【摘要】：質(zhì)量是工程項(xiàng)目的生命線,不但受到客戶的重視,而且也受到國(guó)家的監(jiān)管。國(guó)家對(duì)任何一種工程項(xiàng)目都有嚴(yán)格的質(zhì)量標(biāo)準(zhǔn),不合格的項(xiàng)目不能交付使用,所以質(zhì)量管理在工程項(xiàng)目中顯得尤為重要。從我國(guó)目前工程項(xiàng)目整體管理水平來(lái)看,大多數(shù)工程項(xiàng)目管理還停留在密集勞動(dòng)力階段,管理技術(shù)低,管理觀念跟不上,大多數(shù)工程企業(yè)在質(zhì)量控制方面相對(duì)滯后。當(dāng)前質(zhì)量控制已經(jīng)進(jìn)入了全面質(zhì)量管理階段,在這個(gè)階段如何強(qiáng)化質(zhì)量控制已經(jīng)成為工程項(xiàng)目面臨的一個(gè)重大課題。在這樣的背景下,本文將以項(xiàng)目工程相關(guān)理論為指導(dǎo),以德州市三河六岸運(yùn)河濱河路為研究對(duì)象,采用文獻(xiàn)分析法、理論聯(lián)系實(shí)際分析法、案例分析法對(duì)德州市三河六岸展開(kāi)研究。德州市三河六岸運(yùn)河濱河路作為市政道路項(xiàng)目,與普通工程項(xiàng)目相比,具有施工復(fù)雜程度更高、存在的不確定因素多、利益主體多、政治性強(qiáng)、設(shè)定的質(zhì)量目標(biāo)高等特點(diǎn),為此本文對(duì)市政道路項(xiàng)目的質(zhì)量控制進(jìn)行研究具有重要的意義。本文首先論述了項(xiàng)目質(zhì)量控制的相關(guān)理論中發(fā)現(xiàn)市政道路具有一定的特殊性,在質(zhì)量管理中有獨(dú)特的控制要點(diǎn),尤其需嚴(yán)格按照國(guó)家標(biāo)準(zhǔn)來(lái)執(zhí)行；進(jìn)而通過(guò)對(duì)德州市三河六岸濱河路建設(shè)項(xiàng)目進(jìn)行基本介紹,確定了濱河路項(xiàng)目對(duì)拓寬德州城市發(fā)展空間、打通城市交通命脈、增強(qiáng)投資者的信心具有重要意義,該項(xiàng)目得到了政府的重視,具有良好的政策環(huán)境,然而工期較短,質(zhì)量要求高,質(zhì)量控制面臨一定的挑戰(zhàn)。在對(duì)項(xiàng)目全面了解的基礎(chǔ)之上,著手分析德州市三河六岸之運(yùn)河濱河路建設(shè)項(xiàng)目質(zhì)量管理計(jì)劃,初步確定作為市政道路,濱河路質(zhì)量指標(biāo)應(yīng)嚴(yán)格按照《市政道路工程質(zhì)量檢驗(yàn)評(píng)定標(biāo)準(zhǔn)》來(lái)執(zhí)行,并進(jìn)一步分析建設(shè)項(xiàng)目質(zhì)量保證,從中提出質(zhì)量計(jì)劃輸入關(guān)鍵在于提出質(zhì)量方針、質(zhì)量管理范圍以及要達(dá)到的標(biāo)準(zhǔn)和規(guī)范；濱河路項(xiàng)目質(zhì)量保證使用了效益成本、基本水平標(biāo)準(zhǔn)、流程圖、試驗(yàn)設(shè)計(jì)等手段來(lái)保證質(zhì)量；同時(shí)通過(guò)分析項(xiàng)目的質(zhì)量控制總結(jié)出影響項(xiàng)目質(zhì)量控制的要素,分別從人的因素、材料因素、方法因素等幾方面要做好質(zhì)量控制,重視從人、材料、方法等因素進(jìn)行控制,同時(shí)結(jié)合市政道路的特點(diǎn)加強(qiáng)施工作業(yè)面維護(hù)、嚴(yán)格控制施工進(jìn)度、開(kāi)工前準(zhǔn)確確定施工地段管道位置,更好的保證工程質(zhì)量。最終,通過(guò)對(duì)質(zhì)量計(jì)劃、計(jì)量保證、質(zhì)量控制分析,提出質(zhì)量控制實(shí)施的保障措施,質(zhì)量控制的實(shí)施分別從完善質(zhì)量控制體系、考核方法、制度體系、人事等多方面著手,完善質(zhì)量控制實(shí)施保障措施,保障項(xiàng)目質(zhì)量控制系統(tǒng)化、專(zhuān)業(yè)化。
[Abstract]:Quality is the lifeline of engineering projects, not only by the attention of customers, but also by the supervision of the state. The country has strict quality standards for any kind of project, and the unqualified project can not be delivered, so quality management is particularly important in the engineering project. From the point of view of the overall management level of engineering projects in our country, most engineering project management is still in the stage of intensive labor force, the management technology is low, the management concept can not keep up, and most engineering enterprises lag behind in the aspect of quality control. At present, quality control has entered the stage of total quality management, and how to strengthen quality control has become an important subject of engineering projects. Under this background, this article will take the project engineering related theory as the instruction, take the three rivers and six banks canal riverside road in Dezhou as the research object, uses the literature analysis method, the theory unifies the actual analysis method, Case study on three rivers and six banks in Dezhou City. As a municipal road project, the riverside road of three rivers and six banks of Dezhou city has the characteristics of higher construction complexity, more uncertain factors, more benefit subjects, stronger political nature and higher quality goals than ordinary engineering projects. Therefore, it is of great significance to study the quality control of municipal road project in this paper. This paper first discusses the related theories of project quality control and finds that municipal roads have certain particularity and have unique control points in quality management, especially in accordance with the national standards. Then through the basic introduction of the construction project of the riverside road of three rivers and six banks in Dezhou City, it is determined that the riverside road project is of great significance to broaden the development space of the city of Texas, to open up the lifeblood of the city, and to enhance the confidence of the investors. The project has been attached great importance by the government and has a good policy environment. However, the construction period is short, the quality requirement is high, and the quality control is facing some challenges. On the basis of a comprehensive understanding of the project, the quality management plan of the canal riverside road construction project of three rivers and six banks in Dezhou City was analyzed, and the plan was preliminarily determined as a municipal road. The quality index of riverside road should be carried out strictly according to the quality inspection and evaluation standard of municipal road engineering, and the quality assurance of construction project should be further analyzed. The key to input quality plan is to put forward the quality policy. The scope of quality management and the standards and norms to be achieved; the quality assurance of riverside road project uses cost benefit, basic level standard, flow chart, test design and other means to ensure quality; At the same time, through the analysis of the quality control of the project, the factors that affect the quality control of the project are summarized, including the human factor, the material factor, the method factor and so on, and the quality control should be done from the human factor, the material factor, the method factor and so on. At the same time, combined with the characteristics of municipal roads, the maintenance of construction surface is strengthened, the construction progress is strictly controlled, and the location of pipeline in construction sections is accurately determined before the construction starts, so as to ensure the engineering quality better. Finally, through the analysis of the quality plan, measurement assurance, quality control, put forward the guarantee measures for the implementation of quality control, the implementation of quality control starts from the improvement of quality control system, assessment method, system, personnel and so on. Perfect quality control, implement safeguard measure, guarantee project quality control systematization, specialization.
