內(nèi)蒙古區(qū)域軟實(shí)力測(cè)度與比較研究

【摘要】:自20世紀(jì)90年代初美國(guó)學(xué)者約瑟夫·奈首次提出“軟實(shí)力”概念以來,“軟實(shí)力”已廣泛受到各國(guó)學(xué)者和政要的高度重視,在我國(guó),黨的十七大明確要求把“提高國(guó)家文化軟實(shí)力”作為國(guó)家的戰(zhàn)略任務(wù),,納入整體部署中,很多地區(qū)也把提升區(qū)域軟實(shí)力作為進(jìn)一步提高區(qū)域競(jìng)爭(zhēng)力的重要手段,納入各級(jí)黨委政府的議事日程。內(nèi)蒙古近年來經(jīng)濟(jì)始終保持高速增長(zhǎng),2011年,地區(qū)生產(chǎn)總值達(dá)15988.34億元,增長(zhǎng)11.7%,但經(jīng)濟(jì)增長(zhǎng)的同時(shí)也面臨著資源環(huán)境等一系列問題,必須要轉(zhuǎn)變經(jīng)濟(jì)發(fā)展方式,走可持續(xù)發(fā)展道路,最終實(shí)現(xiàn)社會(huì)的和諧穩(wěn)定。要實(shí)現(xiàn)此目標(biāo),必須加強(qiáng)軟實(shí)力建設(shè)。 在總結(jié)前人已有研究成果的基礎(chǔ)上,本文認(rèn)為:軟實(shí)力是基于文化、制度和人民素質(zhì)等非物質(zhì)因素之上,能夠提升主體自身的發(fā)展?jié)撃埽⒛苡绊懫渌麄(gè)體或單位的觀念,從而通過柔和的手段實(shí)現(xiàn)其目標(biāo)的力量!皡^(qū)域軟實(shí)力”是軟實(shí)力概念在空間上的延伸,本文對(duì)于區(qū)域軟實(shí)力的定義是:由區(qū)域文化、公共服務(wù)、人口素質(zhì)及區(qū)域形象四方面要素構(gòu)成,能夠提升區(qū)域競(jìng)爭(zhēng)力,實(shí)現(xiàn)區(qū)域可持續(xù)發(fā)展的力量。 在明確區(qū)域軟實(shí)力四項(xiàng)構(gòu)成要素的基礎(chǔ)上,本文選取11項(xiàng)指標(biāo),構(gòu)成指標(biāo)體系,為進(jìn)一步測(cè)度區(qū)域軟實(shí)力提供理論基礎(chǔ)。在實(shí)證研究階段,選取2011年全國(guó)31個(gè)。▍^(qū)、市)的實(shí)際數(shù)據(jù)以及2002-2011年十年間內(nèi)蒙古自治區(qū)的數(shù)據(jù),數(shù)據(jù)來源于《中國(guó)統(tǒng)計(jì)年鑒2012》及《內(nèi)蒙古統(tǒng)計(jì)年鑒》(2003-2012),進(jìn)行橫向及縱向比較實(shí)證研究。實(shí)證研究中要建立數(shù)據(jù)模型,采用主成分分析法,使用SPSS軟件進(jìn)行數(shù)據(jù)描述及分析,依據(jù)成分矩陣計(jì)算權(quán)重,最終得出表達(dá)式及結(jié)果。 研究結(jié)果表明,近十年間,內(nèi)蒙古的區(qū)域軟實(shí)力建設(shè)取得了較大發(fā)展,區(qū)域軟實(shí)力綜合得分年均增長(zhǎng)6.2%,區(qū)域文化、公共服務(wù)、人口素質(zhì)、區(qū)域形象各要素分別年均增長(zhǎng)4.1%、3.8%、5.3%、14.1%。但是從橫向比較來看,內(nèi)蒙古區(qū)域軟實(shí)力仍處于相對(duì)落后位置,區(qū)域軟實(shí)力綜合得分0.6,排名第25位,區(qū)域文化、公共服務(wù)、人口素質(zhì)、區(qū)域形象分別得分0.56、0.95、0.31、0.63,分別位居第27位、第23位、第23位、第24位,內(nèi)蒙古區(qū)域軟實(shí)力與東南沿海發(fā)達(dá)地區(qū)相比差距很大,軟實(shí)力發(fā)展水平亟待提升。 提升內(nèi)蒙古區(qū)域軟實(shí)力,首先,要弘揚(yáng)誠(chéng)信重義,開放進(jìn)取的草原文化,保護(hù)草原文化遺產(chǎn),推動(dòng)內(nèi)蒙古民族文化發(fā)展繁榮,引領(lǐng)巨型企業(yè)健康成長(zhǎng);其次,要?jiǎng)?chuàng)建服務(wù)型政府提高公共服務(wù)能力,主要要做好醫(yī)療衛(wèi)生服務(wù)、就業(yè)服務(wù)、養(yǎng)老保障服務(wù)這幾項(xiàng)服務(wù)工作;再次,要充分開發(fā)人力資源,著力提高人口素質(zhì),要保障人民受教育權(quán)利、提升人民思想道德素質(zhì)以及創(chuàng)新能力;最后,要增強(qiáng)形象意識(shí),塑造良好區(qū)域形象,要樹立起良好的品牌形象和旅游形象,同時(shí)加大宣傳和傳播的力度。
[Abstract]:Since Joseph Nye, an American scholar, first put forward the concept of "soft power" in the early 1990s, the concept of "soft power" has attracted great attention from scholars and politicians all over the world. In China, the 17th National Congress of the Communist Party of China has explicitly demanded that "improving the soft power of national culture" be taken as a strategic task of the country and included in the overall deployment, and many regions have also mentioned it. Inner Mongolia's economy has been growing at a high speed in recent years. In 2011, the GDP of Inner Mongolia reached 1598.834 billion yuan, an increase of 11.7%. However, economic growth is also facing a series of problems, such as resources and environment, which must be changed. To achieve this goal, we must strengthen the construction of soft power.
