街景影像在道路環(huán)境整治中的應(yīng)用研究

【摘要】:道路環(huán)境整治是城市綜合管理工作的一項(xiàng)重點(diǎn)工作,隨著城市建設(shè)發(fā)展的加快,傳統(tǒng)的城市綜合管理方式很難適應(yīng)城市高速發(fā)展的需求。而城市信息化水平的提高,使得一種新的城市管理模式——數(shù)字城市管理應(yīng)運(yùn)而生。其中,道路養(yǎng)護(hù)和市政環(huán)境整治作為城市綜合管理的核心,作為了探討的重點(diǎn)。為了使道路養(yǎng)護(hù)數(shù)據(jù)和市政環(huán)境整治數(shù)據(jù)更好地為城市管理者提供決策支持及城市的運(yùn)行管理,通過(guò)對(duì)街景影像在道路養(yǎng)護(hù)及市政環(huán)境整治中的應(yīng)用研究,以更加直觀的方法實(shí)現(xiàn)資源的共享,顯著地提升政府部門(mén)的城市綜合管理能力。本文回顧了國(guó)內(nèi)外學(xué)者在移動(dòng)測(cè)圖系統(tǒng)方面的研究成果及應(yīng)用狀況,結(jié)合城市綜合管理的特點(diǎn)、內(nèi)容和管理需求,全面闡述通過(guò)移動(dòng)測(cè)圖系統(tǒng)獲取的街景影像在道路養(yǎng)護(hù)以及市政環(huán)境整治工作中的應(yīng)用。傳統(tǒng)的數(shù)據(jù)采集方式主要是以人工測(cè)量方式進(jìn)行,速度慢、效率低、周期長(zhǎng),而且存在很大的質(zhì)量隱患,人為因素較多,導(dǎo)致普查的數(shù)據(jù)真實(shí)情況有所偏差。移動(dòng)測(cè)圖系統(tǒng)具有快速、高效、低成本的采集的特點(diǎn),通過(guò)全球定位系統(tǒng)、攝影測(cè)量和慣性導(dǎo)航系統(tǒng)以及計(jì)算機(jī)等先進(jìn)技術(shù)的融合,可采集道路及其附屬地物的影像資料及屬性數(shù)據(jù)。本文通過(guò)分析移動(dòng)測(cè)圖系統(tǒng)的原理,分析街景影像在道路養(yǎng)護(hù)普查及市政環(huán)境整治的適用性,結(jié)合工程案例,解決了傳統(tǒng)方法的效率低、管理難度大等問(wèn)題,建立了一套基于街景影像的道路環(huán)境整治的方式方法,該方法可通過(guò)街景影像來(lái)提高道路環(huán)境整治執(zhí)法管理水平,對(duì)城市管理工作者在制定有關(guān)城市管理方面的方針、政策、法律、法規(guī)、規(guī)章、市政道路的大修計(jì)劃及環(huán)境整治工作等時(shí)就可以充分考慮到城市發(fā)展的需要。并對(duì)合理利用有關(guān)城市維護(hù)費(fèi)及城市管理專(zhuān)項(xiàng)經(jīng)費(fèi),編制部分城市維護(hù)費(fèi)及城市管理專(zhuān)項(xiàng)經(jīng)費(fèi)的年度計(jì)劃,并對(duì)使用情況進(jìn)行監(jiān)督。
[Abstract]:Road environment renovation is a key work of urban comprehensive management. With the rapid development of urban construction, the traditional urban comprehensive management mode is difficult to meet the needs of urban high-speed development. And the improvement of urban information level makes a new urban management model - digital city management emerge as the times require. As the core of urban comprehensive management, protection and municipal environmental regulation is the key point. In order to make road maintenance data and municipal environmental regulation data better for urban managers to provide decision support and city operation management, the application of street view image in road maintenance and municipal administration and environment renovation is more intuitionistic. The method realizes the sharing of resources and improves the urban comprehensive management ability of the government departments. This paper reviews the research achievements and application status of the scholars at home and abroad in the mobile mapping system, and combines the characteristics of urban comprehensive management, the content and the management needs, and expounds the street view images obtained through the mobile mapping system in the road maintenance. The traditional methods of data acquisition are mainly carried out by manual measurement, such as slow speed, low efficiency and long period, and there are many hidden problems in quality and many human factors, which lead to the deviation of the real situation of the census data. The system has fast, efficient and low cost collection. Characteristics, through the integration of global positioning system, photogrammetry and inertial navigation system and computer and other advanced technologies, the image and attribute data of road and its affiliated objects can be collected. By analyzing the principle of mobile mapping system, this paper analyzes the applicability of street view in road maintenance and protection survey and municipal environment renovation. In order to solve the problems of low efficiency and difficult management of traditional methods, a set of way and method of road environment renovation based on street scene image is established. This method can improve the management level of road environment regulation through street scene image, and the policy, policy, law and law of urban management workers in the management of urban management. The requirements of urban development can be fully taken into account when the regulations, regulations, urban road overhaul plans and environmental renovation work are taken into account, and the annual plan for the rational use of urban maintenance and urban management funds, the preparation of some urban maintenance fees and special funds for urban management, and supervision of the use are also monitored.
