【摘要】：摘要：自從20世紀(jì)80年代美國(guó)哈佛大學(xué)教授約瑟夫.奈在《美國(guó)定能領(lǐng)導(dǎo)世界嗎?》一書中提出了軟實(shí)力這個(gè)概念,并由王滬寧教授于1993年在《復(fù)旦學(xué)報(bào)》上將“軟實(shí)力”引入中國(guó)�！败泴�(shí)力”,主要包括文化吸引力、政治價(jià)值觀吸引力及塑造國(guó)際規(guī)則和決定政治議題的能力,其核心理論是：“軟實(shí)力”發(fā)揮作用,靠的是自身的吸引力,而不是強(qiáng)迫別人做不想做的事情。本文從區(qū)域的角度來(lái)看軟實(shí)力,分析區(qū)域軟實(shí)力的功能和區(qū)域軟實(shí)力建設(shè)對(duì)區(qū)域發(fā)展的意義。認(rèn)為區(qū)域軟實(shí)力是在一種價(jià)值實(shí)現(xiàn)或創(chuàng)造環(huán)境對(duì)區(qū)域內(nèi)外各種資源及能力配置與開發(fā)格局的作用所產(chǎn)生的對(duì)內(nèi)或?qū)ν獾挠绊懥�、吸引�?以及對(duì)區(qū)域發(fā)展的支持力。本文通過(guò)調(diào)研和分析湖南軟實(shí)力的發(fā)展現(xiàn)狀和趨勢(shì),借鑒國(guó)內(nèi)外區(qū)域軟實(shí)力建設(shè)的經(jīng)驗(yàn),看到了軟實(shí)力發(fā)展在湖南存在的問題。提出了提升湖南軟實(shí)力建設(shè)的思路、目標(biāo)和重點(diǎn)。為湖南省區(qū)域發(fā)展的未來(lái)提供參考。
[Abstract]:Absrtact: Joseph, a professor at Harvard University in the United States since the 1980's. Nye put forward the concept of soft power in his book "can the United States lead the World?" and Professor Wang Huning introduced "soft Power" into China in Fudan Journal in 1993. "soft power" mainly includes the attraction of culture, the attraction of political values and the ability to shape international rules and decide political issues. The core theory of "soft power" is that "soft power" plays a role and depends on its own attractiveness. Instead of forcing others to do what they don't want to do. This paper analyzes the function of regional soft power and the significance of regional soft power construction to regional development. It is believed that regional soft power is the internal and external influence, attraction and support to regional development caused by the effect of a kind of value realization or creating environment on the allocation and development pattern of various resources and capabilities within and outside the region. Based on the investigation and analysis of the current situation and trend of the development of soft power in Hunan, this paper draws lessons from the experience of the construction of regional soft power at home and abroad, and finds out the problems existing in the development of soft power in Hunan. This paper puts forward the ideas, objectives and key points of promoting the construction of Hunan soft power. For the future of regional development in Hunan Province to provide reference.
