摘 要
項目是為完成特定的、與管理層利益息息相關(guān)的最終業(yè)績目標(biāo)而進行的一組
作業(yè)活動。喀什廣州新城機電城項目是廣州市建筑集團有限公司為落實廣州市產(chǎn)
業(yè)援疆政策而重點建設(shè)的援疆項目,由廣州市建筑集團有限公司與新疆喀什疏附
縣政府雙方合作建設(shè),屬于國企投資。項目占地約 6000 畝,投資約 100 億元人民
幣,結(jié)合疏附優(yōu)良的自然生態(tài)環(huán)境,計劃打造南疆“高品質(zhì)”、“高品位”、“高品
格”的現(xiàn)代化生態(tài)城市綜合體。為了實現(xiàn)這一目標(biāo),項目組織的內(nèi)部控制管理工
作便顯得尤為重要。
本文圍繞喀什廣州新城機電城項目的內(nèi)部控制為主線,綜合運用文獻檢索法、
對比法、調(diào)查法和圖表法等研究方法,首先就喀什廣州新城機電城項目的內(nèi)部控
制管理現(xiàn)狀進行了分析,然后根據(jù)項目中存在的問題,探討了其形成的主要原因。
接著通過理論結(jié)合實際的研究,,對喀什廣州新城機電城項目內(nèi)部控制的改善提出
了幾點對策,包括內(nèi)部控制環(huán)境改進,項目決策的內(nèi)部控制,項目概預(yù)算的內(nèi)部
控制。最后提出了喀什廣州新城機電城項目內(nèi)控對策的實施保障,包括營造良好
的組織文化氛圍,完善內(nèi)部控制的制度建設(shè),加強企業(yè)員工的培訓(xùn),發(fā)揮政府監(jiān)
督指導(dǎo)作用,強化內(nèi)部審計功能。

項目二期建設(shè)時,項目組織能在特定的期限內(nèi)以最優(yōu)成本創(chuàng)造出令人滿意的產(chǎn)出,
實現(xiàn)了項目建設(shè)價值的最大化。

Abstract
The project is a group of activities for accomplishing a specific performance goal
which is tied to interests of managers. In order to implement the aid policy in
Xinjiang, the mechanical and electrical project in Kashi Guangzhou new city is
carried out as a key aid project by Guangzhou municipal construction co. LTD. This
project is invested by state - owned enterprises and carried out by Guangzhou
municipal construction co. LTD And Shufu County Government. The project covers
an area of about 6000 mu with the investment of RMB 10 billion. By considering the
excellent natural ecological environment, this project plans to build high quality,
high quality, high character modern ecological urban complex in South Xinjiang.
For achieving this goal, the project organization internal control management appears
particularly important.
Here around the inner city of Kashi Guangzhou Metro project electromechanical
control the main line, the integrated use of literature search, comparison, investigation
and charts and other research methods, first of internal control and management status
of the city of Kashi, Guangzhou Metro electromechanical projects were analyzed, and
then according to the problems in the project, discusses the main reason for its
formation. Then combine theoretical actual research, to improve the mechanical and
electrical Kashi city of Guangzhou Metro project proposed several internal control
measures, including the improvement of the internal control environment and internal
control project decisions, none of the internal control project budget. Finally, the
Kashi city of Guangzhou Metro electromechanical projects implemented internal
security countermeasures, including organizational culture to create a good
atmosphere, improve internal control system construction, strengthen the training of
employees, play a guiding role in government oversight, strengthen internal audit
function.
Base on problems in the internal control of phase 1 of the mechanical and
electrical project in Kashi Guangzhou new city, the subject and object of internal
control, the control targets, control mode and operation mechanism o f building were
analyzed, and some referential experiences were provided. All of this made the
project organization can maximize the value output and realize the largest
construction at phase 2 of mechanical and electrical project in Kash i Guangzhou new
