內(nèi)蒙古縮小城鎮(zhèn)居民收入差距的政策研究

【摘要】：縮小收入差距，是構(gòu)建和諧社會(huì)的一項(xiàng)基礎(chǔ)性工作。伴隨收入差距對(duì)經(jīng)濟(jì)、社會(huì)影響不斷深化，，這一問(wèn)題引起了社會(huì)各界越來(lái)越多的關(guān)注。近年來(lái)，內(nèi)蒙古經(jīng)濟(jì)總量明顯增加，增長(zhǎng)速度不斷加快。在經(jīng)濟(jì)快速發(fā)展的基礎(chǔ)上，內(nèi)蒙古相繼出臺(tái)了一系列增收政策和措施，城鎮(zhèn)居民收入大幅提高。但不可否認(rèn)的是，伴隨收入水平的提高，內(nèi)蒙古城鎮(zhèn)居民之間的收入差距也在不斷擴(kuò)大，如果不加以重視，將抑制居民消費(fèi)水平，影響經(jīng)濟(jì)持續(xù)健康地發(fā)展，產(chǎn)生不滿(mǎn)情緒，影響社會(huì)安定團(tuán)結(jié)。 本文從對(duì)城鎮(zhèn)居民收入差距現(xiàn)狀的描述著手，重點(diǎn)對(duì)內(nèi)蒙古城鎮(zhèn)居民收入不同分組數(shù)據(jù)進(jìn)行分析。將內(nèi)蒙古城鎮(zhèn)居民收入差距與中、西部地區(qū)以及全國(guó)對(duì)比。針對(duì)城鎮(zhèn)居民收入差距產(chǎn)生的原因提出應(yīng)充分發(fā)揮宏觀(guān)調(diào)控的作用，縮小內(nèi)蒙古城鎮(zhèn)居民收入差距的對(duì)策和建議。 文章數(shù)據(jù)主要來(lái)源于歷年的《中國(guó)統(tǒng)計(jì)年鑒》、《內(nèi)蒙古自治區(qū)統(tǒng)計(jì)年鑒》和其他部分省市各年份的統(tǒng)計(jì)年鑒，將人均可支配收入進(jìn)行分組，在對(duì)已有的文獻(xiàn)資料進(jìn)行研究歸納的基礎(chǔ)上，采用定性與定量相結(jié)合的方法研究?jī)?nèi)蒙古城鎮(zhèn)居民收入差距的程度，從性質(zhì)和數(shù)量上予以全面分析。通過(guò)研究不同時(shí)期、不同行業(yè)、不同收入來(lái)源和不同區(qū)域的城鎮(zhèn)居民收入差距，預(yù)期如果不充分發(fā)揮宏觀(guān)調(diào)控的作用，縮小收入差距，城鎮(zhèn)居民收入差距仍將繼續(xù)擴(kuò)大，甚至加速擴(kuò)大，影響社會(huì)穩(wěn)定。分析了內(nèi)蒙古當(dāng)前縮小城鎮(zhèn)居民收入差距的政策利弊，提出應(yīng)加快經(jīng)濟(jì)發(fā)展，提高居民整體收入水平；加強(qiáng)初次分配調(diào)節(jié)作用，建立合理的工資長(zhǎng)效增長(zhǎng)機(jī)制；進(jìn)一步完善再分配環(huán)節(jié)中財(cái)政、社會(huì)保障政策；創(chuàng)造更加公平的外部環(huán)境；完善市場(chǎng)就業(yè)與再就業(yè)機(jī)制，拓寬就業(yè)渠道。 本文共分五個(gè)部分。引言部分主要介紹研究縮小城鎮(zhèn)居民收入差距政策的理論意義和實(shí)踐意義，概述當(dāng)前學(xué)術(shù)界對(duì)城鎮(zhèn)居民收入差距的研究現(xiàn)狀。第一部分介紹了內(nèi)蒙古城鎮(zhèn)居民收入差距的現(xiàn)狀，并運(yùn)用適當(dāng)?shù)臏y(cè)度方法分別從不同時(shí)期、不同行業(yè)和不同區(qū)域這三個(gè)角度進(jìn)行比較說(shuō)明。第二部分著重分析了內(nèi)蒙古城鎮(zhèn)居民收入差距的形成原因，從影響收入差距的普遍原因和地區(qū)原因兩方面說(shuō)明。第三部分在系統(tǒng)分析收入差距成因的基礎(chǔ)上，對(duì)內(nèi)蒙古城鎮(zhèn)居民收入差距不斷擴(kuò)大的影響從社會(huì)、經(jīng)濟(jì)和政治等方面作了全面、系統(tǒng)的分析。第四部分在分析內(nèi)蒙古當(dāng)前縮小城鎮(zhèn)居民收入差距政策的利弊后提出縮小城鎮(zhèn)居民收入差距的政策建議，以實(shí)現(xiàn)必要的社會(huì)公平。
[Abstract]:Narrowing the income gap is a basic work for building a harmonious society. Along with the income gap to the economy, the social influence unceasingly deepens, this question has caused the social various circles to pay more and more attention. In recent years, the total economic volume of Inner Mongolia has increased significantly and the growth rate has been accelerating. On the basis of rapid economic development, Inner Mongolia has introduced a series of policies and measures to increase income. However, it is undeniable that, with the improvement of income levels, the income gap among urban residents in Inner Mongolia is also constantly widening. If we do not attach importance to it, it will curb the consumption level of residents, affect the sustained and healthy development of the economy, and generate discontent. Affect social stability and unity. This paper begins with the description of the current situation of income gap of urban residents and focuses on the analysis of different grouping data of urban residents' income in Inner Mongolia. The income gap between urban residents in Inner Mongolia and the central, western and national comparison. In view of the causes of income gap of urban residents, the paper puts forward some countermeasures and suggestions to reduce the income gap of urban residents in Inner Mongolia by giving full play to the role of macro-control. The data are mainly derived from the Statistical Yearbook of China, the Statistical Yearbook of Inner Mongolia Autonomous region and the statistical yearbooks of other parts of provinces and cities over the years, grouping the per capita disposable income. On the basis of the research and induction of the existing literature, this paper studies the degree of income gap of urban residents in Inner Mongolia by combining qualitative and quantitative methods, and makes a comprehensive analysis on the nature and quantity of the income gap of urban residents in Inner Mongolia. By studying the income gap of urban residents in different periods, different industries, different income sources and different regions, it is expected that the income gap of urban residents will continue to expand if the role of macro-control is not fully brought into play and the income gap is narrowed. This paper is divided into five parts. The introduction mainly introduces the theoretical and practical significance of the study on the policy of narrowing the income gap of urban residents, and summarizes the current research situation of the income gap of urban residents in academic circles. The first part introduces the present situation of income gap of urban residents in Inner Mongolia, and compares and explains it from three angles of different periods, different industries and different regions by using appropriate measurement methods. The second part focuses on the analysis of the formation of income gap of urban residents in Inner Mongolia, from the general causes of income gap and regional reasons. On the basis of systematic analysis of the causes of income gap, the third part makes a comprehensive and systematic analysis of the expanding income gap of urban residents in Inner Mongolia from the social, economic and political aspects. In the fourth part, after analyzing the advantages and disadvantages of the current policy of narrowing the income gap of urban residents in Inner Mongolia, the author puts forward some policy suggestions for narrowing the income gap of urban residents in order to realize the necessary social equity.
