【摘要】：在西部大開(kāi)發(fā)政策的支持下,西部經(jīng)濟(jì)社會(huì)取得了快速的發(fā)展。同時(shí)伴隨著東西部發(fā)展差距進(jìn)一步拉大,這是影響中國(guó)經(jīng)濟(jì)發(fā)展的難題,追其原因,主要是由于西部地區(qū)的自然條件和歷史原因造成的,自我發(fā)展能力弱,嚴(yán)重制約了經(jīng)濟(jì)的進(jìn)一步發(fā)展。在西部大開(kāi)發(fā)“十二五”規(guī)劃中,也明確提出要進(jìn)一步提升西部地區(qū)自我發(fā)展能力,特別是資源富集區(qū)等特殊區(qū)域。目前,關(guān)于區(qū)域自我發(fā)展能力的研究理論和實(shí)踐也較多,但是都處在初級(jí)階段,大多采用了定性分析。 本文在對(duì)能力相關(guān)理論,資源與經(jīng)濟(jì)關(guān)系理論,五大資本理論進(jìn)行學(xué)習(xí)分析后,對(duì)自我發(fā)展能力有了初步的界定,并分析了能力的構(gòu)成要素和生成條件。在此基礎(chǔ)上依據(jù)五大資本對(duì)自我發(fā)展能力進(jìn)行了多層系的指標(biāo)性分析,利用層次分析和指數(shù)功效函數(shù)的改進(jìn)模型對(duì)甘肅河西三區(qū)兩市“十一五”期間的相關(guān)數(shù)據(jù)進(jìn)行實(shí)證分析。最后,針對(duì)五大資本存在的問(wèn)題提出甘肅河西自我發(fā)展能力培育和提升的政策性建議。
[Abstract]:Under the support of the western development policy, the western economy and society have made rapid development. At the same time, with the further widening of the development gap between the east and the west, this is a difficult problem affecting China's economic development. It is mainly caused by the natural conditions and historical reasons in the western region, and the ability of self-development is weak. Seriously restricted the further development of the economy. In the 12th Five-Year Plan of the Great Development of West China, it is also pointed out that it is necessary to further promote the ability of self-development in the western region, especially in special areas such as resource-rich areas. At present, there are many theories and practices about regional self-development ability, but they are in the primary stage, and most of them adopt qualitative analysis. After studying and analyzing the relevant theory of ability, the theory of the relationship between resources and economy, and the five theories of capital, this paper gives a preliminary definition of the ability of self-development, and analyzes the constituent elements and generating conditions of the ability. On the basis of this, this paper makes a multi-level index analysis of self-development ability according to the five major capitals, and makes an empirical analysis of the relevant data during the 11th Five-Year Plan period of three districts and two cities in Hexi, Gansu Province by using the improved model of hierarchical analysis and exponential efficacy function. Finally, the paper puts forward some policy suggestions on cultivating and improving the self-development ability of Hexi, Gansu Province, in view of the five capital problems.
