濰日高速公路項(xiàng)目風(fēng)險(xiǎn)評估與控制研究

【摘要】:發(fā)達(dá)的現(xiàn)代交通網(wǎng)絡(luò)對于整個(gè)社會生產(chǎn)、流通和消費(fèi)各環(huán)節(jié)的正常運(yùn)轉(zhuǎn)和協(xié)調(diào)發(fā)展發(fā)揮著重要的保障作用,同時(shí),良好的交通運(yùn)輸也可以保證國民經(jīng)濟(jì)的快速、持續(xù)、健康發(fā)展,從而進(jìn)一步保證人民生活水平的不斷提高。隨著打造山東半島藍(lán)色經(jīng)濟(jì)區(qū),,堅(jiān)持海陸統(tǒng)籌重點(diǎn)帶動,開創(chuàng)“一區(qū)三帶”的戰(zhàn)略格局的形成,山東省的高速公路項(xiàng)目建設(shè)將呈現(xiàn)出迅速增長的趨勢。在此背景下,山東省委政府提出了濰日高速公路建設(shè)項(xiàng)目,該項(xiàng)目建成通車后,將從根本上改變山東濰坊至日照地域,也就是山東半島的突出入海部分南北無直線高速貫通的現(xiàn)狀,對于改善目前以國道為主的困難交通將極為有利,從而將大大提升半島南北經(jīng)濟(jì)流通。由于高速公路工程項(xiàng)目具有投資大、建設(shè)時(shí)間長等特點(diǎn),在建設(shè)過程中會遇到很多的不可預(yù)見因素,使得項(xiàng)目建設(shè)過程中各參與方可能面臨很多風(fēng)險(xiǎn),如果對此不加以預(yù)防,將會給各參與方帶來嚴(yán)重的后果。因此,對該項(xiàng)目進(jìn)行風(fēng)險(xiǎn)評估及控制研究以提前發(fā)現(xiàn)風(fēng)險(xiǎn)、發(fā)出預(yù)警信號是非常必要的。 為此,本文結(jié)合項(xiàng)目風(fēng)險(xiǎn)管理的基本內(nèi)容,以山東省在建的濰日高速公路項(xiàng)目為例,從項(xiàng)目風(fēng)險(xiǎn)識別、項(xiàng)目風(fēng)險(xiǎn)評估及項(xiàng)目風(fēng)險(xiǎn)控制等方面對本項(xiàng)目風(fēng)險(xiǎn)管理的全過程進(jìn)行了全面、深入的研究。首先,分析項(xiàng)目風(fēng)險(xiǎn)管理的發(fā)展過程和現(xiàn)狀,對項(xiàng)目風(fēng)險(xiǎn)識別和評估進(jìn)行了理論綜述,以為本文研究奠定理論基礎(chǔ);然后,在此基礎(chǔ)上,密切結(jié)合濰日高速公路項(xiàng)目的實(shí)際情況,對本項(xiàng)目進(jìn)行了全面的風(fēng)險(xiǎn)識別及評估分析;最后,針對該項(xiàng)目面臨的各種風(fēng)險(xiǎn)因素,提出了風(fēng)險(xiǎn)回避、風(fēng)險(xiǎn)控制、風(fēng)險(xiǎn)自留和風(fēng)險(xiǎn)轉(zhuǎn)移等應(yīng)對措施,以為切實(shí)加強(qiáng)本項(xiàng)目的風(fēng)險(xiǎn)管理提供依據(jù)。 本文研究是在堅(jiān)實(shí)的理論基礎(chǔ)上展開的,同時(shí)在研究過程中始終堅(jiān)持了項(xiàng)目風(fēng)險(xiǎn)管理相關(guān)理論與濰日高速公路項(xiàng)目實(shí)際的密切結(jié)合,因此,本文研究不僅有利于進(jìn)一步提升項(xiàng)目風(fēng)險(xiǎn)管理理論在高速公路建設(shè)項(xiàng)目管理中的實(shí)踐性和可操作性,同時(shí),也能夠?yàn)榻窈髮Ω咚俟讽?xiàng)目風(fēng)險(xiǎn)管理的類似研究提供一定的借鑒。
[Abstract]:The developed modern transportation network plays an important role in ensuring the normal operation and coordinated development of the production, circulation and consumption of the whole society. At the same time, good transportation can also ensure the rapid and sustainable development of the national economy. Healthy development, thus further ensuring that the people's living standards continue to improve. With the formation of the blue economic zone of Shandong Peninsula, the strategic pattern of "one area and three belts", the highway project construction in Shandong Province will show a trend of rapid growth. In this context, the Shandong Provincial Party Committee and Government proposed the Wei-ri Expressway Construction Project, which will fundamentally change the Shandong Weifang to Rizhao area when the project is completed and opened to traffic. That is, the current situation of the prominent part of the Shandong Peninsula entering the sea without a straight line through the high speed will be extremely advantageous for improving the current difficult traffic of the national highway, thus greatly enhancing the economic circulation between the peninsula and the north and south. Because the expressway project has the characteristics of large investment and long construction time, many unforeseen factors will be encountered in the construction process, which makes the participants in the construction process likely to face a lot of risks, if this is not prevented, There will be serious consequences for all participants. Therefore, it is necessary to study the risk assessment and control of the project in order to detect the risks in advance and send out early warning signals. Therefore, this paper combines the basic contents of project risk management, taking the Wei-ri expressway project under construction in Shandong Province as an example, from the project risk identification, The whole process of the project risk management is studied thoroughly in the aspects of project risk assessment and project risk control. First of all, it analyzes the development process and current situation of project risk management, summarizes the theory of project risk identification and evaluation, and lays a theoretical foundation for this study. Combined closely with the actual situation of Wei-ri expressway project, this paper makes a comprehensive risk identification and evaluation analysis of the project. Finally, aiming at the various risk factors faced by the project, the paper puts forward the risk avoidance and risk control. Risk retention and risk transfer provide basis for strengthening the risk management of the project. The research in this paper is carried out on the basis of solid theory, and in the course of the research, it has always adhered to the close combination of the relevant theories of project risk management and the practice of Wei-ri expressway project, therefore, The research in this paper is not only helpful to further improve the practicability and operability of the theory of project risk management in expressway construction project management, but also can provide some reference for similar research on expressway project risk management in the future.
