輸變電項(xiàng)目后評(píng)價(jià)指標(biāo)體系及模型構(gòu)建研究

【摘要】:“經(jīng)濟(jì)發(fā)展,電力先行”,體現(xiàn)出電力行業(yè)對(duì)社會(huì)發(fā)展的重要性,提供安全、經(jīng)濟(jì)、清潔、可持續(xù)的電力供應(yīng),是電網(wǎng)公司做出的最好保證,滿足國(guó)家各行各業(yè)的發(fā)展、保障了居民的生活。現(xiàn)階段,我國(guó)的電網(wǎng)建設(shè)的投資總額逐步增大,即輸變電工程項(xiàng)目批復(fù)數(shù)量逐步增多。但輸變電項(xiàng)目從可研、立項(xiàng)、施工階段、竣工驗(yàn)收、運(yùn)行的全過程,缺乏全過程管理總體評(píng)價(jià)管控。輸變電項(xiàng)目后評(píng)價(jià)是項(xiàng)目周期管理中極其關(guān)鍵的一環(huán),后評(píng)價(jià)工作將客觀、系統(tǒng)的對(duì)投運(yùn)的輸變電項(xiàng)目開展分析評(píng)價(jià),分析項(xiàng)目的實(shí)際成果與預(yù)期目標(biāo)的差異,歸納出項(xiàng)目施工過程的薄弱環(huán)節(jié),并提出相應(yīng)的意見,從而為后續(xù)的輸變電項(xiàng)目的實(shí)施提供決策性的建議,從而提高電網(wǎng)建設(shè)項(xiàng)目的整體投資效益。實(shí)施輸變電項(xiàng)目后評(píng)價(jià)不僅滿足電網(wǎng)企業(yè)的需求,還滿足電網(wǎng)健康發(fā)展的要求。通過后評(píng)價(jià)工作,能提升電網(wǎng)發(fā)展的速度,優(yōu)化電網(wǎng)結(jié)構(gòu),提高供電可靠性,降低電網(wǎng)運(yùn)行成本,最終提高國(guó)家的整體投資收益率。本論文以項(xiàng)目后評(píng)價(jià)為出發(fā)點(diǎn),以項(xiàng)目后評(píng)價(jià)理論為基礎(chǔ),以模糊層次分析法和灰色關(guān)聯(lián)度分析法為主要手段,并結(jié)合輸變電項(xiàng)目的特征,著重說明輸變電項(xiàng)目后評(píng)價(jià)的內(nèi)容及其目的。按照項(xiàng)目的前期資料,敘述國(guó)內(nèi)外對(duì)項(xiàng)目后評(píng)價(jià)工作的研究成果,簡(jiǎn)要介紹項(xiàng)目后評(píng)價(jià)工作的相關(guān)理論,主要包含開展項(xiàng)目后評(píng)價(jià)工作的研究意義、開展方法、構(gòu)建思路、后評(píng)價(jià)目標(biāo)、后評(píng)價(jià)內(nèi)容。按照后評(píng)價(jià)步驟,構(gòu)建應(yīng)用性強(qiáng)、合理性高的輸變電項(xiàng)目后評(píng)價(jià)指標(biāo)體系及評(píng)價(jià)模型,并給出評(píng)價(jià)標(biāo)準(zhǔn)。最后以110kV九龍輸變電項(xiàng)目為實(shí)證開展分析,首先對(duì)110kV九龍輸變電項(xiàng)目的情況進(jìn)行總體敘述,對(duì)項(xiàng)目的設(shè)計(jì)規(guī)模、建設(shè)情況、運(yùn)行情況進(jìn)行簡(jiǎn)要說明。然后根據(jù)構(gòu)建指標(biāo)體系的原則,按照指標(biāo)構(gòu)建步驟,結(jié)合輸變電項(xiàng)目自身結(jié)構(gòu)的復(fù)雜性特點(diǎn),通過查閱大量文獻(xiàn)資料,采用分層法,將指標(biāo)體系分成多層,逐層細(xì)化總目標(biāo),并結(jié)合專家意見和輸變電項(xiàng)目的特點(diǎn),初步確定了原始評(píng)價(jià)指標(biāo),在保證后評(píng)價(jià)初始指標(biāo)體系的全面性的同時(shí),解決指標(biāo)的局限性、重疊性、代表性差等問題,采用灰色關(guān)聯(lián)分析法對(duì)輸變電項(xiàng)目后評(píng)價(jià)開展指標(biāo)篩選,得到輸變電項(xiàng)目后評(píng)價(jià)最終指標(biāo)。對(duì)確定的10項(xiàng)一級(jí)指標(biāo)、30個(gè)二級(jí)指標(biāo),按照模糊層次分析法的操作步驟,兩兩比較各指標(biāo)要素,得到判斷矩陣與相應(yīng)的權(quán)重值,并逐項(xiàng)對(duì)分目標(biāo)層中的四個(gè)階段開展后評(píng)價(jià)工作,最終形成110kV九龍輸變電項(xiàng)目的總體后評(píng)價(jià)結(jié)果。通過案例的實(shí)施,驗(yàn)證論文所構(gòu)建的指標(biāo)體系及其模型的科學(xué)性、實(shí)用性,從而豐富了輸變電項(xiàng)目后評(píng)價(jià)的相關(guān)理論,為輸變電項(xiàng)目后評(píng)價(jià)體系的深入研究提供有意的參考,進(jìn)一步提升供電企業(yè)管理水平和經(jīng)濟(jì)收益,為后續(xù)的輸變電項(xiàng)目的實(shí)施提供決策性的建議和借鑒。
[Abstract]:"Economic development, electric power first" reflects the importance of the power industry to social development. Providing safe, economic, clean and sustainable power supply is the best guarantee made by power grid companies to meet the development of various industries in the country. The life of the residents is safeguarded. At present, the total investment in power grid construction in China is gradually increasing, that is, the number of approval for transmission and transformation projects is gradually increasing. However, the whole process of power transmission and transformation project from research, project establishment, construction stage, completion acceptance, operation, lack of overall evaluation and control of the whole process management. Post evaluation of transmission and transformation projects is an extremely critical part in project cycle management. The post evaluation work will be objective, systematic analysis and evaluation of the transmission and transformation projects in operation, and analysis of the differences between the actual results of the projects and the expected objectives. The weak links in the construction process of the project are summarized and the corresponding opinions are put forward so as to provide decision-making suggestions for the implementation of the subsequent power transmission and transformation projects and thus to improve the overall investment benefit of the