【摘要】:安全穩(wěn)定是供電企業(yè)生存和發(fā)展的基礎(chǔ),安全生產(chǎn)工作是企業(yè)各項工作的重中之重。研究和建立供電企業(yè)安全生產(chǎn)風(fēng)險管控體系,實現(xiàn)安全生產(chǎn)管理關(guān)口前移,是更新安全管理理念,深化企業(yè)安全管控工作的重要措施,對于形成安全生產(chǎn)預(yù)控機制,規(guī)避和化解安全風(fēng)險,有效控制各類安全事故,保障企業(yè)安全發(fā)展、科學(xué)發(fā)展具有重要意義。 本文首先在深入研究風(fēng)險管控理論的基礎(chǔ)上,探討了風(fēng)險辨識的幾種方法,并基于專家調(diào)查分析法辨識了地市供電企業(yè)變電檢修、變電運行、輸電檢修、電網(wǎng)調(diào)度等專業(yè)作業(yè)過程中存在的各種風(fēng)險。針對人員因素、設(shè)備因素、環(huán)境因素和作業(yè)因素等風(fēng)險因素,利用LEC風(fēng)險評估法對作業(yè)安全風(fēng)險辨識庫中的所有風(fēng)險作出評價,建立變電檢修、變電運行、輸電檢修和電網(wǎng)調(diào)度各專業(yè)作業(yè)可量化的評估標準,提高作業(yè)安全風(fēng)險評估的準確性和科學(xué)性。針對作業(yè)帶來的安全風(fēng)險,制定了風(fēng)險控制措施,提出了風(fēng)險閉環(huán)管控。從作業(yè)人員、生產(chǎn)裝備和安全工器具三方面對班組安全承載力進行分析評估,給出了可量化的檢修和運行班組安全承載力分析標準,并建立作業(yè)安全風(fēng)險等級與班組安全承載力分析匹配模型,提高班組安全承載力分析的準確性和科學(xué)性。 在理論研究的基礎(chǔ)上,本文以月或周生產(chǎn)計劃為主線,建立了統(tǒng)一的風(fēng)險管控體系,對作業(yè)相關(guān)的變電檢修、變電運行、輸電檢修、電網(wǎng)調(diào)度風(fēng)險進行集中統(tǒng)一管控,使風(fēng)險管控與實際的安全生產(chǎn)過程緊密結(jié)合,充分發(fā)揮風(fēng)險評估結(jié)果對安全生產(chǎn)管理和現(xiàn)場作業(yè)的指導(dǎo)作用,推動安全生產(chǎn)從“事中監(jiān)督”向“事前管理”轉(zhuǎn)變,避免由于設(shè)備、環(huán)境及違章所引發(fā)的人身安全事故,保障企業(yè)安全發(fā)展、科學(xué)發(fā)展。
[Abstract]:Security and stability is the basis for the survival and development of the power supply enterprise, production safety work is the priority among priorities of the work of enterprises. The research and risk control system to establish safe production of power supply enterprise, to achieve safe production management sooner, is to update the concept of safety management, an important measure to deepen enterprise safety management work, for the formation of pre control mechanism for safe production, avoid and resolve security risks, effective control of all kinds of accidents, protect the security of corporate development, has the important significance of scientific development.
Firstly, based on the research on the risk management theory, discussed several methods of risk identification, and based on the survey of experts to identify the local city power supply enterprise substation, substation operation, transmission maintenance, all kinds of risks existing dispatching professional operation process. According to the personnel factors, equipment factors, environment the factors and operational factors and other risk factors, using LEC risk assessment method to evaluate all risk safety risk identification in the library, substation maintenance, substation operation and maintenance of transmission and power grid dispatching professional operation evaluation standard, improve the accuracy and scientificity of safety risk assessment for job security risk. The formulation of the risk control measures, put forward risk control. From the closed loop operation analysis on production equipment and safety equipment in three aspects of team safety bearing capacity It is estimated that the standard of safety bearing capacity analysis for maintenance and operation teams is given, and the matching model of operation safety risk grade and team safety bearing capacity is established to improve the accuracy and scientificity of safety carrying capacity analysis of teams and groups.
On the basis of theoretical research, this paper takes months or weeks production plan, the establishment of a unified system of risk management and control of work related to substation maintenance, substation operation, transmission maintenance, centralized control of power dispatching risk, combined with the safety production process so that the risk management and practice, give full play to the risk the evaluation results of safety production management and on-site guidance, to promote safe production from the "matter of supervision" to "advance management" to avoid the equipment caused by environmental violations and personal safety accidents, ensure safety of enterprise development, scientific development.
