【摘要】：隨著社會發(fā)展和人民生活水平質(zhì)量的提高，特種設(shè)備在生產(chǎn)科技發(fā)展和人們?nèi)粘Ｉ钪邪缪菡哂鷣碛匾慕巧�。特種設(shè)備涉及生命安全，且危險(xiǎn)性較大，一旦發(fā)生事故便可能造成人員死傷和財(cái)產(chǎn)損失的嚴(yán)重事故，更有可能造成社會大眾的恐慌。我國特種設(shè)備的數(shù)量隨著社會和經(jīng)濟(jì)的發(fā)展，其數(shù)量日益增加，另外特種設(shè)備日趨向大型化、高參數(shù)、高風(fēng)險(xiǎn)的方向發(fā)展，檢測人員對特種設(shè)備的人均檢驗(yàn)量也不斷增長，其工作壓力日益增加，因此，確保特種設(shè)備安全運(yùn)行，做好重大隱患的排查治理，對于保證經(jīng)濟(jì)穩(wěn)定發(fā)展、人們正常生活，預(yù)防重特大事故的發(fā)生有著非常重要的意義。 由于我國針對特種設(shè)備并未有明確的特種設(shè)備重大隱患的定義。因此為全面系統(tǒng)地對重大隱患進(jìn)行治理，本文按照“是什么”→“為什么”→“怎么做”的流程順序?qū)μ胤N設(shè)備重大隱患進(jìn)行研究，即研究特種設(shè)備重大隱患的定義、特種設(shè)備重大隱患的認(rèn)定以及特種設(shè)備重大隱患的監(jiān)管。 針對特種設(shè)備重大隱患的定義研究，本文通過分析我國政府機(jī)構(gòu)對重大隱患定義和國內(nèi)其他行業(yè)對重大隱患定義，同時(shí)結(jié)合我國特種設(shè)備作業(yè)特點(diǎn)，最終確定特種設(shè)備重大隱患的定義模型，并確定了特種設(shè)備的科學(xué)定義。 針對特種設(shè)備重大隱患的認(rèn)定，本文本著從現(xiàn)實(shí)出發(fā)，基于風(fēng)險(xiǎn)的思路，根據(jù)定義模型對重大隱患進(jìn)行認(rèn)定。應(yīng)用事故統(tǒng)計(jì)分析法、事故致因理論規(guī)律指向法、法律法規(guī)沉淀法得到特種設(shè)備關(guān)鍵隱患。同時(shí)考慮到特種設(shè)備的特點(diǎn)，即其危險(xiǎn)性隨著設(shè)備類型的不同、使用人群的差異而不同，本文建立了“三維兩步走”的特種設(shè)備分級認(rèn)定模型，即從特種設(shè)備關(guān)鍵隱患的重要程度、設(shè)備的固有風(fēng)險(xiǎn)高低和受影響人群的敏感程度的不同三個方面特種設(shè)備重大隱患進(jìn)行分級認(rèn)定。根據(jù)確定的重大隱患的認(rèn)定模型，本文制定了特種設(shè)備重大隱患認(rèn)定辦法。 即使我國已經(jīng)出臺了一系列的特種設(shè)備安全監(jiān)察機(jī)制，但是現(xiàn)實(shí)中對特種設(shè)備的安全監(jiān)察仍然略顯捉襟見肘。為了完善我國特種設(shè)備安全監(jiān)察，，本文通過分析國外發(fā)達(dá)國家的安全監(jiān)察方法，應(yīng)用國外借鑒法，對我國的特種設(shè)備安全監(jiān)察提出完善建議。
[Abstract]:With the development of society and the improvement of people's living standard, special equipment plays an increasingly important role in the development of production technology and people's daily life. The special equipment involves the life safety, and the danger is great. Once the accident occurs, it may cause the death and injury of the personnel and the serious accident of the property loss, and it may cause the panic of the general public. With the development of society and economy, the number of special equipment in our country is increasing day by day. In addition, the day of special equipment tends to develop in the direction of large scale, high parameter and high risk. The working pressure is increasing day by day, therefore, it is very important to ensure the safe operation of special equipment and to do a good job in the investigation and treatment of major hidden dangers to ensure the stable development of economy, people's normal life and prevent the occurrence of serious and serious accidents. Because our country does not have a clear definition of the major hidden dangers of special equipment for special equipment. Therefore, in order to deal with the major hidden dangers in a comprehensive and systematic way, this paper studies the major hidden dangers of special equipment according to the process sequence of "what is" and "why" and "how to do", that is, to study the definition of major hidden dangers of special equipment. The identification of major hidden dangers of special equipment and the supervision of major hidden dangers of special equipment. Based on the research of the definition of major hidden trouble of special equipment, this paper analyzes the definition of major hidden danger by government agencies and other industries in China, and combines the characteristics of special equipment operation in our country. Finally, the definition model of major hidden trouble of special equipment is determined, and the scientific definition of special equipment is determined. In view of the identification of major hidden trouble of special equipment, this paper, based on the idea of risk and reality, identifies the major hidden danger according to the definition model. The key hidden dangers of special equipment are obtained by means of accident statistical analysis, the method of pointing out the theoretical law of accident cause, and the method of law and regulation precipitation. At the same time, considering the characteristics of special equipment, that is, its danger varies with the type of equipment and the different people using it, this paper establishes a "three-dimensional two-step" model of classification and recognition of special equipment. That is, from three aspects of the importance of the key hidden dangers of special equipment, the inherent risks of the equipment and the sensitivity of the affected people, the major hidden dangers of special equipment are classified and identified. According to the identified model of the major hidden trouble, this paper formulates the method of identifying the major hidden danger of the special equipment. Even though China has introduced a series of special equipment safety supervision mechanism, but in reality, the safety supervision of special equipment is still a little overstretched. In order to improve the safety supervision of the special equipment in our country, this paper, by analyzing the safety supervision methods of the developed countries and applying the foreign reference method, puts forward some suggestions for the safety supervision of the special equipment in our country.
