公交場站綜合開發(fā)策略及建設(shè)模式研究

【摘要】:伴隨著城鎮(zhèn)化進程的推進,我國城市逐漸呈現(xiàn)出了高度聚集和緊湊布局的發(fā)展特征,交通擁堵問題也開始日益凸現(xiàn),這決定了優(yōu)先發(fā)展公共交通是中國城市和城市交通發(fā)展的必然選擇。然而在目前以政府為主導(dǎo)的場站建設(shè)模式下,公交場站的服務(wù)水平無法滿足公交發(fā)展的需要,逐步成為制約城市公共交通優(yōu)先發(fā)展的重要因素之一,為此公交場站綜合開發(fā)的建設(shè)模式被提出并加以應(yīng)用。 目前國內(nèi)對公交場站綜合開發(fā)的相關(guān)研究很有限,致使各地的實踐依舊處于摸索的狀態(tài),因此對公交場站綜合開發(fā)模式進行系統(tǒng)性的總結(jié)和針對性的分析是十分必要而迫切的。論文通過調(diào)研訪談及多學(xué)科交叉分析的方法,圍繞“什么是公交場站綜合開發(fā)”、“為什么要進行公交場站綜合開發(fā)”和“如何進行公交場站綜合開發(fā)”三個核心問題對公交場站綜合開發(fā)模式的理論基礎(chǔ)和應(yīng)用策略展開分析。 論文首先依據(jù)福利經(jīng)濟學(xué)的相關(guān)理論,對公交場站的準(zhǔn)公共品屬性和正外部性進行了探討,提出公交場站綜合開發(fā)是公共交通正外部性內(nèi)部化的有效手段。其次在對綜合開發(fā)、聯(lián)合開發(fā)及其各類衍生概念進行辨析的基礎(chǔ)上,,明確了本文所要研究的“公交場站綜合開發(fā)模式”的具體含義,并從建設(shè)用地、建設(shè)資金、支持政策等方面,對公交場站綜合開發(fā)的必要性和可行性進行了分析。 針對“如何進行公交場站綜合開發(fā)”的問題,論文將研究分為了開發(fā)策略和建設(shè)模式兩個層面。在開發(fā)策略層面,提出了包括技術(shù)可行性、經(jīng)濟可行性、外部影響可行性在內(nèi)的基礎(chǔ)性原則和由區(qū)域良性引導(dǎo)和供需匹配組成的附加原則,進而從物業(yè)開發(fā)屬性、場站自身屬性和城市區(qū)位屬性三個維度著重分析了針對不同區(qū)位、不同功能的公交場站所適宜采用的綜合開發(fā)策略;在建設(shè)模式層面,論文分析了公私合營模式參與綜合開發(fā)的必要性與可行性,并研究了BOT模式下公交場站綜合開發(fā)用地獲取方式、合作組織模式、開發(fā)流程及各參與主體的職能定位。 本文對綜合開發(fā)理論系統(tǒng)性的總結(jié)和針對性的分析能夠?qū)Ω鞯毓粓稣揪C合開發(fā)政策制定及實際建設(shè)提供參考。
[Abstract]:With the advancement of urbanization, cities in our country gradually show the development characteristics of high concentration and compact layout, and the traffic congestion problem is becoming increasingly prominent. This determines the priority of development of public transport is the inevitable choice of urban and urban transport development in China. However, the service level of the bus stop can not meet the needs of the development of public transport, and it has gradually become one of the important factors restricting the priority development of urban public transport. Therefore, the construction mode of comprehensive development of bus station has been put forward and applied. At present, the relevant research on bus station comprehensive development is very limited in our country, resulting in the practice in various places is still in a groping state, so it is very necessary and urgent to systematically summarize and analyze the comprehensive development mode of public transit station. This paper focuses on "what is the comprehensive development of public transport station" through the methods of investigation and interview and multi-disciplinary cross-analysis. Three core problems of "why to develop the bus station synthetically" and "how to carry out the comprehensive development of the bus station" are analyzed on the theoretical basis and the application strategy of the comprehensive development mode of the bus station. Firstly, according to the relevant theory of welfare economics, this paper discusses the quasi-public goods attribute and positive externality of public transport station, and points out that the comprehensive development of bus station is an effective means to internalize the positive externality of public transportation. Secondly, on the basis of discriminating and analyzing the concepts of comprehensive development, joint development and all kinds of derivatives, this paper clarifies the specific meaning of the "comprehensive development mode of public transportation station" which is to be studied in this paper, and from the view of construction land, construction funds. The necessity and feasibility of comprehensive development of bus station are analyzed. Aiming at the problem of "how to develop the bus station synthetically", the paper divides the research into two levels: development strategy and construction mode. At the level of development strategy, the basic principles including technical feasibility, economic feasibility, external influence feasibility and the additional principle composed of regional benign guidance and matching between supply and demand are put forward. The three dimensions of the field station's own attribute and the city's location attribute mainly analyze the suitable comprehensive development strategy for the different location and different function of the bus station. This paper analyzes the necessity and feasibility of the public-private joint venture mode to participate in the comprehensive development, and studies the way of obtaining the land for comprehensive development of public transport station under bot mode, the mode of cooperative organization, the development process and the function orientation of the participants. The systematic summary and targeted analysis of the comprehensive development theory can provide a reference for the policy formulation and practical construction of the comprehensive development of public transport stations.
