【摘要】：伴隨著國(guó)民經(jīng)濟(jì)迅速發(fā)展的,是用電需求量急劇的上升,電網(wǎng)的發(fā)展也隨之到了一個(gè)新的高度。但與此同時(shí),電網(wǎng)的管理問(wèn)題也日益突出。因此,如何保障電網(wǎng)穩(wěn)定運(yùn)行——即如何提高調(diào)度管理水平就成為電網(wǎng)風(fēng)險(xiǎn)管理中的現(xiàn)實(shí)問(wèn)題。本論文通過(guò)對(duì)地方電力調(diào)度管理的風(fēng)險(xiǎn)研究現(xiàn)狀分析,對(duì)風(fēng)險(xiǎn)管理緊密相關(guān)的有關(guān)風(fēng)險(xiǎn)的基本概念、種類(lèi)、和辨識(shí)方法以及風(fēng)險(xiǎn)辨識(shí)步驟與風(fēng)險(xiǎn)度量等理論性問(wèn)題進(jìn)行探討和分析。通過(guò)分析和研究,為科學(xué)的制定地方電力調(diào)度風(fēng)險(xiǎn)管理流程提供了依據(jù),也為之后將風(fēng)險(xiǎn)管理理論與實(shí)踐的結(jié)合,最后提出有效解決地方電力調(diào)度風(fēng)險(xiǎn)管理的方法提供了方向。再者,在風(fēng)險(xiǎn)管理理論的研究過(guò)程中,以風(fēng)險(xiǎn)管理的內(nèi)容多樣化、實(shí)施環(huán)境多樣化、對(duì)象多樣化以及風(fēng)險(xiǎn)管理者的多樣化為基礎(chǔ),本文準(zhǔn)備從風(fēng)險(xiǎn)度量這一視角出發(fā),就風(fēng)險(xiǎn)發(fā)生的可能性進(jìn)行理論分析,同時(shí)較為詳細(xì)的分析了對(duì)地方電力調(diào)度的風(fēng)險(xiǎn)管理所具有的共性特點(diǎn),指出地方電力調(diào)度管理中的特征包括了一次性、綜合性、多變性、復(fù)雜性、交叉性、不確定性等的具體含義。在此基礎(chǔ)上,本文從地方電力調(diào)度管理中已經(jīng)發(fā)生過(guò)的事故案例為例,再根據(jù)這些案例中存在的風(fēng)險(xiǎn)進(jìn)行分析辨識(shí)。其中,為了能深入研究和解決風(fēng)險(xiǎn)管理中的實(shí)際問(wèn)題,分析內(nèi)容除了包含有風(fēng)險(xiǎn)辨識(shí)的范圍與對(duì)象外,還包括了風(fēng)險(xiǎn)源的辨識(shí)依據(jù)以及電力調(diào)度管理中常見(jiàn)危險(xiǎn)源的表象等問(wèn)題。然后,根據(jù)分析出的問(wèn)題,在明確風(fēng)險(xiǎn)管理意義的基礎(chǔ)上,針對(duì)目前較為常用的兒種管理方法進(jìn)行分析討論,其中包括有專(zhuān)家調(diào)查法、概率統(tǒng)計(jì)法、仿真模擬法等方法。正是通過(guò)對(duì)這些方法的應(yīng)用,對(duì)地方電力調(diào)度管理中的危險(xiǎn)源分別在管理內(nèi)容和管理原則、實(shí)際情況、管理系統(tǒng)和具體問(wèn)題的相應(yīng)措施以及員工獎(jiǎng)懲考核辦法等方面進(jìn)行了探討。同時(shí)為今后其他從事此類(lèi)研究的研究者提供了可參考的范例。
[Abstract]:With the rapid development of the national economy, the demand for electricity is rising sharply, and the development of power grid has also reached a new height. But at the same time, the management of the power grid is also increasingly prominent. Therefore, how to ensure the stable operation of power network-that is, how to improve the level of dispatching management has become a practical problem in power network risk management. This paper analyzes the current situation of risk research on local electric power dispatching management, and analyzes the basic concepts and types of risk which are closely related to risk management. The theoretical problems such as identification method, risk identification steps and risk measurement are discussed and analyzed. Through the analysis and research, it provides the basis for making the local electric power dispatching risk management flow scientifically, also provides the direction for the combination of the risk management theory and the practice, and finally puts forward the effective method to solve the local electric power dispatching risk management. Furthermore, in the research process of risk management theory, based on the diversification of risk management content, implementation environment, object diversity and risk management diversification, this paper intends to start from the perspective of risk measurement. This paper makes a theoretical analysis on the possibility of the occurrence of the risk, and at the same time, analyzes in detail the common features of the risk management of the local electric power dispatching, and points out that the characteristics of the local electric power dispatching management include one-off, comprehensive and variable. The specific meaning of complexity, intersectionality, uncertainty, etc. On this basis, this paper takes the accident cases that have occurred in the local electric power dispatching management as an example, and then analyzes and identifies the risks in these cases. In order to deeply study and solve the practical problems in risk management, the content of the analysis includes the scope and object of risk identification. It also includes the identification basis of risk sources and the representation of common hazard sources in power dispatching management. Then, according to the analysis of the problems, on the basis of defining the significance of risk management, this paper analyzes and discusses the current more commonly used child species management methods, including the expert survey method, probability statistics method, simulation method and so on. It is through the application of these methods that the management content and management principle, the actual situation of the hazard sources in the local electric power dispatching management are respectively discussed. The management system, the corresponding measures of specific problems and the evaluation methods of staff rewards and punishments are discussed. It also provides reference examples for other researchers engaged in such research in the future.
