【摘要】：經(jīng)過多年的探索與實(shí)踐,京津冀協(xié)同發(fā)展已經(jīng)進(jìn)入加速推進(jìn)階段,取得了一系列重大成果,但仍存在地方行政壁壘、產(chǎn)業(yè)同構(gòu)化、交通網(wǎng)絡(luò)不完善、生態(tài)環(huán)境惡化等諸多亟待解決的問題。相比之下,國外都市圈發(fā)展時間較長,更為成熟。它們已經(jīng)通過法律保障、設(shè)施配套、分工協(xié)作等措施,充分挖掘和發(fā)揮各城市潛力,實(shí)現(xiàn)了區(qū)域城市聯(lián)動效應(yīng)的最大化。研究借鑒美國、英國、法國、日本等發(fā)達(dá)國家在都市圈建設(shè)方面的相關(guān)經(jīng)驗和有效做法,有助于破解京津冀協(xié)同發(fā)展目前面臨的難題,促進(jìn)區(qū)域經(jīng)濟(jì)社會更好更快發(fā)展。
[Abstract]:After many years of exploration and practice, the coordinated development of Beijing-Tianjin-Hebei has entered an accelerated stage, and has achieved a series of important achievements. However, there are still local administrative barriers, industrial isomorphism, and imperfect transportation network. Ecological environment deterioration and many other problems to be solved. By contrast, foreign metropolitan area development time is longer, more mature. They have fully exploited and brought into full play the potential of each city through legal guarantee, facilities matching, division of labor and cooperation, and realized the maximization of the linkage effect of regional cities. To study and learn from the relevant experiences and effective practices of the developed countries, such as the United States, Britain, France, Japan and other developed countries in the construction of metropolitan areas, will help to solve the problems facing the coordinated development of Beijing, Tianjin and Hebei at present and promote the better and faster development of regional economy and society.
