阜新桃李220kV輸變電工程項(xiàng)目綜合效益評(píng)價(jià)研究

【摘要】:隨著我國(guó)科學(xué)技術(shù)和社會(huì)主義現(xiàn)代化建設(shè)的發(fā)展,中國(guó)電力產(chǎn)業(yè)的發(fā)展取得了輝煌的成果,己成為促進(jìn)經(jīng)濟(jì)發(fā)展的重要保證。火電企業(yè)既是促進(jìn)我國(guó)經(jīng)濟(jì)發(fā)展的基礎(chǔ)產(chǎn)業(yè)也是非常重要的能源行業(yè),作為基礎(chǔ)設(shè)施投資的電力行業(yè),加快發(fā)展電力基礎(chǔ)設(shè)施建設(shè),才能保證經(jīng)濟(jì)穩(wěn)步發(fā)展,在“十二五”期間,全國(guó)電力裝機(jī)容量年均增加近一億千瓦,為經(jīng)濟(jì)和社會(huì)發(fā)展提供了堅(jiān)強(qiáng)的電力支撐,但是不可否認(rèn)的事實(shí)電源建設(shè)逐漸出現(xiàn)了規(guī)模過(guò)剩的狀況,電源投資在電力行業(yè)投資中的比例呈下滑趨勢(shì),而電網(wǎng)投資比重逐年攀升。因此,輸變電工程項(xiàng)目的評(píng)價(jià)就顯得越來(lái)越重要。本文主要是對(duì)阜新桃李輸變電工程項(xiàng)目綜合效益進(jìn)行評(píng)價(jià),首先根據(jù)項(xiàng)目具體情況從經(jīng)濟(jì)性效益、社會(huì)效益、技術(shù)效益三個(gè)方面建立阜新桃李輸變電工程項(xiàng)目評(píng)價(jià)指標(biāo)體系,其中經(jīng)濟(jì)效益分析和評(píng)價(jià)主要從項(xiàng)目的盈利能力和清償能力兩方面進(jìn)行,社會(huì)效益評(píng)價(jià)主要從項(xiàng)目的社會(huì)經(jīng)濟(jì)效益和社會(huì)環(huán)境效益兩方面進(jìn)行,技術(shù)效益主要從變電站站址選擇、變電站工程設(shè)計(jì)、送電線路工程設(shè)計(jì)三方面進(jìn)行。其次,阜新桃李輸變電工程項(xiàng)目經(jīng)濟(jì)數(shù)據(jù)的計(jì)算和項(xiàng)目評(píng)價(jià)指標(biāo)的分析,根據(jù)項(xiàng)目建設(shè)的相關(guān)資料,分析項(xiàng)目的投資和資金籌措的詳細(xì)數(shù)據(jù),根據(jù)阜新市政府提供的負(fù)荷統(tǒng)計(jì)和項(xiàng)目前期的運(yùn)行數(shù)據(jù)對(duì)項(xiàng)目未來(lái)的負(fù)荷進(jìn)行預(yù)測(cè),從而進(jìn)行項(xiàng)目收入指標(biāo)的計(jì)算,根據(jù)項(xiàng)目前期的運(yùn)行數(shù)據(jù)進(jìn)行項(xiàng)目的運(yùn)營(yíng)成本指標(biāo)、現(xiàn)金流量、流動(dòng)負(fù)債等指標(biāo)的計(jì)算,然后根據(jù)項(xiàng)目的經(jīng)濟(jì)指標(biāo)和數(shù)據(jù)進(jìn)行項(xiàng)目的經(jīng)濟(jì)效益分析,根據(jù)相關(guān)統(tǒng)計(jì)資料對(duì)項(xiàng)目建設(shè)和運(yùn)營(yíng)帶來(lái)的社會(huì)效益進(jìn)行分析。最后,為阜新桃李輸變電工程項(xiàng)目的綜合效益評(píng)價(jià),根據(jù)項(xiàng)目的的特點(diǎn)選擇灰色層次評(píng)價(jià)模型進(jìn)行綜合評(píng)價(jià),根據(jù)AHP法確定指標(biāo)權(quán)重,運(yùn)用灰色層次評(píng)價(jià)法進(jìn)行多層次灰色評(píng)價(jià)模型綜合評(píng)價(jià)。
[Abstract]:With the development of China's science and technology and socialist modernization, the development of China's electric power industry has made brilliant achievements, and has become an important guarantee to promote economic development. Thermal power enterprises are not only the basic industries to promote the economic development of our country, but also the very important energy industries. Only by speeding up the development of power infrastructure construction, can we ensure the steady development of the economy. During the 12th Five-Year Plan period, the national electric power installed capacity increased by nearly 100 million kilowatts a year, which provided strong power support for economic and social development. However, it is undeniable that the power supply construction has gradually appeared a situation of excess scale. The proportion of power investment in power industry is declining, while the proportion of power grid investment is rising year by year. Therefore, the evaluation of transmission and transformation project becomes more and more important. This paper mainly evaluates the comprehensive benefit of Taoli transmission and transformation project in Fuxin. Firstly, according to the specific conditions of the project, the evaluation index system of Taoli transmission and transformation project in Fuxin is established from three aspects: economic benefit, social benefit and technical benefit. The analysis and evaluation of economic benefits are mainly carried out from the two aspects of the profitability and solvency of the project, and the evaluation of social benefits is mainly carried out from the two aspects of the social and economic benefits and the social environmental benefits of the projects. The technical benefits are mainly from three aspects: substation site selection, substation engineering design and transmission line engineering design. Secondly, the calculation of economic data and the analysis of project evaluation index of Fuxin Taoli Power Transmission and Transformation Project. According to the relevant data of project construction, the detailed data of project investment and fund raising are analyzed. According to the load statistics provided by Fuxin city government and the pre-project operation data, the future load of the project is forecasted, thus the project income index is calculated, and the operating cost index of the project is carried out according to the pre-project operation data. Based on the calculation of cash flow and current liabilities, the economic benefits of the project are analyzed according to the economic indicators and data of the project, and the social benefits brought about by the construction and operation of the project are analyzed according to the relevant statistical data. Finally, for the comprehensive benefit evaluation of Taoli power transmission and transformation project in Fuxin, the grey hierarchy evaluation model is selected according to the characteristics of the project, and the index weight is determined according to the AHP method. The comprehensive evaluation of multi-level grey evaluation model is carried out by using the grey hierarchy evaluation method.