On the basis of summing up the previous research results, this paper holds that soft power is the power that can enhance the development potential of the subject itself and influence the ideas of other individuals or units on the basis of non-material factors such as culture, system and people's quality, so as to achieve its objectives through soft means. In this paper, the concept of regional soft power is defined as four elements: regional culture, public services, population quality and regional image, which can enhance regional competitiveness and achieve regional sustainable development.
On the basis of clarifying the four components of regional soft power, this paper selects 11 indicators to form an index system, which provides a theoretical basis for further measuring regional soft power. National Statistical Yearbook 2012 > and (2003-2012), horizontal and vertical comparative empirical research. Empirical research to establish a data model, the use of principal component analysis, the use of SPSS software for data description and analysis, according to the weight matrix calculation, and ultimately get the expression and results.
The results show that the construction of regional soft power in Inner Mongolia has made great progress in the past decade. The overall score of regional soft power has increased by 6.2% annually. The factors of regional culture, public service, population quality and regional image have increased by 4.1%, 3.8%, 5.3% and 14.1% annually, respectively. The backward position, regional soft power comprehensive score 0.6, ranked 25th, regional culture, public service, population quality, regional image score 0.56, 0.95, 0.31, 0.63, respectively, ranked 27th, 23rd, 23rd, 24th, Inner Mongolia regional soft power compared with the southeast coastal developed areas, the level of soft power development needs to be improved.
To enhance the soft power of Inner Mongolia, firstly, we should carry forward the prairie culture of honesty and justice, open and enterprising, protect the cultural heritage of the prairie, promote the development and prosperity of the national culture of Inner Mongolia, and lead the healthy growth of giant enterprises; secondly, we should establish a service-oriented government to improve public service capabilities, mainly to do a good job in medical and health services, employment services, pension insurance. Third, we should fully develop human resources, focus on improving the quality of the population, protect the people's right to education, enhance people's ideological and moral quality and innovation ability; finally, we should enhance image awareness, create a good regional image, establish a good brand image and tourism image, and increase publicity and innovation.
