【摘要】：總部經(jīng)濟(jì)作為經(jīng)濟(jì)全球化不斷發(fā)展的結(jié)果,也是許多中心城市發(fā)展到一定階段后的一種新型城市經(jīng)濟(jì)形態(tài)。總部經(jīng)濟(jì)作為資源優(yōu)化配置的有效手段,通過將企業(yè)總部集群在中心城市的某區(qū)域內(nèi),而將生產(chǎn)制造基地安排在成本較低的其他區(qū)域,形成了企業(yè)的價(jià)值鏈與區(qū)域資源分配的最優(yōu)空間耦合�？偛拷�(jīng)濟(jì)不僅有利于企業(yè)降低生產(chǎn)成本、增大經(jīng)營收益,同時(shí)對發(fā)展總部經(jīng)濟(jì)的地區(qū)也具有深遠(yuǎn)的意義。總部經(jīng)濟(jì)作為一種新的經(jīng)濟(jì)形式,它所具有的稅收貢獻(xiàn)效應(yīng)、消費(fèi)拉動(dòng)效應(yīng)、就業(yè)貢獻(xiàn)效應(yīng)、產(chǎn)業(yè)乘數(shù)效應(yīng)以及社會(huì)資本效應(yīng),已經(jīng)成為了一個(gè)地區(qū)重要的經(jīng)濟(jì)增長點(diǎn),促進(jìn)了區(qū)域的產(chǎn)業(yè)結(jié)構(gòu)升級,提高了地區(qū)的創(chuàng)新能力,同時(shí)帶動(dòng)了周邊的經(jīng)濟(jì)發(fā)展,總部經(jīng)濟(jì)的發(fā)展?fàn)顩r已經(jīng)關(guān)系到一個(gè)地區(qū)的綜合競爭力水平。 目前北京、上海、深圳、廣州、杭州等很多國內(nèi)中心城市都在利用其地區(qū)獨(dú)特的資源優(yōu)勢和產(chǎn)業(yè)特色大力發(fā)展總部經(jīng)濟(jì),并且也取得一定的成效。成都市作為我國西部的中心城市之一,由于其良好的區(qū)位優(yōu)勢、豐富的生態(tài)與人文資源、先進(jìn)的科技力量、優(yōu)秀的人才資源、便捷的交通網(wǎng)絡(luò),其總部經(jīng)濟(jì)的發(fā)展目前已經(jīng)處于全國較為領(lǐng)先的位置,并長期處于中西部地區(qū)的首位。成華區(qū)作為成都的中心城區(qū)之一,和金牛區(qū)、青羊區(qū)、錦江區(qū)等中心城區(qū)相比,總部經(jīng)濟(jì)發(fā)展起步較晚,但具有很明顯的后發(fā)優(yōu)勢。在2001年的“東郊工業(yè)結(jié)構(gòu)調(diào)整”戰(zhàn)略之后,成華區(qū)的產(chǎn)業(yè)結(jié)構(gòu)快速的升級換代,同時(shí)從2009年開始,成華區(qū)按照“產(chǎn)城一體”的理念,將產(chǎn)業(yè)發(fā)展與城市建設(shè)有機(jī)融合,大力推動(dòng)“總部基地”向“總部經(jīng)濟(jì)城”升級發(fā)展,總部經(jīng)濟(jì)發(fā)展實(shí)現(xiàn)質(zhì)的飛躍。成華區(qū)目前已經(jīng)形成了以龍?zhí)犊偛拷?jīng)濟(jì)城、新客站國際性總部經(jīng)濟(jì)成長區(qū)和猛追灣生產(chǎn)性服務(wù)業(yè)總部經(jīng)濟(jì)區(qū),雖然已經(jīng)初步呈現(xiàn)出總部經(jīng)濟(jì)聚集的態(tài)勢,但綜合來看還是存在著服務(wù)配套設(shè)施不完整、土地開發(fā)利用不完善、高端服務(wù)產(chǎn)業(yè)比例低等問題。 本文的框架主要由緒論、總部經(jīng)濟(jì)概述、國內(nèi)總部經(jīng)濟(jì)發(fā)展經(jīng)驗(yàn)、成華區(qū)總部發(fā)展現(xiàn)狀、發(fā)展中的問題以及對策措施這六個(gè)部分組成。本文主要內(nèi)容是在關(guān)于總部經(jīng)濟(jì)的相關(guān)理論指導(dǎo)下,以成都市成華區(qū)總部經(jīng)濟(jì)為研究對象,通過相關(guān)文獻(xiàn)和資料以及對上海市陸家嘴總部經(jīng)濟(jì)和成都市青羊區(qū)總部經(jīng)濟(jì)發(fā)展實(shí)踐進(jìn)行案例分析,得到總部經(jīng)濟(jì)在具體實(shí)踐發(fā)展中的經(jīng)驗(yàn)和教訓(xùn)。然后通過實(shí)際調(diào)研和相關(guān)文獻(xiàn)歸納,對成都市成華區(qū)總部經(jīng)濟(jì)進(jìn)行現(xiàn)狀分析,探究其發(fā)展過程中存在的問題,參考借鑒總部經(jīng)濟(jì)的相關(guān)理論和案例分析的經(jīng)驗(yàn),對成都市成華區(qū)總部經(jīng)濟(jì)發(fā)展提出了一些建議與措施,同時(shí)也為中西部類似的中心城區(qū)的總部經(jīng)濟(jì)發(fā)展提供了可參考的嘗試。
[Abstract]:As the result of the development of economic globalization, the headquarters economy is also a new type of urban economic form after many central cities have developed to a certain stage. As an effective means of optimizing the allocation of resources, the headquarters economy is arranged in other regions with lower cost by clustering the headquarters of the enterprises in a certain region of the central city. The optimal spatial coupling between the value chain and regional resource allocation is formed. The headquarters economy is not only beneficial to the enterprises to reduce the production cost and increase the operating income, but also has far-reaching significance to the development of the headquarter economy. As a new economic form, headquarters economy has become an important economic growth point in a region because of its tax contribution effect, consumption pull effect, employment contribution effect, industry multiplier effect and social capital effect. It has promoted the upgrading of the region's industrial structure, improved the region's ability to innovate, and at the same time promoted the surrounding economic development. The