【摘要】：在科學(xué)發(fā)展觀理論和可持續(xù)發(fā)展觀的指導(dǎo)下，國家“十一五”規(guī)劃綱要提出了各地區(qū)要根據(jù)資源環(huán)境承載力、現(xiàn)有開發(fā)密度和開發(fā)潛力，用來統(tǒng)籌考慮未來我國人口、經(jīng)濟布局、國土利用和城市化格局，劃分為優(yōu)化開發(fā)、重點開發(fā)、限制開發(fā)和禁止開發(fā)四類主體功能區(qū)。針對這一觀點的提出，政府部門及學(xué)術(shù)界開展了理論、方法及實踐等相關(guān)研究，并且也取得一定的研究成果。但學(xué)者對主體功能區(qū)的研究層面大多數(shù)局限在國家和省級上，對經(jīng)濟與城市密集區(qū)的主體功能區(qū)劃研究相對比較少。 遼寧沿海經(jīng)濟帶作為環(huán)渤海經(jīng)濟圈的一部分，屬于國家層面上的優(yōu)化開發(fā)區(qū)，承擔(dān)著重要的經(jīng)濟任務(wù)。但隨著工業(yè)化和城市化的不斷發(fā)展，區(qū)域空間開發(fā)問題也日益突出，例如地域的無序開發(fā)、市場割據(jù)等帶來的惡性競爭，經(jīng)濟開發(fā)過程中資源環(huán)境與經(jīng)濟發(fā)展之間的矛盾。另外，遼寧沿海經(jīng)濟帶區(qū)域內(nèi)部也存在著經(jīng)濟差異，不能單一的對該區(qū)域進行規(guī)劃，要按照各個地區(qū)的實際來分別規(guī)劃。 本文在借鑒國內(nèi)外相關(guān)理論研究的基礎(chǔ)上，分析和研究了遼寧沿海經(jīng)濟帶的自然資源環(huán)境、人口分布以及經(jīng)濟發(fā)展?fàn)顩r，以遼寧沿海經(jīng)濟帶24個縣以及市轄區(qū)為基本空間單元，，根據(jù)資源環(huán)境承載力、現(xiàn)有開發(fā)密度和開發(fā)潛力這三項因素來建立評價指標(biāo)體系，其中指標(biāo)層包括11個具體指標(biāo)。在研究過程中本文運用層次分析法來確定各指標(biāo)的權(quán)重，運用SPSS中的系統(tǒng)聚類方法以及結(jié)合三維魔方圖方法，劃分出4種主體功能區(qū)的縣市范圍，形成遼寧沿海經(jīng)濟帶的主體功能區(qū)格局。最后又針對四類功能區(qū)提出了相關(guān)對策建議。 遼寧沿海經(jīng)濟帶的主體功能區(qū)劃分結(jié)果表明優(yōu)化開發(fā)區(qū)包括大連市轄區(qū)、營口市轄區(qū)、錦州市轄區(qū)。重點開發(fā)區(qū)包括大石橋市、鳳城市、興城市、建昌縣、綏中縣、大洼縣、丹東市轄區(qū)。限制開發(fā)區(qū)包括葫蘆島市轄區(qū)、盤錦市轄區(qū)、普蘭店市、瓦房店市、莊河市、長�？h、蓋州市、東港市、盤山縣、凌海市、北鎮(zhèn)市、黑山縣、義縣。禁止開發(fā)區(qū)包括寬甸滿族自治縣及各地的國家級省級保護區(qū)。在劃分結(jié)果中，重點開發(fā)區(qū)和限制開發(fā)區(qū)的數(shù)量比較多，這與國家層面上將遼寧沿海經(jīng)濟帶劃分為優(yōu)化開發(fā)區(qū)有些不符，說明地區(qū)經(jīng)濟差異還是比較明顯，以后要加強各類功能區(qū)建設(shè)，促進整個經(jīng)濟帶和諧共同發(fā)展。作為國家優(yōu)化開發(fā)區(qū)的一份子，帶動全國的經(jīng)濟發(fā)展。
[Abstract]:Under the guidance of the theory of scientific development and the concept of sustainable development, the national "11th Five-Year Plan" proposed that all regions should take into account the future population of our country according to the carrying capacity of resources and environment, the existing development density and the potential of development. The economic layout, land use and urbanization pattern are divided into four main functional areas: optimized development, key development, restricted development and forbidden development. In view of this point of view, the government and academic circles have carried out relevant research, such as theory, method and practice, and have also obtained certain research results. However, most of the scholars' researches on the main functional areas are limited to the national and provincial level, and the researches on the main function zoning of the economic and urban concentrated areas are relatively few. Liaoning coastal economic zone, as a part of Bohai economic circle, belongs to the optimized development zone at the national level and undertakes important economic tasks. However, with the continuous development of industrialization and urbanization, the problems of regional spatial development are becoming increasingly prominent, such as the disorderly development of the region, the vicious competition brought by market separation, and the contradiction between resources, environment and economic development in the process of economic development. In addition, there are economic differences within the coastal economic belt of Liaoning province, which can not be planned in a single way, but should be planned separately according to the actual situation of each region. Based on the domestic and foreign relevant theoretical research, this paper analyzes and studies the natural resource environment, population distribution and economic development of Liaoning coastal economic belt, taking 24 counties and municipal districts of Liaoning coastal economic belt as the basic spatial unit. According to the three factors of carrying capacity of resources and environment, current development density and exploitation potential, the evaluation index system is established, in which the index layer includes 11 concrete indexes. In the course of the research, this paper uses the analytic hierarchy process to determine the weight of each index, uses the systematic clustering method in SPSS and the method of three-dimensional magic cube to divide the county and city scope of four main function areas. Liaoning coastal economic belt formation of the main function of the pattern. Finally, the paper puts forward the relevant countermeasures and suggestions for the four functional areas. The main functional areas of Liaoning coastal economic belt are divided into three parts: Dalian, Yingkou and Jinzhou. Key development zones include Dashiqiao City, Fengcheng City, Xingcheng City, Jianchang County, Suizhong County, Dawa County, Dandong City District. Restricted development zones include Huludao City District, Panjin City District, Plandian City, Wafangdian City, Zhuanghe City, Changhai County, Gaizhou City, Donggang City, Panshan County, Linghai City, Beizhen City, Heshan County, Yixian County. The development zone includes Kuandian Manchu Autonomous County and all state-level provincial reserves. In the division results, the number of key and restricted development zones is relatively large, which is inconsistent with the national division of the Liaoning coastal economic belt into optimized development zones, indicating that the regional economic differences are still quite obvious. In the future, we should strengthen the construction of various functional zones and promote the harmonious and common development of the entire economic belt. As a member of the national optimization development zone, drive the national economic development.