power grid construction projects. The post-evaluation of transmission and transformation projects not only meets the needs of power grid enterprises, but also meets the requirements of the healthy development of power grid. Through the post evaluation work, it can improve the speed of power grid development, optimize the power network structure, improve the reliability of power supply, reduce the operation cost of the power network, and finally raise the overall investment return rate of the country. This paper takes post-project evaluation as the starting point, based on the theory of post-project evaluation, takes fuzzy analytic hierarchy process and grey correlation analysis as the main means, and combines the characteristics of transmission and transformation projects. The content and purpose of post-evaluation of transmission and transformation project are emphasized. According to the preliminary data of the project, this paper narrates the research results of the post-evaluation work at home and abroad, briefly introduces the relevant theories of the post-evaluation work of the project, mainly includes the research significance, the method and the train of thought of carrying out the post-evaluation work of the project. Post-evaluation objective, post-evaluation content. According to the post-evaluation steps, a post-evaluation index system and evaluation model for power transmission and transformation projects with strong application and high rationality are constructed, and the evaluation criteria are given. Finally, taking the 110kV Jiulong transmission and transformation project as an empirical analysis, the paper first describes the overall situation of the 110kV Kowloon transmission and transformation project, and briefly explains the design scale, construction situation and operation of the project. Then according to the principle of constructing index system, according to the steps of index construction, combined with the complexity of transmission and transformation project structure, through consulting a lot of literature and adopting stratification method, the index system is divided into multiple layers, and the overall goal is refined layer by layer. Combined with the expert opinion and the characteristics of the transmission and transformation projects, the original evaluation indexes are preliminarily determined. While ensuring the comprehensiveness of the initial index system of post-evaluation, the problems of limitation, overlap and poor representativeness of the indicators are solved. The final indexes of post evaluation of transmission and transformation projects are obtained by using grey relational analysis method to carry out index screening for post evaluation of transmission and transformation projects. According to the operation steps of Fuzzy Analytic hierarchy process (FAHP), the 10 primary indexes and 30 secondary indexes are determined and the index elements are compared, and the judgment matrix and the corresponding weight values are obtained. The post-evaluation work is carried out one by one in four stages of the target layer, and the overall post-evaluation results of the 110kV Jiulong Power Transmission and Transformation Project are finally formed. Through the implementation of the case, the paper verifies the scientific nature and practicability of the index system and its model, which enriches the relevant theories of post-evaluation of transmission and transformation projects, and provides an interesting reference for the in-depth study of post-evaluation system of transmission and transformation projects. Further improve the power supply enterprise management level and economic benefits, for the subsequent implementation of transmission and transformation projects to provide decision-making advice and reference.
