(fā)展的研究提供一定的學(xué)術(shù)研究?jī)r(jià)值。
[Abstract]:In recent years, with the rapid development of the national economy, the contradictions in production safety work become increasingly prominent. The frequent occurrence of various kinds of production safety accidents, especially in high-risk industries such as mines, fireworks and firecrackers, has aroused widespread concern in the society. In addition, the interests and demands of the people for safe production are increasing with the progress of society, so it is more and more important to strengthen the work of safety in production. Our country has always attached importance to the work of supervision and management of production safety, especially since the beginning of the new century. Whether it is the tendency of policy or economic investment, or institutional reform and personnel education, it should be said that safety production has made great progress, but the current situation of safety production is still a hindrance to the scientific development of our country. This paper takes the practice of safety production in non-coal mines in Xiangtan City as the research object, analyzes the overall development ideas of the current safety production work, and probes into the advantages and disadvantages of the system of supervision and management of production safety production. This paper deeply studies the difficulties and problems existing in the supervision work, analyzes emphatically the data of production safety accidents in Xiangtan non-coal mining industry over the years, and establishes the fitting curve of production safety accidents by using Cftool toolbox in MATLAB. The accident data in the next few years are forecasted, and the probability and trend of future production safety accidents in non-coal mines are studied. In order to provide some ideas and countermeasures for strengthening the supervision and management of production safety and controlling accidents, this paper puts forward several constructive working ideas and working modes for the supervision and management of production safety: the overall idea is to adopt. Analysis of the trend of accident Statistics and Prediction system, Aiming at optimizing the work mechanism of safety production supervision and management, innovatively putting forward the third party supervision mode of non-coal mine, using intermediary service organizations or experts to investigate all kinds of safety hidden dangers existing in enterprises, Ensure that the investigation and management of hidden dangers of accidents cover all aspects and focus prominently; vigorously implement the strategy of promoting safety through science and technology, and give full play to the productive forces of advanced science and technology, The preliminary exploration and test of the safety supervision work in non-coal mines in Xiangtan City shows that the safety production work thought and mode proposed in this paper are feasible and the work results have improved obviously. It can provide some reference for the supervision and management of production safety in other regions, and also provide certain academic research value for the research of innovation and development of the work of safety in production.
