變電站工程施工質(zhì)量管理方法研究

【摘要】:電力行業(yè)是國民經(jīng)濟(jì)發(fā)展的基礎(chǔ),百年大計(jì),質(zhì)量第一,電力建設(shè)項(xiàng)目質(zhì)量不僅會影響項(xiàng)目投資效益而且直接關(guān)系到電網(wǎng)運(yùn)行安全,影響國家經(jīng)濟(jì)健康發(fā)展。變電站是輸電、配電的樞紐,在電力系統(tǒng)中具有舉足輕重的地位,其建設(shè)質(zhì)量和工藝水平,直接關(guān)系到電網(wǎng)發(fā)展質(zhì)量,關(guān)系到供電企業(yè)經(jīng)濟(jì)效益以及用戶用電安全。變電站工程有著資金密集、技術(shù)密集、資源密集、交叉施工等特點(diǎn),其質(zhì)量形成過程中影響因素和不可控因素較多,項(xiàng)目施工質(zhì)量管理復(fù)雜,使得變電站建設(shè)工程項(xiàng)目施工質(zhì)量難以保證,可能會使經(jīng)濟(jì)效益和社會效益遭受巨大損失。因此,本文以變電站工程施工質(zhì)量管理為研究對象,通過對工程建設(shè)過程中出現(xiàn)的問題及其成因進(jìn)行研究,對影響項(xiàng)目施工質(zhì)量的因素提出了具體的改進(jìn)措施,以期對變電站工程項(xiàng)目施工質(zhì)量管理提供有效的方法。首先,本文對國內(nèi)外有關(guān)電力建設(shè)工程質(zhì)量管理的文獻(xiàn)進(jìn)行查閱,分析了國內(nèi)外的研究現(xiàn)狀。接著介紹了質(zhì)量管理和工程質(zhì)量管理概念及其內(nèi)涵,詳細(xì)介紹了工程質(zhì)量管理內(nèi)容及主流的工程質(zhì)量管理方法。其次,介紹了變電站工程概念,特點(diǎn)及其工程施工質(zhì)量的形成過程,并對變電站項(xiàng)目質(zhì)量管理活動中存在的問題進(jìn)行分析總結(jié),將引起問題的原因分為人、機(jī)、物、法、環(huán)五方面。再次,針對變電站工程自身特點(diǎn),構(gòu)建了變電站工程質(zhì)量管理的管理體系框架,并以此為依據(jù)建立變電站項(xiàng)目施工質(zhì)量管理組織,明確工作權(quán)責(zé)并細(xì)化施工質(zhì)量管理流程,在此基礎(chǔ)上,針對歸納出的人、機(jī)、物、法、環(huán)等因素針對性提出施工質(zhì)量影響因素管理方法。最后,本文以淄博某220kV變電站工程為案例進(jìn)行實(shí)例分析,在變電站工程建設(shè)過程中,通過對該項(xiàng)目施工特點(diǎn)、難點(diǎn)進(jìn)行分析并按照前文歸納出的方法改進(jìn)該項(xiàng)目的施工質(zhì)量管理措施。
[Abstract]:The electric power industry is the foundation of the national economy development. The quality of the electric power construction project will not only affect the investment benefit of the project, but also directly affect the safety of the power grid operation and the healthy development of the national economy. Substation is the hub of transmission and distribution, which plays an important role in the power system. Its construction quality and technology level are directly related to the quality of power network development, the economic benefits of power supply enterprises and the safety of users. Substation engineering has the characteristics of capital intensive, technology intensive, resource intensive, cross construction, etc. In the process of its quality formation, there are many influencing factors and uncontrollable factors, and the construction quality management of the project is complex. It is difficult to guarantee the construction quality of substation construction project, which may cause huge loss of economic and social benefits. Therefore, this paper takes the construction quality management of substation engineering as the research object, through the research on the problems and their causes in the construction process of the project, puts forward the concrete improvement measures to the factors that affect the construction quality of the project. In order to provide an effective method for construction quality management of substation project. First of all, the literature about quality management of electric power construction project at home and abroad is consulted in this paper, and the research status at home and abroad is analyzed. Then, the concept and connotation of quality management and engineering quality management are introduced, and the contents of engineering quality management and the main methods of engineering quality management are introduced in detail. Secondly, the concept and characteristics of substation project and the forming process of construction quality are introduced, and the problems existing in the quality management of substation project are analyzed and summarized. The causes of the problems are divided into human, machine, material, method, etc. There are five aspects of the ring. Thirdly, according to the characteristics of substation project, the management system framework of substation project quality management is constructed, and based on this, the construction quality management organization of substation project is established, and the work authority and responsibility are defined and the construction quality management process is refined. On this basis, the management method of factors affecting construction quality is put forward aiming at the factors of human, machine, object, law, ring and so on. Finally, this paper takes a 220kV substation project in Zibo as an example to analyze the construction characteristics of the project. The difficulties are analyzed and the construction quality management measures of the project are improved according to the methods summarized above.
