【摘要】：本文從技術(shù)進(jìn)步的視角討論了中國(guó)作為后發(fā)經(jīng)濟(jì)體,在經(jīng)濟(jì)實(shí)現(xiàn)趕超過(guò)程中,經(jīng)濟(jì)增長(zhǎng)速度出現(xiàn)區(qū)間性回落的內(nèi)在機(jī)制,給出了所謂新常態(tài)較為完整的技術(shù)進(jìn)步視角下經(jīng)濟(jì)增長(zhǎng)的理論解釋,同時(shí)也說(shuō)明生產(chǎn)要素價(jià)格上漲、出口導(dǎo)向型戰(zhàn)略受阻均是后發(fā)國(guó)家經(jīng)濟(jì)實(shí)現(xiàn)趕超過(guò)程中,所處不同階段面臨的表象,經(jīng)濟(jì)增長(zhǎng)速度出現(xiàn)區(qū)間性下移的根本性原因是以模仿為主推動(dòng)技術(shù)進(jìn)步所帶來(lái)的后發(fā)優(yōu)勢(shì)逐步消失,經(jīng)濟(jì)體向世界技術(shù)前沿進(jìn)一步收斂所致。新常態(tài)最為核心的要義就是要充分意識(shí)到階段跨越需要的整體性變革,既包括微觀逐利的企業(yè)需要調(diào)整以應(yīng)對(duì),也要求政策制度、法律法規(guī)等宏觀經(jīng)濟(jì)環(huán)境隨之調(diào)整,使得經(jīng)濟(jì)增長(zhǎng)路徑能夠順利由模仿階段進(jìn)入自主創(chuàng)新階段。
[Abstract]:From the perspective of technological progress, this paper discusses the internal mechanism of the interval decline of economic growth rate in the process of economic catch-up and surpassing in China as a latecomer economy. This paper gives a theoretical explanation of economic growth from the perspective of the so-called new normal and more complete technological progress, and also shows that the rise of production factor prices and the obstruction of export-oriented strategy are all in the process of catching up with and surpassing the economies of the latecomer countries. At different stages, the fundamental reason for the interval downward shift of economic growth rate is the gradual disappearance of the latecomer advantage brought about by imitating the technological progress, and the further convergence of economy to the world technological frontier. The core of the new normal is to be fully aware of the overall changes that are needed across the stage, including the need for microcosmic enterprises to adjust for profit, and for the macroeconomic environment, such as policy systems, laws and regulations, to be adjusted accordingly. So that the economic growth path can smoothly from imitation stage to independent innovation stage.
