【摘要】：基于欠發(fā)達(dá)地區(qū)技術(shù)創(chuàng)新能力的基本特征,重點考慮技術(shù)外溢與模仿創(chuàng)新對促進欠發(fā)達(dá)地區(qū)技術(shù)進步的作用,構(gòu)建欠發(fā)達(dá)地區(qū)技術(shù)創(chuàng)新能力評價指標(biāo)體系;運用熵權(quán)法評價湘西地區(qū)技術(shù)創(chuàng)新能力,結(jié)果發(fā)現(xiàn):湘西地區(qū)技術(shù)創(chuàng)新能力整體水平較低,地區(qū)間發(fā)展不平衡,創(chuàng)新能力的各影響因素之間不協(xié)調(diào)、短板效應(yīng)明顯;鑒此,應(yīng)實施差別化的區(qū)域、產(chǎn)業(yè)、知識產(chǎn)權(quán)政策等,破除創(chuàng)新短板、匯聚創(chuàng)新要素,推動欠發(fā)達(dá)地區(qū)技術(shù)創(chuàng)新。
[Abstract]:Based on the basic characteristics of the technological innovation ability in the underdeveloped areas, this paper focuses on the role of technological spillover and imitation innovation in promoting the technological progress in the underdeveloped areas, and constructs the evaluation index system of the technological innovation ability in the underdeveloped areas. The entropy weight method is used to evaluate the technological innovation ability in Xiangxi area. The results show that the overall level of technological innovation ability in Xiangxi region is relatively low, the development between regions is not balanced, the influence factors of innovation ability are not coordinated, and the short board effect is obvious. Different regions, industries and intellectual property policies should be implemented to break down the short board of innovation, gather innovation elements, and promote technological innovation in less developed areas.
