【摘要】：蘇中經(jīng)濟區(qū)域，在江蘇省位于沿海和沿江兩大經(jīng)濟帶的結合處，對實現(xiàn)江蘇經(jīng)濟區(qū)域協(xié)調發(fā)展起著“承南啟北”的作用。近年來，，蘇中作為上海、南京的三小時經(jīng)濟圈內的地區(qū)，借助其明顯的區(qū)位優(yōu)勢得到了較大的發(fā)展，但是較之蘇南等發(fā)達地區(qū)，蘇中地區(qū)經(jīng)濟仍比較落后，目前正面臨著產(chǎn)業(yè)結構優(yōu)化升級和促使勞動者充分就業(yè)兩個重大任務。因此，分析蘇中經(jīng)濟區(qū)域產(chǎn)業(yè)結構變化下的就業(yè)效應，從而探討如何在產(chǎn)業(yè)結構調整變化的同時增加就業(yè)，使就業(yè)結構順應產(chǎn)業(yè)結構的要求而變動，達到二者的協(xié)同發(fā)展，具有重要的現(xiàn)實意義。 本論文通過考察蘇中經(jīng)濟區(qū)域產(chǎn)業(yè)的發(fā)展現(xiàn)狀，并對產(chǎn)業(yè)結構和就業(yè)結構的2000-2011年的演變趨勢進行研究總結，認為目前該地區(qū)處于工業(yè)化的中期階段，產(chǎn)業(yè)結構不合理現(xiàn)象較突出；重工業(yè)化的程度較高；相對于整個江蘇省，蘇中地區(qū)第二產(chǎn)業(yè)的集中程度最低，對區(qū)域經(jīng)濟的帶動作用沒有得到充分體現(xiàn)。在此基礎上，本文進一步分析了蘇中經(jīng)濟區(qū)域就業(yè)結構與產(chǎn)業(yè)結構變化之間的關聯(lián)性，通過結構偏離度以及就業(yè)彈性的量化分析，認為三次產(chǎn)業(yè)的產(chǎn)業(yè)結構與就業(yè)結構間都存在著不同程度的不協(xié)調情況，其中第一產(chǎn)業(yè)和第二產(chǎn)業(yè)間的不協(xié)調程度要高于第三產(chǎn)業(yè)；第一產(chǎn)業(yè)存在大量剩余勞動力，第二、三產(chǎn)業(yè)有較強的就業(yè)吸納能力。從影響就業(yè)的產(chǎn)業(yè)結構的調整方向以及產(chǎn)業(yè)結構的調整速度兩個角度出發(fā)，建立多元線性回歸方程，考察蘇中經(jīng)濟區(qū)域產(chǎn)業(yè)結構的變動調整對就業(yè)的雙重影響效應，認為從長遠來看產(chǎn)業(yè)結構調整對就業(yè)的影響為正的凈效應，最終會促進就業(yè)的增長。最后，在以上的研究基礎上，本文就蘇中經(jīng)濟區(qū)域提出了切實可行的旨在保證產(chǎn)業(yè)結構協(xié)調發(fā)展的就業(yè)促進策略。
[Abstract]:Jiangsu Province is located at the junction of the two economic zones along the coast and along the Yangtze River, which plays the role of "linking the south to the north" to realize the coordinated development of Jiangsu's economic region. In recent years, as a region within the three-hour economic circle of Shanghai and Nanjing, Jiangsu Central Jiangsu has developed greatly with the help of its obvious geographical advantages, but compared with the developed areas such as southern Jiangsu, the economy of the central Jiangsu Province is still relatively backward. At present, we are faced with two important tasks: optimizing and upgrading the industrial structure and promoting full employment of labourers. Therefore, this paper analyzes the employment effect under the change of the industrial structure in the central Jiangsu province, and probes into how to increase the employment while adjusting the industrial structure and make the employment structure change in accordance with the requirements of the industrial structure, so as to achieve the coordinated development of the two. It is of great practical significance. Through investigating the current situation of regional industrial development in central Jiangsu province and summarizing the evolution trend of industrial structure and employment structure from 2000 to 2011, this paper concludes that the region is in the middle stage of industrialization at present. The phenomenon of unreasonable industrial structure is more prominent; The degree of heavy industrialization is higher, compared with the whole Jiangsu Province, the concentration of the secondary industry in the central Jiangsu Province is the lowest, and the driving effect of the secondary industry on the regional economy has not been fully reflected. On this basis, this paper further analyzes the relationship between the regional employment structure and industrial structure change in the central Jiangsu province, through the quantitative analysis of the degree of structural deviation and employment elasticity. It is considered that there are different degrees of incoordination between the industrial structure and employment structure of the three industries, in which the degree of incoordination between the primary industry and the secondary industry is higher than that of the tertiary industry; The primary industry has a large number of surplus labor, second, the third industry has a strong ability to absorb employment. Starting from the adjustment direction of the industrial structure affecting employment and the adjustment speed of the industrial structure, the multiple linear regression equation is established to investigate the dual effect of the adjustment of the industrial structure on employment in the central Jiangsu province. In the long run, the influence of industrial structure adjustment on employment is a positive net effect, which will eventually promote the growth of employment. Finally, on the basis of the above research, this paper puts forward a feasible employment promotion strategy aimed at ensuring the coordinated development of industrial structure in the economic region of Soviet Union and China.