development of the headquarters economy has been related to the level of a region's comprehensive competitiveness. At present, Beijing, Shanghai, Shenzhen, Many domestic central cities such as Guangzhou and Hangzhou are making use of their unique resource advantages and industrial characteristics to develop the headquarter economy, and have also achieved certain results. Chengdu, as one of the central cities in the western part of China, is rich in ecological and human resources, advanced scientific and technological strength, excellent human resources, convenient transportation network, due to its good location advantages. The headquarter economy is now in the leading position in the country, and has long been the first in the central and western regions. Compared with Jinniu district, Qingyang district and Jinjiang district, the development of headquarter economy in Chenghua district, as one of the central urban areas of Chengdu, started late, but it has obvious advantage of late development. After the strategy of "industrial restructuring in the eastern suburbs" in 2001, the industrial structure of Chenghua District was rapidly upgraded and replaced. At the same time, since 2009, Chenghua District has been organically integrating industrial development with urban construction in accordance with the concept of "integration of production and city". Vigorously promote the "headquarters base" to "headquarters economic city" upgrade and development, headquarters economic development to achieve a qualitative leap. At present, Chenghua District has formed the economic city of the headquarters of Longtan, the economic growth zone of the international headquarters of the new passenger station and the economic zone of the headquarters of producer services in Shengzaiwan, although it has initially shown the trend of economic agglomeration of the headquarters. But on the whole, there are still some problems, such as incomplete service supporting facilities, imperfect land development and utilization, low proportion of high-end service industries, etc. The framework of this paper mainly consists of introduction, summary of headquarters economy, experience of domestic headquarter economic development, etc. Chenghua District headquarters development status, the development of the problems and countermeasures of these six parts. The main content of this paper is that under the guidance of the relevant theories about the headquarters economy, taking the Chengdu Chengdu district headquarters economy as the research object, Through the case study of the economic development of Shanghai Lujiazui headquarters and the headquarters of Qingyang District in Chengdu, the experiences and lessons of the development of headquarters economy are obtained. Then through the actual investigation and the related literature induction, carries on the present situation analysis to Chengdu Chengdu district headquarters economy, probes into its development process existence question, consults the headquarters economy related theory and the case analysis experience, This paper puts forward some suggestions and measures for the economic development of Chengdu District headquarters, and provides some references for the headquarter economic development of similar central urban areas in the central and western regions of Chengdu.
