【摘要】：云南省化學(xué)工業(yè)規(guī)模正不斷壯大,隨著中緬油氣管道的建設(shè),中國(guó)石油云南1000萬(wàn)噸／年煉油項(xiàng)目完成后,石油和化學(xué)工業(yè)作為云南省新的經(jīng)濟(jì)增長(zhǎng)點(diǎn),將成為全省經(jīng)濟(jì)發(fā)展的重點(diǎn)支柱產(chǎn)業(yè)之一。由于危險(xiǎn)化學(xué)品固有的危險(xiǎn)特性,以及生產(chǎn)過(guò)程的特殊危險(xiǎn)工藝條件,容易導(dǎo)致火災(zāi)、爆炸、毒物泄漏等重大安全生產(chǎn)事故,給人民的生命、財(cái)產(chǎn)安全和生活環(huán)境構(gòu)成了重大威脅。 如何加強(qiáng)應(yīng)急管理,預(yù)防和控制潛在的重特大危險(xiǎn)化學(xué)品事故,降低或控制其造成的損失和影響,以確保危險(xiǎn)化學(xué)品的生產(chǎn)安全和社會(huì)穩(wěn)定,實(shí)現(xiàn)化工行業(yè)協(xié)調(diào)發(fā)展、可持續(xù)發(fā)展,已成為各級(jí)政府管理者日益關(guān)心和需要解決的重大問(wèn)題。 本文對(duì)云南省危險(xiǎn)化學(xué)品安全生產(chǎn)事故應(yīng)急管理中的法制建設(shè)、管理體制、運(yùn)行機(jī)制、應(yīng)急預(yù)案建設(shè)等情況進(jìn)行歸納總結(jié),通過(guò)危險(xiǎn)化學(xué)品安全生產(chǎn)事故應(yīng)急案例,分析存在的問(wèn)題和原因,在借鑒國(guó)內(nèi)外應(yīng)急管理經(jīng)驗(yàn)的同時(shí),從政府的角度,運(yùn)用危機(jī)管理理論、多中心制度理論、事故致因理論,為促進(jìn)云南省危險(xiǎn)化學(xué)品安全生產(chǎn)事故應(yīng)急管理工作,提出以下幾方面對(duì)策措施：一是強(qiáng)化政府責(zé)任,重視危機(jī)管理意識(shí)的培養(yǎng)；二是完善法規(guī)標(biāo)準(zhǔn)體系建設(shè)；三是優(yōu)化應(yīng)急管理體系,構(gòu)建多元化的危機(jī)治理主體；四是加強(qiáng)輿情管理,健全信息發(fā)布機(jī)制理平臺(tái)；五是應(yīng)用先進(jìn)科技及管理手段,完善綜合應(yīng)急管理平臺(tái)；六是完善應(yīng)急預(yù)案體系；七是夯實(shí)基礎(chǔ),建設(shè)云南省危險(xiǎn)化學(xué)品應(yīng)急救援基地。
[Abstract]:The scale of Yunnan's chemical industry is growing. With the construction of the Sino-Myanmar oil and gas pipeline, after the completion of the 10 million ton / year refining project of PetroChina Yunnan, the petroleum and chemical industry has become a new economic growth point in Yunnan Province. Will become one of the key pillar industries of the province's economic development. Due to the inherent dangerous characteristics of dangerous chemicals and the special hazardous technological conditions of the production process, it is easy to cause serious safety accidents in production, such as fire, explosion, poison leakage and so on, to give people's lives, The security of property and the living environment constitute a major threat. How to strengthen emergency management, prevent and control potential serious and serious chemical accidents, reduce or control their losses and impacts, so as to ensure the production safety and social stability of hazardous chemicals and achieve the coordinated development of the chemical industry, Sustainable development has become an important problem that government managers at all levels pay more and more attention to and need to solve. This paper summarizes the legal system construction, management system, operation mechanism, emergency plan construction and so on in emergency management of hazardous chemicals safety production accidents in Yunnan Province, and through the emergency cases of safety production accidents of dangerous chemicals, Analyzing the existing problems and reasons, using the theory of crisis management, the theory of multi-center system and the theory of accident cause from the angle of government, while drawing lessons from the experience of emergency management at home and abroad. In order to promote the emergency management of hazardous chemicals safety accidents in Yunnan Province, the following countermeasures are put forward: first, strengthening the responsibility of the government and paying attention to the cultivation of crisis management consciousness; The second is to improve the system of regulations and standards, the third is to optimize the emergency management system, to build a diversified crisis governance main body, the fourth is to strengthen public opinion management, improve the information release mechanism platform; Five is to apply advanced science and technology and management means to improve the comprehensive emergency management platform; sixth, to improve the emergency plan system; seventh, to consolidate the foundation and build the emergency rescue base of hazardous chemicals in Yunnan Province.
