【摘要】：航標在保障海上船舶航行安全與水運經濟的發(fā)展中發(fā)揮著重要的作用。航標產品作為航標助航的專用產品,其性能和質量直接關系到航標助航效能和服務質量。航標產品質量檢測工作是航標產品質量監(jiān)督管理的重要手段和技術保證,對保證和提高航標產品的性能和質量具有重要作用。然而,目前我國尚未建立起相關的檢測制度和專業(yè)的檢測機構,航標產品檢測行業(yè)的發(fā)展落后于整個航標事業(yè)的發(fā)展,還處于起步階段,理論研究不足,制度法規(guī)滯后,管理體系、機制不完善,不但影響了我國航標產品的發(fā)展和應用,也影響了整個航標事業(yè)的發(fā)展。因此盡快開展航標主要產品檢測機制研究,構建航標產品檢測管理體系顯得十分必要。本文以我國航標產品檢測現(xiàn)狀和存在問題為背景,在分析國外航標產品檢測機構及國內相關行業(yè)或其他領域專業(yè)檢測機構管理機制及運作經驗的基礎上,充分結合當前形勢和實際情況,分析論證了建立我國航標產品檢測機制的必要性和可行性,國內首次提出建立我國航標產品檢測機制的設想,并進行了航標產品檢測機制的結構設計,希望能為我國今后建立助航產品檢測機制提供理論依據。
[Abstract]:Navigation aids play an important role in ensuring the safety of navigation and the development of waterborne economy. Its performance and quality are directly related to the effectiveness of navigation aids and the quality of service. The quality inspection of navigation aids products is an important means and technical guarantee for the quality supervision and management of navigation aids products. It plays an important role in ensuring and improving the performance and quality of navigation aids products. However, at present, China has not established relevant testing systems and professional inspection institutions, and the development of navigation aids products testing industry lags behind the development of the whole navigation aids industry. Still in its infancy, insufficient theoretical research, lagging system and regulations, imperfect management system and mechanism have not only affected the development and application of navigation aids products in China. It also affects the development of the whole navigation aids business. Therefore, it is necessary to develop the research on the inspection mechanism of the main products of navigation aids as soon as possible, and to construct the inspection management system of the navigation aids products. This paper takes the present situation and existing problems of the detection of the navigation aids products in our country as the background. On the basis of analyzing the management mechanism and operation experience of foreign inspection agencies of navigation aids products and domestic related industries or other professional inspection organizations, and fully combining the current situation and the actual situation, This paper analyzes and demonstrates the necessity and feasibility of establishing the detection mechanism of our country's navigation mark products, and puts forward for the first time the idea of establishing the inspection mechanism of our country's navigation aids products, and designs the structure of the detection mechanism of the navigation aids products. It is hoped that it can provide theoretical basis for establishing the inspection mechanism of navigation aid products in our country in the future.
