【摘要】：隨著經(jīng)濟(jì)全球化、區(qū)域一體化進(jìn)程的不斷深入，世界各國經(jīng)濟(jì)進(jìn)入了一個(gè)新的發(fā)展階段，為了推動(dòng)本國經(jīng)濟(jì)向更高層次的發(fā)展，各個(gè)國家正在緊鑼密鼓為此做好準(zhǔn)備，當(dāng)然我國也不例外。近年來，我國各級(jí)政府一直致力于調(diào)整我國產(chǎn)業(yè)結(jié)構(gòu)，促進(jìn)我國產(chǎn)業(yè)結(jié)構(gòu)的優(yōu)化，，努力實(shí)現(xiàn)我國產(chǎn)業(yè)結(jié)構(gòu)的升級(jí)，調(diào)整我國的就業(yè)結(jié)構(gòu)，使我國經(jīng)濟(jì)向更高層次發(fā)展。但是，伴隨著我國經(jīng)濟(jì)的發(fā)展，產(chǎn)業(yè)結(jié)構(gòu)與就業(yè)結(jié)構(gòu)之間發(fā)展不一致產(chǎn)生的問題也日漸嚴(yán)重，這不僅阻礙了經(jīng)濟(jì)的發(fā)展，而且影響到社會(huì)的穩(wěn)定。鑒于此，研究我國產(chǎn)業(yè)結(jié)構(gòu)與就業(yè)結(jié)構(gòu)之間的協(xié)調(diào)互動(dòng)性就顯得至關(guān)重要。 本文第一部分主要界定了論文相關(guān)的基本概念，并對(duì)我國產(chǎn)業(yè)結(jié)構(gòu)與就業(yè)結(jié)構(gòu)的協(xié)調(diào)互動(dòng)研究的相關(guān)文獻(xiàn)進(jìn)行了系統(tǒng)的整理與評(píng)述。這一部分的書寫主要是想為了了解當(dāng)今世界學(xué)術(shù)界關(guān)于產(chǎn)業(yè)結(jié)構(gòu)與就業(yè)結(jié)構(gòu)相互影響的研究現(xiàn)狀，并加深對(duì)我國產(chǎn)業(yè)經(jīng)濟(jì)的現(xiàn)狀和存在的就業(yè)問題的了解。 第二部分主要是闡述了古今中外經(jīng)濟(jì)學(xué)者對(duì)產(chǎn)業(yè)結(jié)構(gòu)與就業(yè)結(jié)構(gòu)互動(dòng)關(guān)系探究所已經(jīng)成型的科學(xué)理論，一方面使得本文有相應(yīng)的理論作為支撐，另一方面也給分析我國產(chǎn)業(yè)結(jié)構(gòu)與就業(yè)結(jié)構(gòu)的發(fā)展一致性提供寫作思路和寫作方向，最終對(duì)產(chǎn)業(yè)結(jié)構(gòu)與就業(yè)結(jié)構(gòu)的作用與反作用關(guān)系有更深層的了解。 第三部分主要探討了我國產(chǎn)業(yè)結(jié)構(gòu)與就業(yè)結(jié)構(gòu)的互動(dòng)性。首先，論述了我國產(chǎn)業(yè)結(jié)構(gòu)與就業(yè)結(jié)構(gòu)具有作用和反作用關(guān)系所必須具有的相關(guān)條件；其次，分析了我國產(chǎn)業(yè)結(jié)構(gòu)與就業(yè)結(jié)構(gòu)互動(dòng)性的具體特征，即產(chǎn)業(yè)結(jié)構(gòu)調(diào)整范圍擴(kuò)大與勞動(dòng)力流動(dòng)性加強(qiáng)并存、新興產(chǎn)業(yè)的出現(xiàn)和就業(yè)形式多樣化并存、“產(chǎn)學(xué)研相結(jié)合”模式日漸盛行；最后，從產(chǎn)業(yè)結(jié)構(gòu)調(diào)整與就業(yè)結(jié)構(gòu)、產(chǎn)業(yè)結(jié)構(gòu)調(diào)整與勞動(dòng)力配置、產(chǎn)業(yè)結(jié)構(gòu)調(diào)整與失業(yè)問題、產(chǎn)業(yè)轉(zhuǎn)移與勞動(dòng)力轉(zhuǎn)移等方面具體分析了我國產(chǎn)業(yè)結(jié)構(gòu)與就業(yè)結(jié)構(gòu)的互動(dòng)性的特點(diǎn)。這一章的論述使得我國產(chǎn)業(yè)結(jié)構(gòu)與就業(yè)結(jié)構(gòu)的那種互相影響、互相制約的關(guān)系更加形象。 第四部分詳細(xì)論述了我國產(chǎn)業(yè)結(jié)構(gòu)與就業(yè)結(jié)構(gòu)的協(xié)調(diào)性。這一章節(jié)運(yùn)用了規(guī)范分析與實(shí)證分析相結(jié)合的方法。最開始，對(duì)1978年前后我國的產(chǎn)業(yè)結(jié)構(gòu)與就業(yè)結(jié)構(gòu)的具體情況進(jìn)行了闡釋。緊接著，根據(jù)經(jīng)過各種努力搜索整理得到的相關(guān)產(chǎn)業(yè)數(shù)字指標(biāo)和就業(yè)數(shù)字指標(biāo)運(yùn)用圖表分析，同時(shí)采用就業(yè)人口在三大產(chǎn)業(yè)中的就業(yè)比重、就業(yè)結(jié)構(gòu)與產(chǎn)業(yè)結(jié)構(gòu)的偏離度等工具深入分析了我國產(chǎn)業(yè)結(jié)構(gòu)與就業(yè)結(jié)構(gòu)的發(fā)展一致性問題。最后，進(jìn)一步論述了我國產(chǎn)業(yè)結(jié)構(gòu)與就業(yè)結(jié)構(gòu)失衡的影響因素。 第五部分為促進(jìn)我國產(chǎn)業(yè)結(jié)構(gòu)與就業(yè)結(jié)構(gòu)協(xié)調(diào)發(fā)展的對(duì)策建議。該部分分別從產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化與升級(jí)、就業(yè)結(jié)構(gòu)改善等方面給出了政策建議。
[Abstract]:With the economic globalization and the deepening of the regional integration process, the world economy has entered a new stage of development. In order to promote the development of their own economies to a higher level, each country is preparing itself for this. Of course, China is no exception. In recent years, our governments at all levels have been committed to adjust our industrial structure, promote the optimization of China's industrial structure, strive to achieve the upgrading of our industrial structure, adjust the employment structure of our country, and make our economy develop to a higher level. However, with the development of our country's economy, the problem of inconsistent development between industrial structure and employment structure is becoming more and more serious, which not only hinders the development of economy, but also affects the stability of society. In view of this, it is very important to study the