【摘要】:提出了基于有效輸電成本和全成本電價的源-網(wǎng)-荷協(xié)同規(guī)劃模式、模型與方法。首先,基于結(jié)構(gòu)化有效輸電成本辨識方法,確定了輸電投資的準許成本回收率。利用全成本電價體現(xiàn)終端負荷對電源及電網(wǎng)資源的利用程度,并通過分布式電源投資規(guī)劃體現(xiàn)對全成本電價的響應;贕arver’s 6節(jié)點系統(tǒng)的算例分析表明,所提出的基于全成本電價的源-網(wǎng)-荷協(xié)同規(guī)劃模式能夠充分體現(xiàn)終端負荷對電源、電網(wǎng)資源的利用程度,在節(jié)約自身用電成本的同時提升了電網(wǎng)投資的高效性、有序性、公平性,體現(xiàn)了激勵相容的原理,實現(xiàn)了電力資源優(yōu)化配置的目標。
[Abstract]:This paper presents a source-net-load cooperative programming model, model and method based on effective transmission cost and full cost price.Firstly, based on the structural effective cost identification method, the allowable cost recovery rate of transmission investment is determined.The full cost electricity price is used to reflect the utilization of the terminal load to the power supply and power grid resources, and the response to the full cost electricity price is reflected through the investment planning of the distributed power supply.The example analysis based on Garver's 6-bus system shows that the proposed source-net-load cooperative planning model based on full cost electricity price can fully reflect the utilization of power supply and power grid resources by terminal load.At the same time, it improves the efficiency, order and fairness of power grid investment, embodies the principle of incentive compatibility, and realizes the goal of optimal allocation of power resources.
