【摘要】:智能配電網(wǎng)是以配電網(wǎng)高級(jí)自動(dòng)化技術(shù)為基礎(chǔ),利用高度信息化和自動(dòng)化的電氣設(shè)備,例如開(kāi)關(guān)設(shè)備和配電終端設(shè)備,組成擁有“自愈”功能的配電網(wǎng)。對(duì)于智能電網(wǎng)形態(tài)和功能的認(rèn)識(shí)隨著信息和科技的發(fā)展逐漸發(fā)生著改變。因此,必須針對(duì)智能電網(wǎng)建設(shè)提出適應(yīng)性評(píng)價(jià)體系,通過(guò)通過(guò)智能配電網(wǎng)的建設(shè)標(biāo)準(zhǔn)適應(yīng)性評(píng)價(jià)體系,客觀評(píng)價(jià)智能電網(wǎng)建設(shè)存在的優(yōu)勢(shì)和劣勢(shì),為智能配電網(wǎng)的規(guī)劃和發(fā)展提供方向指導(dǎo)。由于智能配電網(wǎng)的發(fā)展尚未成熟,針對(duì)其設(shè)計(jì)的智能配電網(wǎng)標(biāo)準(zhǔn)適應(yīng)性評(píng)價(jià)體系研究微乎其微。本文在認(rèn)真研究國(guó)內(nèi)外現(xiàn)有標(biāo)準(zhǔn)適應(yīng)性評(píng)價(jià)體系基礎(chǔ)上、吸取各行各業(yè)的適應(yīng)性評(píng)價(jià)體系研究經(jīng)驗(yàn),得出了智能配電網(wǎng)建設(shè)標(biāo)準(zhǔn)的適應(yīng)性評(píng)價(jià)體系模型。我國(guó)的配電網(wǎng)建設(shè)的技術(shù)標(biāo)準(zhǔn)不僅數(shù)量較多,而且涵蓋了電力電纜、配電線路及設(shè)備、配電自動(dòng)化、配網(wǎng)帶電作業(yè)、配網(wǎng)狀態(tài)檢修的各個(gè)方面,綜合性強(qiáng),同時(shí)標(biāo)準(zhǔn)之間存在著相互約束、相互協(xié)調(diào)配合等復(fù)雜的關(guān)系,在這個(gè)背景下,本文首先梳理了國(guó)內(nèi)外配電網(wǎng)建設(shè)標(biāo)準(zhǔn)現(xiàn)狀,提出了智能配電網(wǎng)技術(shù)標(biāo)準(zhǔn)新需求,介紹了幾種常用的綜合評(píng)價(jià)分析方法及其優(yōu)缺點(diǎn)。在此基礎(chǔ)上,選用專(zhuān)家打分法和層次分析法,給出模型建立的原則、標(biāo)準(zhǔn)及具體內(nèi)涵,綜合分析得出適合我國(guó)智能配電網(wǎng)建設(shè)標(biāo)準(zhǔn)的適應(yīng)性評(píng)價(jià)體系。對(duì)現(xiàn)有的建設(shè)規(guī)范進(jìn)行了具體詳細(xì)的實(shí)證分析,并對(duì)其余廣泛應(yīng)用的建設(shè)標(biāo)準(zhǔn)進(jìn)行適應(yīng)性評(píng)價(jià)分析,得出了一些具有指導(dǎo)意義的結(jié)論。
[Abstract]:Smart distribution network is based on the advanced automation technology of distribution network, using highly information and automation electrical equipment, such as switchgear and distribution terminal equipment. The form and function of smart grid are changing with the development of information and technology. Therefore, the adaptive evaluation system must be put forward for the construction of smart grid. Through the standard adaptability evaluation system of smart distribution network construction, the advantages and disadvantages of smart grid construction are evaluated objectively. It provides direction guidance for the planning and development of smart distribution network, because the development of smart distribution network is not mature. The research on the intelligent distribution network standard adaptability evaluation system is very little. This paper studies the existing standard adaptability evaluation system at home and abroad. Based on the research experience of adaptability evaluation system in various industries, the adaptive evaluation system model of smart distribution network construction standard is obtained. There are not only a large number of technical standards for distribution network construction in China. And it covers all aspects of power cable, distribution line and equipment, distribution automation, distribution network live operation, distribution network condition maintenance, strong comprehensiveness, and there are mutual constraints between standards. Under this background, this paper firstly combs the status quo of distribution network construction standards at home and abroad, and puts forward the new requirements of smart distribution network technical standards. This paper introduces several common comprehensive evaluation and analysis methods and their merits and demerits. On the basis of this, the expert scoring method and the analytic hierarchy process are selected, and the principles, standards and specific connotations of the model establishment are given. Comprehensive analysis of the smart distribution network construction standards suitable for the adaptability of the evaluation system. The existing construction norms of the specific and detailed empirical analysis. The adaptability evaluation analysis of other widely used construction standards is carried out, and some instructive conclusions are obtained.
