【摘要】:電力工業(yè)是國民經(jīng)濟(jì)的第一基礎(chǔ)產(chǎn)業(yè),是關(guān)系國計民生的基礎(chǔ)產(chǎn)業(yè),是國民經(jīng)濟(jì)發(fā)展戰(zhàn)略中首先發(fā)展的重點(diǎn)。作為國民經(jīng)濟(jì)發(fā)展重要的基礎(chǔ)性產(chǎn)業(yè),它的發(fā)展關(guān)系到國民經(jīng)濟(jì)發(fā)展和人民生活水平的提高。隨著我國經(jīng)濟(jì)的不斷發(fā)展,對電的需求量不斷擴(kuò)大,電力施工項目也大量增加。電力施工項目的典型代表就是配網(wǎng)工程項目施工。配網(wǎng)工程項目施工由于前期投入大、技術(shù)要求高、工期長等方面,造成在施工過程中受到各種不確定性因素的干擾。項目主體不可避免地面臨各種大大小小的風(fēng)險及其造成的損失后果,如果不做好事前預(yù)測風(fēng)險和事中控制風(fēng)險工作,則很可能會影響施工項目的順利開展,甚至?xí)䦷韲?yán)重后果。為此,有必要對配網(wǎng)工程項目施工過程進(jìn)行風(fēng)險管理。 本文首先在闡述配網(wǎng)工程項目施工風(fēng)險概念和理論的基礎(chǔ)上,分析了配網(wǎng)工程項目施工風(fēng)險的特征,對配網(wǎng)工程項目施工風(fēng)險進(jìn)行了分類,簡單介紹了配網(wǎng)工程項目施工風(fēng)險管理過程。探討了配網(wǎng)工程項目施工的特點(diǎn)和風(fēng)險來源,研究了配網(wǎng)工程項目施工風(fēng)險識別、風(fēng)險評估、風(fēng)險控制,并且建立了配網(wǎng)工程項目施工風(fēng)險管理體系。在風(fēng)險識別方面主要分析了風(fēng)險識別的過程和風(fēng)險識別的方法。在風(fēng)險評估方面通過分析各類風(fēng)險評估方法的特點(diǎn),確定配網(wǎng)工程項目施工風(fēng)險評估采用模糊評判法和專家打分法,依據(jù)相關(guān)標(biāo)準(zhǔn)確定了配網(wǎng)工程項目施工風(fēng)險因素的評估標(biāo)準(zhǔn)并探討了配網(wǎng)工程項目施工風(fēng)險的評估過程。而風(fēng)險控制是根據(jù)風(fēng)險評估的結(jié)果對風(fēng)險進(jìn)行控制,配網(wǎng)工程項目施工風(fēng)險控制的策略包括了風(fēng)險規(guī)避、風(fēng)險轉(zhuǎn)移、風(fēng)險緩解、風(fēng)險自留和風(fēng)險利用等。在本文最后以10kV開發(fā)區(qū)雙回線路的施工為例,對整個施工過程進(jìn)行風(fēng)險管理,最終的結(jié)果論證了本文所建立的配網(wǎng)工程項目施工風(fēng)險管理體系的科學(xué)性和實(shí)用性。
[Abstract]:The electric power industry is the first basic industry of the national economy, the basic industry related to the national economy and the people's livelihood, and the first focus of the development strategy of the national economy. As an important basic industry in the development of the national economy, Its development is related to the development of national economy and the improvement of people's living standard. The typical representative of the electric power construction project is the distribution network project construction. Due to the large investment in the early stage, high technical requirements, long construction period and so on, The main body of the project inevitably faces all kinds of risks, large and small, and the consequences of their losses. If we do not do a good job of predicting the risks in advance and controlling the risks in the event, Therefore, it is necessary to carry out risk management in the construction process of distribution network project. On the basis of explaining the concept and theory of construction risk of distribution network project, this paper analyzes the characteristics of construction risk of distribution network project, and classifies the construction risk of distribution network project. This paper briefly introduces the construction risk management process of distribution network project, probes into the characteristics and sources of construction risk of distribution network project, and studies the risk identification, risk assessment and risk control of distribution network project. In the aspect of risk identification, the process of risk identification and the method of risk identification are analyzed. In the aspect of risk assessment, the characteristics of all kinds of risk assessment methods are analyzed. It is determined that fuzzy evaluation method and expert scoring method are used to evaluate the construction risk of distribution network project. According to the relevant standards, the evaluation criteria of construction risk factors of distribution network project are determined and the evaluation process of construction risk of distribution network project is discussed. The risk control is to control the risk according to the result of risk assessment. The construction risk control strategies of distribution network project include risk evasion, risk transfer, risk mitigation, risk retention and risk utilization. The risk management of the whole construction process is carried out, and the final results demonstrate the scientific nature and practicability of the construction risk management system of the distribution network project established in this paper.
