【摘要】：近年來(lái)我國(guó)重大水環(huán)境污染事件頻繁發(fā)生,對(duì)水環(huán)境、生態(tài)環(huán)境及社會(huì)穩(wěn)定產(chǎn)生嚴(yán)重影響。欽州石化產(chǎn)業(yè)園是廣西第一個(gè)以石油化工為主的工業(yè)園區(qū),由于其特殊的產(chǎn)業(yè)布局,其存在的環(huán)境風(fēng)險(xiǎn)也不容忽視。本研究應(yīng)用PSR模型建立了海灣風(fēng)險(xiǎn)源識(shí)別指標(biāo)體系,應(yīng)用GIS技術(shù)快速、直觀(guān)的篩查出園區(qū)的環(huán)境風(fēng)險(xiǎn)源,為環(huán)境風(fēng)險(xiǎn)管理提供有力的技術(shù)支持。本文利用危險(xiǎn)物質(zhì)的儲(chǔ)存臨界量和排放方式初步篩查出環(huán)境風(fēng)險(xiǎn)源,以減少風(fēng)險(xiǎn)源識(shí)別數(shù)量�；赑SR模型的四個(gè)層次,根據(jù)不同因素間的相互關(guān)系由上到下,落腳于欽州石化工業(yè)園區(qū)的實(shí)際情況,選取10個(gè)指標(biāo)來(lái)詳細(xì)描述海灣環(huán)境風(fēng)險(xiǎn)源,構(gòu)建了海灣環(huán)境風(fēng)險(xiǎn)源識(shí)別指標(biāo)體系。參照《國(guó)家突發(fā)環(huán)境事故應(yīng)急預(yù)案》將評(píng)價(jià)等級(jí)分為四級(jí),分別為特別重大環(huán)境風(fēng)險(xiǎn)源(Ⅰ級(jí))、重大環(huán)境風(fēng)險(xiǎn)源(Ⅱ級(jí))、較大環(huán)境風(fēng)險(xiǎn)源(Ⅲ級(jí))和一般環(huán)境風(fēng)險(xiǎn)源(Ⅳ級(jí))。根據(jù)實(shí)地調(diào)研得出各指標(biāo)影響度,計(jì)算PSR模型海灣環(huán)境風(fēng)險(xiǎn)源識(shí)別指標(biāo)體系指標(biāo)層各項(xiàng)因子值的權(quán)重值,用專(zhuān)家打分法確定各因子,采用層次分析-多級(jí)模糊綜合評(píng)價(jià)法對(duì)環(huán)境風(fēng)險(xiǎn)源的10個(gè)指標(biāo)計(jì)算后進(jìn)行等級(jí)劃分,最后識(shí)別出欽州石化工業(yè)園區(qū)—般環(huán)境風(fēng)險(xiǎn)源1家,較大環(huán)境風(fēng)險(xiǎn)源7家,重大環(huán)境風(fēng)險(xiǎn)源1家,特別重大環(huán)境風(fēng)險(xiǎn)源2家,為工業(yè)園的風(fēng)險(xiǎn)源及風(fēng)險(xiǎn)事故的防范提供科學(xué)的依據(jù)。
[Abstract]:In recent years, serious water pollution events occur frequently in China, which have a serious impact on water environment, ecological environment and social stability. Qinzhou Petrochemical Industrial Park is the first petrochemical industrial park in Guangxi. Due to its special industrial layout, the environmental risks can not be ignored. In this study, PSR model was used to establish the identification index system of the Gulf risk sources, and the GIS technology was used to screen out the environmental risk sources of the park quickly and intuitively, and to provide strong technical support for the environmental risk management. In this paper, the environmental risk sources are preliminarily screened by the critical storage and emission of hazardous substances in order to reduce the number of identified risk sources. Based on the four levels of PSR model, according to the relationship between different factors from top to bottom, based on the actual situation of Qinzhou Petrochemical Industrial Park, 10 indexes are selected to describe the environmental risk sources in the Gulf in detail. The identification index system of the environmental risk sources in the Gulf is constructed.