coordination and interaction between industrial structure and employment structure in China. The first part of this paper mainly defines the basic concepts related to the paper. The related literature on the coordination and interaction between industrial structure and employment structure in China is systematically summarized and reviewed. The main purpose of this part is to understand the current situation of the research on the interaction between industrial structure and employment structure in the world academic circles. And to deepen the understanding of the present situation and the existing employment problems of the industrial economy in China. The second part mainly expounds the scientific theory which has been formed by the economists at home and abroad to explore the interactive relationship between the industrial structure and the employment structure in ancient and modern times. On the one hand, this paper has the corresponding theory as the support, on the other hand, it also provides writing ideas and writing direction for the analysis of the consistency of the development of industrial structure and employment structure in China. Finally, there is a deeper understanding of the relationship between industrial structure and employment structure. The third part mainly discusses the interaction between industrial structure and employment structure. First of all, it discusses the relevant conditions which must be possessed by the relationship between industrial structure and employment structure, and then analyzes the specific characteristics of the interaction between industrial structure and employment structure. That is, the expansion of the scope of industrial structure adjustment and the strengthening of labor mobility, the emergence of emerging industries and the diversification of employment forms, the "combination of industry, education and research" is becoming more and more popular; finally, from the perspective of industrial structure adjustment and employment structure, Industrial structure adjustment and labor force allocation, industrial structure adjustment and unemployment problem, industrial transfer and labor force transfer, etc., have analyzed the interactive characteristics of industrial structure and employment structure in China. The discussion of this chapter makes the relationship between industrial structure and employment structure more vivid. The fourth part discusses the coordination of industrial structure and employment structure in detail. This chapter uses the method of combining normative analysis with empirical analysis. At the beginning, it explains the industrial structure and employment structure of our country before and after 1978. Then, according to various efforts to search and collate the relevant industry figures and employment figures using chart analysis, at the same time using the employed population in the three major industries employment proportion, The development consistency of industrial structure and employment structure in China is deeply analyzed by means of the deviation degree of employment structure and industrial structure. Finally, the paper further discusses the influencing factors of the imbalance between industrial structure and employment structure in China. The fifth part is the countermeasures and suggestions to promote the coordinated development of industrial structure and employment structure in China. In this part, policy suggestions are given from industrial structure optimization and upgrading, employment structure improvement and so on.
