【摘要】：針對我國港口船舶清污協(xié)議費(fèi)的定價問題,兼顧公平與效率原則,在根據(jù)船舶在港口發(fā)生污染事故的風(fēng)險水平劃分其風(fēng)險等級的基礎(chǔ)上,運(yùn)用Shapley值的簡化公式對港口清污資源的總配置成本進(jìn)行分?jǐn)?計(jì)算得出每艘船舶每天所需分?jǐn)偟呐渲贸杀?消除了短期船舶靠泊的動態(tài)性對分?jǐn)偨Y(jié)果的影響,是制訂港口清污費(fèi)費(fèi)率征收標(biāo)準(zhǔn)的理論依據(jù)。算例分析結(jié)果表明現(xiàn)行船舶清污協(xié)議費(fèi)征收標(biāo)準(zhǔn)過高,本文計(jì)算的分?jǐn)偨Y(jié)果兼顧了公平與效率的原則,并且證明了其滿足個體理性,集體理性以及聯(lián)盟穩(wěn)定性的要求。
[Abstract]:In view of the pricing problem of pollution removal agreement fee for port ships in China, the principle of fairness and efficiency is taken into account. On the basis of the risk level of pollution accidents occurring in ports, the risk grades are classified. By using the simplified formula of Shapley value, the total allocation cost of the port cleaning resources is apportioned, and the allocation cost of each ship is calculated, which eliminates the effect of the dynamic nature of the short term ship berthing on the allocation result. It is the theoretical basis for formulating the standard of collecting port pollution fee rate. The result of example analysis shows that the current standard of collecting ship pollution agreement fee is too high. The assessed result of this paper gives consideration to the principle of fairness and efficiency, and proves that it meets the requirements of individual rationality, collective rationality and alliance stability.
