【摘要】：近年來(lái),隨著遼寧省城市化步伐的加快和水污染治理越來(lái)越被重視,城鎮(zhèn)污水處理項(xiàng)目的投資與實(shí)物存量都呈現(xiàn)明顯增加的態(tài)勢(shì)。同時(shí),城鎮(zhèn)污水處理項(xiàng)目建設(shè)運(yùn)營(yíng)過(guò)程中存在的問(wèn)題也日益暴露并引起社會(huì)的廣泛關(guān)注。TBT模式是拓展基礎(chǔ)設(shè)施資金渠道、提高資金使用效率、提升項(xiàng)目運(yùn)營(yíng)管理水平的有效途徑,將TBT模式應(yīng)用于遼寧省城鎮(zhèn)污水處理項(xiàng)目的建設(shè)和運(yùn)營(yíng),是改善遼寧省污水處理現(xiàn)狀的有效手段。首先,從污水處理項(xiàng)目投融資模式與運(yùn)營(yíng)管理兩方面對(duì)國(guó)內(nèi)外研究成果進(jìn)行了分析和梳理,總結(jié)了其中的成就和不足之處。列舉出六種典型的污水處理項(xiàng)目特許經(jīng)營(yíng)模式,比較分析了TBT模式的特點(diǎn)和優(yōu)勢(shì)。其次,基于對(duì)近十年相關(guān)數(shù)據(jù)的分析研究,總結(jié)出遼寧省城鎮(zhèn)污水處理項(xiàng)目建設(shè)運(yùn)營(yíng)過(guò)程中存在的問(wèn)題及其制約因素；結(jié)合遼寧省城鎮(zhèn)污水處理項(xiàng)目特許經(jīng)營(yíng)融資的環(huán)境特點(diǎn)以及其對(duì)TBT模式應(yīng)用的影響,闡述了TBT模式應(yīng)用于遼寧省城鎮(zhèn)污水處理項(xiàng)目的必要性和可行性。然后,對(duì)城鎮(zhèn)污水處理TBT項(xiàng)目的風(fēng)險(xiǎn)進(jìn)行了分類(lèi),并針對(duì)項(xiàng)目特點(diǎn),對(duì)社會(huì)資本的激勵(lì)、約束機(jī)制和合同主體的風(fēng)險(xiǎn)分擔(dān)進(jìn)行了重點(diǎn)分析；從定價(jià)原則和定價(jià)方法兩方面分析了污水處理費(fèi)用的合理定價(jià)問(wèn)題,旨在避免項(xiàng)目盈利不足及環(huán)境不達(dá)標(biāo)雙重問(wèn)題的出現(xiàn)；結(jié)合遼寧省城鎮(zhèn)污水處理項(xiàng)目建設(shè)和運(yùn)營(yíng)的現(xiàn)狀,從技術(shù)指標(biāo)、經(jīng)濟(jì)指標(biāo)、社會(huì)指標(biāo)、管理指標(biāo)四個(gè)方面,全方位構(gòu)建了TBT模式應(yīng)用于城鎮(zhèn)污水處理項(xiàng)目的建設(shè)運(yùn)營(yíng)綜合評(píng)價(jià)指標(biāo)體系,運(yùn)用層次分析法計(jì)算各指標(biāo)的權(quán)重,利用定量計(jì)算與定性分析相結(jié)合的方式確定評(píng)價(jià)標(biāo)準(zhǔn),建立了TBT模式下城鎮(zhèn)污水處理項(xiàng)目建設(shè)運(yùn)營(yíng)綜合評(píng)價(jià)模型。最后,引入了污水處理案例項(xiàng)目A,在分析了案例項(xiàng)目風(fēng)險(xiǎn)分擔(dān)與定價(jià)情況的基礎(chǔ)上對(duì)項(xiàng)目A進(jìn)行了綜合評(píng)價(jià)。根據(jù)案例的評(píng)價(jià)結(jié)果,針對(duì)得分較高和較低的指標(biāo)進(jìn)行了具體分析,并結(jié)合遼寧省污水處理項(xiàng)目的現(xiàn)狀總結(jié)了案例項(xiàng)目的經(jīng)驗(yàn)教訓(xùn)。本文認(rèn)為T(mén)BT模式應(yīng)用于遼寧省城鎮(zhèn)污水處理項(xiàng)目可以盤(pán)活固有存量、拓寬融資渠道、提升污水處理項(xiàng)目的運(yùn)營(yíng)管理水平,從而可以有效地解決遼寧省污水處理項(xiàng)目建設(shè)運(yùn)營(yíng)過(guò)程中存在的問(wèn)題；闡述了城鎮(zhèn)污水處理項(xiàng)目TBT模式的主要風(fēng)險(xiǎn)類(lèi)型,以及項(xiàng)目的風(fēng)險(xiǎn)分擔(dān)和化解；首次將TBT模式特色指標(biāo)引入污水處理項(xiàng)目綜合評(píng)價(jià),為T(mén)BT模式下的污水處理項(xiàng)目評(píng)價(jià)提供了有效手段。
[Abstract]:In recent years, with the acceleration of urbanization and water pollution control in Liaoning Province, the investment and physical stock of urban sewage treatment projects are obviously increasing. At the same time, The existing problems in the construction and operation of urban sewage treatment projects are also increasingly exposed and caused widespread concern by the society. TBT model is an effective way to expand the capital channels of infrastructure, improve the efficiency of capital use, and improve the level of project operation and management. The application of TBT model to the construction and operation of municipal sewage treatment projects in Liaoning Province is an effective means to improve the present situation of sewage treatment in Liaoning Province. This paper analyzes and combs the domestic and foreign research achievements from the aspects of investment and financing mode and operation management