【摘要】：當(dāng)前，隨著我國(guó)化學(xué)工業(yè)的蓬勃發(fā)展，國(guó)內(nèi)危險(xiǎn)化學(xué)品的應(yīng)用領(lǐng)域越來(lái)越廣泛，危險(xiǎn)化學(xué)品安全生產(chǎn)成為一個(gè)越來(lái)越受關(guān)注的社會(huì)問(wèn)題。近些年來(lái)，我國(guó)雖已初步建立危險(xiǎn)化學(xué)品安全管理體系，然而危險(xiǎn)化學(xué)品安全管理的形勢(shì)依然嚴(yán)峻，危險(xiǎn)化學(xué)品領(lǐng)域的各類(lèi)事故仍時(shí)有發(fā)生，成為威脅人民群眾生命財(cái)產(chǎn)安全、影響經(jīng)濟(jì)社會(huì)可持續(xù)發(fā)展的重要因素之一。 本文運(yùn)用安全管理學(xué)的系統(tǒng)安全理論、事故致因理論以及諾斯的制度變遷理論，在研究危險(xiǎn)化學(xué)品概念、界定和分類(lèi)，分析我國(guó)危險(xiǎn)化學(xué)品安全生產(chǎn)現(xiàn)狀與形勢(shì)，并且對(duì)比國(guó)內(nèi)外危險(xiǎn)化學(xué)品安全監(jiān)管經(jīng)驗(yàn)與做法的基礎(chǔ)上，從常州的實(shí)際情況出發(fā)，通過(guò)調(diào)查常州市危險(xiǎn)化學(xué)品行業(yè)的發(fā)展環(huán)境、現(xiàn)狀與趨勢(shì)以及法制化建設(shè)情況，，進(jìn)而對(duì)當(dāng)前危險(xiǎn)化學(xué)品安全監(jiān)管面臨的困境進(jìn)行了分析，指出制約當(dāng)前監(jiān)管機(jī)制發(fā)揮作用的主要因素，體現(xiàn)在行業(yè)發(fā)展環(huán)境、安全監(jiān)管體制、安全管理基礎(chǔ)、安全監(jiān)管法制、安全發(fā)展理念等五個(gè)方面。最終提出了逐步建立危險(xiǎn)化學(xué)品安全監(jiān)管長(zhǎng)效機(jī)制的構(gòu)想，包括以區(qū)域、產(chǎn)業(yè)、法制發(fā)展機(jī)制為核心的環(huán)境建設(shè)，以縱向、橫向、外延協(xié)調(diào)機(jī)制為核心的監(jiān)管模式，以人、物、過(guò)程管理機(jī)制為核心的基礎(chǔ)建設(shè)，以事前、事中、事后動(dòng)態(tài)機(jī)制為核心的監(jiān)管方式，以政府、企業(yè)、社會(huì)共建機(jī)制為核心的文化建設(shè)等五個(gè)組成部分的對(duì)策建議，并對(duì)每一個(gè)子機(jī)制分別進(jìn)行了詳細(xì)的論述。
[Abstract]:At present, with the vigorous development of chemical industry in China, the application of hazardous chemicals is becoming more and more extensive, and the safe production of hazardous chemicals has become a more and more concerned social problem. Although China has preliminarily established a dangerous chemical safety management system, the situation of dangerous chemical safety management is still grim, and accidents in the field of dangerous chemicals still occur from time to time, threatening the safety of people's lives and property. One of the important factors that influence the sustainable development of economy and society. Based on the system safety theory of safety management, accident cause theory and North's theory of institutional change, this paper studies the concept, definition and classification of hazardous chemicals, and analyzes the present situation and situation of hazardous chemicals production in China. On the basis of comparing the experiences and practices of domestic and international hazardous chemicals safety supervision, and proceeding from the actual situation of Changzhou, through investigating the development environment, current situation and trend of the dangerous chemical industry in Changzhou, as well as the situation of legalization construction, Then it analyzes the predicament of the current dangerous chemical safety supervision, and points out the main factors restricting the function of the current supervision mechanism, which are reflected in the industry development environment, the safety supervision system, the safety management foundation, and the safety supervision legal system. Finally, the paper puts forward the idea of establishing a long-term mechanism for the safety supervision of hazardous chemicals, including the environmental construction with regional, industrial and legal development mechanism as the core, vertical and horizontal, The supervision mode with the extension of coordination mechanism as the core, the infrastructure construction with people, material and process management mechanism as the core, the supervision mode with the pre-event, in-process and post-dynamic mechanism as the core, the government and the enterprise as the core, Social co-construction mechanism is the core of the cultural construction and other five components of the countermeasures and suggestions, and each sub-mechanism is discussed in detail.
