【摘要】：隨著世界經(jīng)濟(jì)的不斷發(fā)展與變化,海洋已漸漸成為繼陸地以外人類賴以發(fā)展的戰(zhàn)略基地,海上經(jīng)濟(jì)的發(fā)展逐漸成為世界經(jīng)濟(jì)發(fā)展的重中之重。航運(yùn)業(yè),作為海上經(jīng)濟(jì)的重要手段,它的迅猛發(fā)展為人類社會(huì)的發(fā)展起到了重要作用。但是,航運(yùn)過程中船舶造成的溢油污染事故對(duì)海洋環(huán)境提出了挑戰(zhàn),也成為了世界關(guān)注的問題。為保護(hù)海洋環(huán)境和實(shí)現(xiàn)社會(huì)經(jīng)濟(jì)可持續(xù)發(fā)展,有必要建立和完善船舶溢油應(yīng)急反應(yīng)體系。 船舶溢油污染防治,作為一類具有特色的公共物品,具有非排它性和非競(jìng)爭(zhēng)性。隨著我國(guó)海洋發(fā)展戰(zhàn)略的持續(xù)推進(jìn),如何防治船舶造成的溢油污染,保護(hù)海洋環(huán)境清潔,對(duì)我國(guó)政府的公共服務(wù)能力和社會(huì)管理能力提出了越來越高的要求。我國(guó)的海域遼闊,具有豐富的海洋資源,隨著我國(guó)經(jīng)濟(jì)的不斷發(fā)展,船舶溢油污染防治也不斷面對(duì)新的挑戰(zhàn),能有效的開展溢油污染防治工作的舉措之一是要建立完善的船舶溢油應(yīng)急反應(yīng)體系。船舶溢油污染防治工作,一方面需不斷適應(yīng)外部環(huán)境提出的新要求,另一方面還需以新的理論視角和思維方式,去不斷創(chuàng)新完善船舶溢油應(yīng)急反應(yīng)體系。 治理理論和公共服務(wù)理論,作為一種新的概念和行政管理模式,正逐漸被政府部門了解、接受和運(yùn)用。本文運(yùn)用治理和新公共服務(wù)理論,對(duì)我國(guó)溢油應(yīng)急反應(yīng)體系進(jìn)行個(gè)案分析,同時(shí)借鑒國(guó)內(nèi)外溢油應(yīng)急反應(yīng)體系建設(shè)方面的相關(guān)經(jīng)驗(yàn),結(jié)合我國(guó)實(shí)際情況,查找體系中存在問題及其成因,并提出相應(yīng)的措施,為促進(jìn)我國(guó)的海洋環(huán)境保護(hù)和海洋經(jīng)濟(jì)可持續(xù)發(fā)展提供一定的參考。
[Abstract]:With the continuous development and change of the world economy, the ocean has gradually become the strategic base for the development of mankind beyond the land, and the development of the maritime economy has gradually become the most important part of the world economic development. As an important means of marine economy, its rapid development has played an important role in the development of human society. In order to protect the marine environment and realize the sustainable development of social economy, it is necessary to establish and perfect the emergency response system of ship oil spill. As a kind of special public goods, the prevention and control of ship oil spill pollution is non-exclusive and non-competitive. With the continuous development of marine development strategy in China, how to prevent and control the oil spill pollution caused by ships and protect the marine environment clean, The public service ability and the social management ability of our government are demanded more and more. The sea area of our country is vast and rich in marine resources. With the development of our economy, The prevention and control of ship oil spill pollution is also facing new challenges. One of the measures to effectively carry out the prevention and control of oil spill pollution is to establish a perfect ship oil spill emergency response system. On the one hand, it needs to adapt to the new requirements of external environment, on the other hand, it also needs to innovate and perfect the emergency response system of ship oil spill with new theoretical perspective and mode of thinking. Governance theory and public service theory, as a new concept and administrative mode, are gradually being understood, accepted and applied by government departments. This paper makes a case study on the oil spill emergency response system in our country. At the same time, drawing lessons from the relevant experience in the construction of the oil spill emergency response system at home and abroad, combined with the actual situation in our country, the problems existing in the system and its causes are found out, and the corresponding measures are put forward. It provides a certain reference for the marine environment protection and the sustainable development of marine economy in China.
