【摘要】：隨著經(jīng)濟(jì)全球化的發(fā)展與深化，國(guó)際間貿(mào)易往來(lái)增加，全球性的產(chǎn)業(yè)結(jié)構(gòu)調(diào)整和技術(shù)轉(zhuǎn)移使得我國(guó)更多地融入了國(guó)際經(jīng)濟(jì)的潮流中。經(jīng)濟(jì)開(kāi)發(fā)區(qū)作為我國(guó)城市對(duì)外開(kāi)放的窗口，招商引資的聚集區(qū)，體制改革、機(jī)制創(chuàng)新、科技轉(zhuǎn)化的試驗(yàn)田和外向型經(jīng)濟(jì)的排頭兵，是增強(qiáng)經(jīng)濟(jì)實(shí)力和提升經(jīng)濟(jì)發(fā)展水平的希望所在。改革開(kāi)放三十余年來(lái)實(shí)踐證明，經(jīng)濟(jì)開(kāi)發(fā)區(qū)在我國(guó)經(jīng)濟(jì)建設(shè)中發(fā)揮了巨大的輻射、帶動(dòng)作用，大大促進(jìn)了區(qū)域經(jīng)濟(jì)的發(fā)展和我國(guó)綜合國(guó)力的增強(qiáng)。但是由于體制、機(jī)制以及影響開(kāi)發(fā)區(qū)發(fā)展的諸多因素，我國(guó)經(jīng)濟(jì)開(kāi)發(fā)區(qū)的發(fā)展也暴露出許多問(wèn)題。如何有效實(shí)施開(kāi)發(fā)區(qū)的戰(zhàn)略管理，從而引導(dǎo)和推動(dòng)開(kāi)發(fā)區(qū)的良性發(fā)展己成為一個(gè)有待解決的課題。 白城經(jīng)濟(jì)開(kāi)發(fā)區(qū)是一家省級(jí)經(jīng)濟(jì)開(kāi)發(fā)區(qū)，它已經(jīng)成為白城市經(jīng)濟(jì)發(fā)展的排頭兵。自經(jīng)開(kāi)區(qū)成立以來(lái)，已經(jīng)取得了比較豐厚的業(yè)績(jī)，但面對(duì)國(guó)家“十二五”時(shí)期新的發(fā)展方向，面對(duì)吉林省大力建設(shè)吉林特色經(jīng)濟(jì)區(qū)的戰(zhàn)略決策，以及自身存在的諸多問(wèn)題，機(jī)遇和挑戰(zhàn)，使得白城經(jīng)濟(jì)開(kāi)發(fā)區(qū)如何發(fā)展定位成為一個(gè)新的戰(zhàn)略選擇。 本文簡(jiǎn)要地介紹了戰(zhàn)略管理相關(guān)理論，，分析了白城經(jīng)濟(jì)開(kāi)發(fā)區(qū)的發(fā)展現(xiàn)狀、發(fā)展環(huán)境、存在的實(shí)際問(wèn)題，并就白城經(jīng)開(kāi)區(qū)戰(zhàn)略規(guī)劃的發(fā)展目標(biāo)、產(chǎn)業(yè)選擇與定位、保障措施等提出建議，為白城經(jīng)開(kāi)區(qū)未來(lái)發(fā)展以及政府制定相應(yīng)的決策具有一定參考價(jià)值。
[Abstract]:With the development and deepening of economic globalization and the increase of international trade, the global industrial structure adjustment and technology transfer make our country more integrated into the international economic trend. As the window of opening up to the outside world in China's cities, economic development zones are the gathering areas for attracting investment, institutional reform, mechanism innovation, experimental fields for scientific and technological transformation, and leaders of the export-oriented economy. It is the hope that strengthens the economic strength and raises the economic development level. The practice of reform and opening to the outside world for more than 30 years has proved that the economic development zone has played a great role of radiation and driving force in the economic construction of our country, and has greatly promoted the development of regional economy and the enhancement of our country's comprehensive national strength. However, because of the system, mechanism and many factors that affect the development of development zones, the development of economic development zones in China also exposed many problems. How to effectively implement the strategic management of the development zone and guide and promote the development of the development zone has become a problem to be solved. Baicheng Economic Development Zone is a provincial economic development zone, it has become the vanguard of economic development in Baicheng. Since the establishment of Jingkai District, it has already achieved a lot of achievements. However, in the face of the new direction of development in the "Twelfth Five-Year Plan" period, the strategic decision of Jilin Province to vigorously build the Jilin Economic Zone with characteristics, as well as its own problems, Opportunities and challenges make how to develop and position the Baicheng Economic Development Zone as a new strategic choice. This paper briefly introduces the relevant theories of strategic management, analyzes the present development situation, development environment and practical problems of Baicheng Economic Development Zone, and analyzes the development goal, industry choice and orientation of the strategic planning of Baicheng Economic Development Zone. Some suggestions are put forward for the future development of Baicheng Jingkai District and the corresponding decision making by the government.
