蘇南現(xiàn)代化電網(wǎng)評價(jià)指標(biāo)體系的研究及應(yīng)用

【摘要】:電網(wǎng)是電力系統(tǒng)的重要組成部分,直接面向電力用戶,是承上啟下的關(guān)鍵環(huán)節(jié),是改善民生的重要基礎(chǔ)設(shè)施。近年來國網(wǎng)每年要求對各地市電網(wǎng)進(jìn)行滾動(dòng)規(guī)劃修編工作,且從相關(guān)方法論高度重新認(rèn)識(shí)電網(wǎng),量化評價(jià)電網(wǎng)規(guī)劃方案的優(yōu)劣。由于傳統(tǒng)規(guī)劃普遍缺少對規(guī)劃后的電網(wǎng)進(jìn)行系統(tǒng)的評價(jià),為此,迫切需要研究評價(jià)現(xiàn)有電網(wǎng)的關(guān)鍵指標(biāo)與支撐性指標(biāo)以及之間的量化關(guān)系,科學(xué)合理的制定電網(wǎng)規(guī)劃評價(jià)方法。本文通過研究當(dāng)前影響江蘇電網(wǎng)正常穩(wěn)定運(yùn)行的關(guān)鍵性因素以及相關(guān)支撐性因素,從安全性、可靠性、經(jīng)濟(jì)性、優(yōu)質(zhì)性、智能性等五個(gè)方面展開深入的研究和分析,根據(jù)分析結(jié)果選擇合適的指標(biāo),建立了一套可以對配電網(wǎng)電力專業(yè)現(xiàn)狀或未來規(guī)劃進(jìn)行合理評估的指標(biāo)體系。接下來按照模糊綜合評價(jià)法的分析步驟,并結(jié)合德爾菲法(專家法)和層次分析法等分析方法,對整個(gè)指標(biāo)體系進(jìn)行深入梳理,通過對指標(biāo)重要性進(jìn)行分級和權(quán)重的設(shè)定,最終得到一套完整、可量化的電網(wǎng)診斷分析的評價(jià)標(biāo)準(zhǔn),用于指導(dǎo)規(guī)劃工作。最后,根據(jù)研究分析的成果結(jié)論,選取南京電網(wǎng)模型作為規(guī)劃案例進(jìn)行實(shí)例論證,通過與北京、上海等先進(jìn)城市進(jìn)行橫向比較,尋找差距,并對規(guī)劃項(xiàng)目實(shí)施之后的電網(wǎng)進(jìn)行評估分析,進(jìn)一步說明和驗(yàn)證研究成果的科學(xué)合理性和可行性。根據(jù)驗(yàn)證結(jié)果,至2030年,南京電網(wǎng)的評分將由81.08提高到97.71分,滿足預(yù)期目標(biāo),將全面建成蘇南現(xiàn)代化電網(wǎng)。
[Abstract]:Power grid is an important part of power system, which is directly oriented to power users, is the key link between the preceding and the following, and is an important infrastructure to improve people's livelihood. In recent years, the national network needs to carry on the rolling planning and compilation work to each city power network every year, and reconsiders the grid from the related methodology height, quantificationally evaluates the power network plan superiority and inferiority. Due to the general lack of systematic evaluation of the planned power network in traditional planning, it is urgent to study the quantitative relationship between the key indicators and the supporting indexes of the existing power network and to formulate a scientific and reasonable evaluation method for the power network planning. By studying the key factors and related supporting factors that affect the normal and stable operation of Jiangsu power grid at present, this paper carries out in-depth research and analysis from five aspects: safety, reliability, economy, quality, intelligence, etc. According to the analysis results, a set of index system is established which can be used to evaluate the current situation or future planning of power distribution network. Then, according to the analysis steps of fuzzy comprehensive evaluation method, combined with Delphi method (expert method) and Analytic hierarchy process (AHP), the whole index system is thoroughly combed out, and the importance of the index is classified and the weight is set. Finally, a set of complete and quantifiable evaluation criteria for power network diagnosis and analysis are obtained, which can be used to guide the planning work. Finally, according to the results of the research and analysis, the Nanjing power grid model is selected as a planning case for demonstration, through horizontal comparison with Beijing, Shanghai and other advanced cities, to find the gap. The evaluation and analysis of the power grid after the implementation of the planning project are carried out to further explain and verify the scientific rationality and feasibility of the research results. According to the verification results, by 2030, the score of Nanjing Power Grid will be raised from 81.08 to 97.71, which will meet the expected goal and build the modern power grid in southern Jiangsu.