of sewage treatment projects, summarizes the achievements and shortcomings thereof, and enumerates six typical franchise management modes of sewage treatment projects. The characteristics and advantages of the TBT model are compared and analyzed. Secondly, based on the analysis and study of the relevant data in the past ten years, the problems and restrictive factors in the construction and operation of urban sewage treatment projects in Liaoning Province are summarized. Combined with the environmental characteristics of urban sewage treatment project franchise financing in Liaoning Province and its influence on the application of TBT model, the necessity and feasibility of applying TBT model to Liaoning urban sewage treatment project are expounded. This paper classifies the risk of urban sewage treatment TBT project, and analyzes the social capital incentive, restraint mechanism and risk sharing of the main body of the contract according to the characteristics of the project. This paper analyzes the reasonable pricing problem of sewage treatment cost from two aspects of pricing principle and pricing method, in order to avoid the double problems of insufficient profit and substandard environment of the project, combined with the present situation of construction and operation of urban sewage treatment project in Liaoning Province. From four aspects of technical index, economic index, social index and management index, the comprehensive evaluation index system of TBT model applied to urban sewage treatment project is constructed, and the weight of each index is calculated by analytic hierarchy process (AHP). Using the combination of quantitative calculation and qualitative analysis to determine the evaluation standard, a comprehensive evaluation model of urban sewage treatment project construction and operation under TBT mode is established. Based on the analysis of risk sharing and pricing of sewage treatment project A, a comprehensive evaluation of project A is made. According to the evaluation results of the case, a concrete analysis is made on the indicators with higher scores and lower scores. Combined with the current situation of sewage treatment projects in Liaoning Province, the paper summarizes the experience and lessons of the case projects. This paper holds that the application of TBT model to urban sewage treatment projects in Liaoning Province can revitalize the inherent stock and broaden the financing channels. In order to improve the level of operation and management of sewage treatment projects, the problems existing in the construction and operation of sewage treatment projects in Liaoning Province can be effectively solved, and the main risk types of TBT mode for urban sewage treatment projects are expounded. The characteristic index of TBT mode is introduced into the comprehensive evaluation of sewage treatment project for the first time, which provides an effective means for the evaluation of sewage treatment project under TBT mode.
