大連新港附近水域碼頭船舶污染風(fēng)險(xiǎn)評(píng)估與應(yīng)對(duì)處理研究

【摘要】:本文通過(guò)對(duì)大連新港附近水域碼頭及船舶進(jìn)行污染風(fēng)險(xiǎn)分析,針對(duì)該區(qū)域提出了減少污染損害的方法對(duì)策,完善了今后大連新港的監(jiān)管安全及應(yīng)對(duì)污染工作中需要強(qiáng)化的工作環(huán)節(jié)及內(nèi)容。本文研究分析了大連新港海域的基本情況,包括:自然環(huán)境、社會(huì)經(jīng)濟(jì)現(xiàn)狀、生態(tài)環(huán)境概況,泄漏LNG及溢油在水面的行為和歸宿、LNG貨品的特性和危害,并對(duì)歷年事故情況進(jìn)行分類統(tǒng)計(jì),運(yùn)用相關(guān)條例的建議方法進(jìn)行事故頻率分析以及泄漏量預(yù)測(cè);通過(guò)軟件模擬進(jìn)行污染后果分析,分析污染可能對(duì)大氣及海洋造成的危害。從環(huán)境和人為等諸多因素展開(kāi)污染風(fēng)險(xiǎn)分析,再?gòu)娘L(fēng)險(xiǎn)識(shí)別、污染應(yīng)急預(yù)案、防污資源和隊(duì)伍建設(shè)等方面提出了大連新港中石油大連LNG碼頭污染事故防治措施和對(duì)策。 本文對(duì)于提升大連新港應(yīng)急反應(yīng)能力,完善大連周邊海域事故應(yīng)急預(yù)案將發(fā)揮重大作用,也能對(duì)相似類型碼頭提供借鑒,并能夠?yàn)楹J鹿芾頇C(jī)構(gòu)所參考應(yīng)用。 論文的第一部分簡(jiǎn)要闡述了文章研究背景及其目的和意義,并簡(jiǎn)要介紹了風(fēng)險(xiǎn)評(píng)價(jià)領(lǐng)域在國(guó)內(nèi)外的研究進(jìn)展。第二部分詳細(xì)介紹了大連新港附近水域的基本情況,包括大連新港的自然條件、通航條件、生態(tài)環(huán)境概況、環(huán)境敏感資源和環(huán)境保護(hù)目標(biāo)以及安全環(huán)保設(shè)施與防污染措施。第三部分主要分析研究了環(huán)境風(fēng)險(xiǎn)評(píng)價(jià)研究的基本概念及相關(guān)內(nèi)容研究現(xiàn)狀,并總結(jié)歸納出風(fēng)險(xiǎn)評(píng)價(jià)的步驟與流程。第四部分針對(duì)大連新港附近水域進(jìn)行風(fēng)險(xiǎn)識(shí)別、源項(xiàng)分析并運(yùn)用相關(guān)軟件進(jìn)行風(fēng)險(xiǎn)影響預(yù)測(cè)。第五部分針對(duì)中石油大連LNG碼頭的應(yīng)急能力進(jìn)行了分析,包括應(yīng)急預(yù)案及應(yīng)急資源的探討。第六部分分析了風(fēng)險(xiǎn)因素并針對(duì)風(fēng)險(xiǎn)因素提出相應(yīng)的防治對(duì)策。論文的最后章節(jié)對(duì)全文進(jìn)行了總結(jié)論述,并探討和展望了相關(guān)領(lǐng)域未來(lái)的研究發(fā)展方向。
[Abstract]:Based on the pollution risk analysis of the dock and ship near Dalian Newport, this paper puts forward some countermeasures to reduce the pollution damage in this area. This paper studies and analyzes the basic situation of Dalian Xingang sea area, including the natural environment, the present social and economic situation, and the ecological environment. The behavior of leaking LNG and oil spills on water surface and the characteristics and hazards of LNG products are analyzed. The accident frequency analysis and leakage volume prediction are carried out by using the suggested methods of relevant regulations. Through the analysis of pollution consequences through software simulation, the possible harm of pollution to the atmosphere and ocean is analyzed. The pollution risk analysis is carried out from many factors, such as environment and human beings, and then the risk identification and pollution emergency plan are carried out. The pollution prevention measures and countermeasures for pollution accidents of Dalian LNG wharf in Dalian New Port are put forward in the aspects of pollution prevention resources and team construction. This paper will play an important role in improving the emergency response capacity of Dalian Newport and perfecting the emergency plan of Dalian surrounding sea area. It can also provide reference for similar types of wharves and can be used for reference by maritime management agencies. The first part of the paper briefly describes the background, purpose and significance of the paper, and briefly introduces the research progress in the field of risk assessment at home and abroad. The second part introduces the basic situation of the waters near Dalian Newport in detail. Including the natural conditions, navigational conditions and ecological environment of Dalian Newport, Environmental sensitive resources and environmental protection objectives, safety and environmental protection facilities and pollution prevention measures. The third part mainly analyzes the basic concepts of environmental risk assessment research and research status of related content. And summarizes the steps and procedures of risk assessment. 4th part of risk identification for the waters near Dalian Newport, Analysis of source items and use of related software for risk impact prediction. 5th part of the analysis of the emergency response capacity of PetroChina Dalian LNG terminal, The 6th part analyzes the risk factors and puts forward the corresponding countermeasures against the risk factors. The last chapter of the paper summarizes and discusses the full text. The future research direction of related fields is discussed and prospected.
