【摘要】：糧食儲備狀況是反映糧食安全水平的一個重要指標,對于這樣一個人口眾多、區(qū)域間糧食供求差異較大、糧食物流條件相對薄弱的河南地區(qū)來說,保持相對比較高的糧食儲備水平是很必要的。清代河南地區(qū)屬于農(nóng)業(yè)社會,以農(nóng)業(yè)經(jīng)濟為主,農(nóng)業(yè)生產(chǎn)力的發(fā)展,為河南倉儲的建設打下了良好的基礎(chǔ)。同時清代河南地區(qū)旱災和澇災十分嚴重,給民眾的生活帶來嚴重影響,需要倉儲的建立來賑濟。河南地區(qū)在政府的引導下,結(jié)合本省的實際情況逐步建立了完整的倉儲體系。通過對我國清代河南倉儲制度的研究,總結(jié)經(jīng)驗教訓,為進一步完善當今河南糧食儲備管理與建設提供歷史借鑒作用,以便加快河南社會經(jīng)濟的發(fā)展。 關(guān)于對清代河南倉儲的研究,一般只是作為荒政的一項措施簡單提及,并未詳細展開論述。針對此項不足,本文主要解決清代河南倉儲的組織和管理機制這一主要問題,包括倉儲的種類及其設立、倉儲的規(guī)模、倉糧的來源及倉儲的管理和運行機制等四個方面,這四個方面主要按照常平倉、社倉、義倉三種類型進行逐步闡述。并概括得出河南倉儲的特點,如官府重視常平倉,常平倉具有市場化特色,社倉義倉具有民營的特點,清代河南倉儲發(fā)揮了調(diào)節(jié)糧價、借貸糧食、賑濟災害等作用,由于河南地區(qū)戰(zhàn)略位置的重要性,具有協(xié)助鄰省協(xié)助中央的作用。通過上述研究可以得出清代河南倉儲構(gòu)成了一個完整的體系,在當?shù)氐膫滟c救荒中發(fā)揮了較大的社會救助作用,后期隨著吏治腐敗、不及時買補,倉儲逐漸走向衰落,功能喪失。
[Abstract]:The situation of grain reserves is an important indicator to reflect the level of food security. For such a region with a large population, large regional differences in grain supply and demand, and relatively weak food logistics conditions, It is necessary to maintain a relatively high level of grain reserves. In the Qing Dynasty, Henan Province belongs to the agricultural society, mainly agricultural economy, the development of agricultural productivity, laid a good foundation for the construction of Henan warehousing. At the same time, drought and waterlogging were very serious in Henan in Qing Dynasty, which had a serious impact on people's life and needed the establishment of storage for relief. Under the guidance of the government, Henan has gradually established a complete storage system according to the actual situation of the province. Through the research on the storage system of Henan Province in Qing Dynasty, this paper summarizes the experience and lessons, and provides a historical reference for further improving the management and construction of grain reserves in Henan Province, so as to accelerate the development of Henan's social economy. The research on Henan warehousing in Qing Dynasty is generally mentioned simply as a measure of famine, but it is not discussed in detail. In view of this deficiency, this paper mainly solves the main problems of the organization and management mechanism of Henan warehousing in Qing Dynasty, including the types and establishment of warehousing, the scale of warehousing, the source of warehouse grain, the management and operation mechanism of warehousing, etc. These four aspects are mainly described according to the three types of Chang-open warehouse, social warehouse, and righteousness warehouse. And summarized the characteristics of Henan warehousing, such as the government attaches importance to the open warehouse, Chang-open warehouse has market-oriented characteristics, the social warehouse has the private characteristics, the Qing Dynasty Henan warehousing played a role in regulating grain prices, borrowing grain, disaster relief, and so on. Because of the importance of the strategic position of Henan region, it has the function of assisting neighboring provinces to assist the central government. Through the above research, we can draw a conclusion that Henan warehousing formed a complete system in Qing Dynasty, which played a greater role in social relief in the local relief of relief. In the later period, with the corruption of the local government, not buying and repairing in time, the warehousing gradually declined. Loss of function.
